New clarification added: We kindly ask for clarification on Section II of the Schedule of Requirements for LOT 3:Question regarding: Item 3.1. Gas control cabinet ШГРП-2/2-1ЛБ-25х32 - 4 pcs. Due to the fact that this is actually a cabinet with a gas metering and reduction unit, please clarify the possibility of making changes to the configuration and number of components, since the provided configuration option is most likely designed for a gas control cabinet without a metering unit.Dear BidderThank you for your request. As provided in the previous clarification a corrector is not required as a gas meter will perform the function. The configuration and number of components required will be provided in the illustrative scheme that will be added to the Documents section.Thank you.

New clarification added: We kindly ask for clarification on Section II of the Schedule of Requirements for LOT 1:1. We asked the question: In clause 1.5.1.11, different quantities of Welded Valves are specified: 1 or 2. Please clarify why the number of valves is different for the same schemes.Your Answer: For the cabinet for the 600kW boiler house there is a condition for the cabinet - “As part of the combined cabinet for G40 50/50, provide an additional branch DN 50. after the metering unit, conducted through the walls of the cabinet for the intended connection of the cogeneration unit, equipped with a switching device and a plug with the possibility of sealing”, for the 260kW CHP this condition is absent.The question is as follows: The text of the SoW does not contain information about the branch line for connecting the cogeneration unit. Please additionally inform (amend the SoW) for which cabinets an additional branch DN ___. is provided after the metering unit, which is carried out through the walls of the cabinet for the intended connection of the cogeneration unit. We asked questions about LOT2:The delivery time for meters according to the technical specifications is 150-180 days. To speed up the delivery of equipment for Lot 2, namely gas meters, we propose to expand the range of technical requirements. If the technical requirements are expanded, it will be possible to offer certified gas meters from European manufacturers with a delivery time of 120 days and to revise the following clauses: “п.2.7. The sensor of the temperature converter of the corrector must be installed in a standard hole in the gas meter body or in a tapping section at a distance according to the manufacturer's recommendations. The overall dimensions and design of the corrector temperature sensor should ensure its complete immersion in the sleeve in the meter body and fixation with a threaded connection.” 2. We asked questions about LOT2: We ask to clarify the points 5.2/ 5.2.1./ 5.2.2/5.2.3/. Metrological characteristics for one type of meters are specified. This tender uses 4 types of meters and they all have different metrological characteristics, namely: the limit of permissible errors (5.2.1), maximum (clause 5.2.2) and minimum values (clause 5.2.3). The Terms of Reference do not contain information on the proposed connection of the cogeneration unit, which should be provided for items 2.4 (8MW), 2.5 (12MW), 2.6 (24MW). In this regard, it is necessary to additionally add the following valves to the specified clauses:1.5.1.11.1 Flanged shut-off valves:п. 1.5.1.11.4 - DN 50 PN1.6 MPa - 1 pc.п. 1.5.1.11.5 - DN 50 PN1.6 MPa - 1 pc.п. 1.5.1.11.6 - DN 80 PN1.6 MPa - 1 pc.Answer: The requirements will be amended as requested. Gas cabinet ШГРП-2/2-1ЛБ-25х32 - 4 pcs.According to the marking and name of the cabinet, it should perform only the functions of reducing gas pressure, but below in the table where the “Minimum technical requirements of UNOPS” are indicated, the cabinet should have clause 2.1.1. Delta Compact G10 DN50 gas meter, is this a mistake? Does the cabinet really need a meter? And if a meter is needed, is a gas volume corrector and modem data transmission required?Answer: Yes, a gas meter is needed, but without a corrector, i.e. it will perform the functions of a technological one2. The second question is related to Clause 3.4. Gas cabinet with gas metering and reduction units (G1600) 250/250 - 1 pc.In the table where the “UNOPS Minimum Technical Requirements” are indicated, there are no requirements for a gas volume corrector and modem data transmission, are they really not needed? Or is it a mistake and should be taken into account?Answer: A corrector is not needed, i.e. the meter performs the functions. Modem data transfer – not required. The design working pressure of the gas pipeline connected to the combined cabinet for G1600 250/250, Pmax=1.2 MPa.Thank you.

If the technical requirements are expanded, it will be possible to offer certified gas meters from European manufacturers, the delivery period of which is 120 days and to set out the following clauses in the wording:1.1. «In the clause Gas meter Delta Compact G10 DN50 or equivalent.».Answer: Please note that clause 4.3 for lots 3 states “All references to the brand/model name and trademark or the manufacturer of the product should be read as “or equivalent brand/model with the identical or better characteristics”. Any clause of the requirements containing the reference to specific brand/model should be read as “or equivalent brand/model with the identical or better characteristics”.2. Gas meter TRZ G1600 (1:30) PN16 DN200 “Elster” - 1 pcs. This meter model is manufactured in Russia (the aggressor country). This contradicts clause Q7 of the tender documentation. WE INSIST on changing the brand and model of the meter or adding “or equivalent brand/model with the same or better technical characteristics”. In the clause 6.14 is indicated “Limits of permissible relative Conversion errors when processing input signals from the gas meter, measuring pressure and temperature in the measurement ranges of pressure and temperature transducers, calculating gas volume and volumetric flow rate under standard conditions, no more than ±0.05%”. Please clarify this requirement, as the operating documentation for the correctors states ±0.5%. Answer: The correct range is ±0,5%. The requirements will be amended.7. In the clause 6.21 is indicated “Minimum operating time to failure, no less than 17,000 hours” The operating time to failure is not specified in the operating documentation for the correctors.Please clarify this requirement, as the manufacturer does not specify this parameter in its technical documentation.Answer: Due to the frequent threat of power outages (blackouts), the corrector must operate in autonomous mode during the calibration interval, at least 17,000 hours.8. In the clause 1.4 is indicated “The gas velocity in the pipelines should not exceed 15 m/s for gas pipelines, the gas velocity of the regulator should not exceed the values recommended by the regulator manufacturer.”Please clarify for which gas combination cabinets this requirement applies, as it applies to many gas combination cabinets the calculated speed at the exit will be higher.Proposed as follows: “The gas velocity in gas pipelines should not exceed 15 m/s for gas pipelines up to the regulator, after the regulator, it should not exceed the value recommended by the regulator manufacturer.”Answer: The requirements will be amended. 9. The technical requirements do not include a relief valve in the gearboxes. This is a mandatory device. Please clarify the requirements and whether a relief valve is required in the gearboxes?Answer: The relief valve should be included in the gearbox or included as a separate valve in the gas cabinet.10. To speed up the delivery of equipment for Lot 2, namely gas meters, we propose to expand the range of technical requirements. If the technical requirements are expanded, it will be possible to offer certified gas meters from European manufacturers, the delivery period of which is 120 days and to set out the following clauses in the wording.1.1. «In the clause 1.5.1.2. Sleeve for installing the temperature sensor of the corrector in the meter body with dimensions according to the manufacturer's recommendations (possibly included in the turbine gas meter kit) or sleeve for installation in the outlet section at a distance according to the manufacturer's recommendations - 1 pc. ».1.2. «In the clause 2.7. The sensor of the temperature converter of the corrector must be installed in a standard hole in the gas meter body or in a remote area at a distance according to the manufacturer's recommendations. The overall dimensions and design of the corrector temperature sensor should ensure its complete immersion in the sleeve in the meter body and fixation by means of a threaded connection Answer: For commercial operation, a natural gas meter must be certified and meet the requirements of the "Technical Regulations for Legislatively Regulated Measuring Instruments", approved by the Resolution of the Cabinet of Ministers of Ukraine dated January 13, 2016 No. 94 or the requirements of the "Technical Regulations for Measuring Instruments", approved by the Resolution of the Cabinet of Ministers of Ukraine dated February 24, 2016 No. 163.1.1. Please specify the metrological characteristics for each meter size.Answer: The requirements will be amended.3. In the clause 6.2 is indicated “Calculation of the compressibility coefficient - according to DSTU ISO 12213 (Algorithm NX-19 mod.)” Please clarify, namely, the Algorithm NX-19 mod is specified in the acting GOST 30319.2-96 standard, and other algorithms are specified in DSTU ISO 12213.We inform you that this requirement (calculation method) is not specified (not confirmed) by the certificate. This information is specified only in the operational documentation.Based on the above, please bring to compliance:Algorithm NX-19 mod is specified in the acting standard GOST 30319.2-96Other algorithms are specified in DSTU ISO 12213.And all this is confirmed not by a CERTIFICATE, but only in the operational documentation.Answer: The requirements will be amended.4.
