New clarification added: Dear bidders,Kindly find the UNOPS responses for the following clarifications: Q44: Regarding Lot 2 Item 5.2.3 Led Lighting Fixture, 32W, IP66 on existing pole kindly advise the shape needed and if chinese brand is accepted ?UNOPS response: Led Lighting Fixtures should be similar to existing fixtures. For Chinese brand It is accepted as long as the provided brand complies with all technical requirements stated in the tender documents along with the certifications needed.Q45: LOT 2- Can the Architect and the Electro-Mechanical Engineer be part-time?UNOPS response: For Lot 2, the Architect and Electromechanical Engineer can be part-timeHowever, for bidders applying for more than one Lot, Bidders should propose different teams for each lot, except for the HSSE Officer. New clarification added: Dear bidders,Following to the previous clarifications, kindly find the remaining questions and UNOPS responses: Lot 1 & 2Q24: Structural Drawing S0-02 requires ASTM A615 Grade 70 deformed steel for all Reinforced concrete structures. We can only quote for A615 Grade 60 deformed steel due to unavailability of grade 70 in Lebanon. UNOPS response: After checking, ASTM A615 Grade 70 deformed steel is available in the Lebanese market. If you prefer to use Grade 60, the steel ratio must be increased to 7/6 to compensate accordingly.Q 25: Is UNOPS VAT exempted or shall we add VAT to the price?UNOPS response: Please refer to Particulars in the tender under Duties and taxes: All quotations shall be submitted net of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel). Q26: BOQ 5.1.1 to 5.1.4During our site visit we noticed the presence of metal doors (count more than what is mentioned in the BOQ). Is it possible to highlight on the drawing the locations of the mentioned doors that need to be rehabilitated so we can conclude which remaining doors need to be dismantled?UNOPS response: There are three main doors connected to the exterior vehicular roads and one door connected to the Horsh. These doors are clearly shown in the BOQ and drawings.Q27: Item 2.2.1 Exterior walkway Paving - Similar to existing. Shall the work include the removal of existing paving? and please confirm the quantity of 750 m2 and to where the space exceeds (all the way next to the main road)?.UNOPS response: No removal is a separate item (Walkway Tile Removal). The estimated quantities are provisional.Q28: Item 12.1.4 Tree Precast concrete Circular road bench. In the BOQ it is stated that the glass is double, whereas in the specifications of the drawings it is stated 8mm thick glazing tempered. Please clarify. And shall fly nets be installed? UNOPS response: The items mentioned below in 8.3 are general specifications, if applicable. Please refer to the window schedule for pricing. The fly net should be included if applicable. The price shall cover all related work required to complete the job, as clearly defined in the BOQ and opening schedule.Q36: Is skirting counted in the tiles quantities?UNOPS response: Refer To BOQ (mentioned in item general specifications)Q37: I didn't notice in the suppliers forms and document checklists under Vendor Submission tab a place to submit the BOQ's for the both lots.Would you please clarify where should we apply our offer? UNOPS response: Please note that the BOQ’s for both lots are available and you can submit them under the checklist tab.Q38: Can the project manager and the civil site engineer be the same? The eletrical engineer and mechanical engineer be the same (Electro-mechanical engineer)? The Senior Civil Foreman and the Senior MEP Foreman be the same (General Forman)? Shall the Architect/Landscape Architect be full-time?UNOPS response: Refer to the key personnel proposed in the technical criteria, it is mentioned that “Bidders should not propose the same personnel for more than one position in the same lot.”Best regards

New clarification added: Dear bidders,Following to the previous clarifications, kindly find the below clarifications and UNOPS responses:Q15: BOQ item 9.6.4"Solvent-Based Epoxy for court different color thickness of 15-20 mils+ court Marking "Regarding the epoxy coating for the courts flooring, from our previous experience & after reaching out to many suppliers, we do not recommend epoxy to be used for the outdoor courts in Qasqas, and we can not grant warranty for this type of coating.As an alternative, we proposed that we use an external acrylic based, elastic, colored, non slip coating for any external sports field. Steps as follows: Drying and cleaning the surface from any dust or loose particles and grease, followed by priming the surface in one or two layers for proper adhesion, followed by the application of a repairing acrylic based resurfacer for sealing any pores of the underlay, and then finally applying the elastic external acrylic colored non slip coating. UNOPS response: As per BOQ item 9.6.4, the specified solvent-based epoxy coating with 15-20 mil thickness and court marking remains the required material, compliant with the project’s specifications. Kindly proceed accordingly while ensuring proper application as per the manufacturer’s guidelines.Q16: The drawing showing specifications and dimensions for the entrance and exit signs are missing.UNOPS response: Kindly refer to Sheet L-902, Details Item D-05.· For Item 10.2.4 (Main Entrance - Entrance Sign on metallic post), refer to signage type SD03.· For Item 10.2.5 (Entrance and Exit Sign for courts), refer to signage type SD02.Note: The contractor must submit a sample for approval before execution.Q17: item 1.5: Should our price include carting away of the removed artificial turf to dumping zones (transport & dumping fees), or will it be submitted to municipal storage?UNOPS response: There is an item called "Site Clearing," which includes all site evacuation. The location must be specified with the municipality, and the material to be dumped or stored should be coordinated with UNOPS and the municipality during execution. Q18: BOQ item 1.17 All removed and cleared goods should be handed over for municipal storage as per description. Should we include transport fees for all these goods or will we leave them on site?UNOPS response: There is an item called "Site Clearing," which includes all site evacuation. The location must be specified with the municipality, and the material to be dumped or stored should be coordinated with UNOPS and the municipality during execution.Lot #2 Q19: Signage works: BOQ item 10.2.6 is missing signage drawings design.UNOPS response: the design of the signage should be similar to existing.Q20: Mechanical BOQ item 5.2.1 Fire suppression system FM-200 Can you please specify the location of the room inorder to estimate the volume?UNOPS response: The FM-200 is designed for the technical room # GF-05 located in the guards' block at the main entrance. Please refer to DWG M-401 for the location of the cylinder, nozzles and all the components of the FM-200 system.Q21: Kindly clarify the difference between items 5.1.5 and 5.1.6, the 2 items seem identical.UNOPS response: this is for lot 1: 5.1.5 is for the external main road side fence. 5.1.6 is for the Horsh side fence.Q22: BOQ item 7.1 specifies a 4mm thick SBS D.P.C. layer with a rubber base, reinforced with polyester, fiberglass, or both, and a small gravel face (reflected type), complete with primer.However, the specification for Membrane Roofing calls for an EPDM waterproofing membrane, 1.5mm thick (page 185 of 417), a slip sheet (page 185 of 417- Auxiliary Materials, item D), and a Cartonal protection sheet (page 186 of 417 - Auxiliary Materials, item H).Clarifications required:Please confirm which type of membrane should be used (i.e., SBS or EPDM)?UNOPS response: As per the BOQ, the membrane to be used is 4mm thick SBS, reinforced with polyester or fiberglass, as outlined in item 7.1. This should be followed as per the project specifications. Kindly specify whether a single or double layer is required.UNOPS response: The installation should include a single layer of 4mm thick SBS D.P.C. layer as per the BOQ, ensuring proper overlap of at least 10 cm between layers for effectiveness.Kindly specify the type of the slip sheet and the thickness of Cartonal protection sheet, and confirm whether both are required (i.e., slip sheet + protection sheet).UNOPS response: As per the BOQ, the membrane installation includes both the slip sheet and the Cartonal protection sheet. The thickness and specifics should follow the detailed description on page 185 and 186 of the drawings.Q23: HORSH SD06, the drawing showing the 3D letters that need to fit within 10m is missing. Additionally, the text, material, and whether the sign is illuminated or not are still to be confirmed.UNOPS response: the design , material, text of the signage should be similar to existing. Q3- Metal Works: Should we price the metal supports of fences (IPE160) in BOQ item 5.2.1?UNOPS response: Kindly refer to BOQ item 3.2 Reinforced Concrete Fence Wall: (IPE 160 Steel Column : 40 T)Q4: BOQ item 2.2.1. Is it required to lay one layer of asphalt or two layers (binding and wearing course in addition to prime and tack coat)? And is the thickness of 5 cm before or after compaction?UNOPS response: Regarding the asphalt layers, we will proceed with a single layer of asphalt as specified, along with the prime and tack coats, ensuring the area is well compacted. Additionally, the 5 cm thickness will be measured after compaction.Q5: BOQ item 2.2.3 Epoxy Parking Marking. Should marking be fully painted underneath the car area, Or only to be striped as a border line between vehicles?UNOPS response: Regarding the epoxy parking marking, it should be striped as a border line between vehicles.Q6: BOQ item 1.16. The description is unclear, what should we exactly price for?UNOPS response: Kindly refer to the demolishing plan description. If an item is not specifically mentioned in the BOQ for demolition, dismantling, or site preparation required to complete the work, the contractor should visit the site to examine all the necessary work. Any missing work should also be priced under this item. Ensure that all relevant work is listed and priced accordingly before submitting the price.Q7: BOQ item 1.3. During our site visit earlier we did not notice the location of the prefabricated cafeteria & service unit, Can you please highlight its exact location?UNOPS response: Please find the link https://iili.io/39TclAg.png for the imagesQ8: Drawing L-101a mentions to completely demolish the Electrical Room next to the curved building, whereas drawing A-103 mentions that it should be renovated (painted externally). Can you please clarify?UNOPS response: The Electrical Room and the curved building are to be completely demolished. The reconstruction of the curved building will be carried out to match its original shape. The new building (New Cafeteria) mentioned on drawing A-103 refers to the building after reconstruction. For further clarification, please refer to the architecture package (Block C A-102) and the structural package.Q9: BOQ item 5.2.5 What do you mean by net size 200mmx50mm is it the opening of the wire mesh or is it supposed to be centimeters? Is it required to install a post of size 50x50 or is this existing? Also this item mentions that the PVC wire mesh should be installed on the existing fence structure (at Horsh side) whereas BOQ item 1.8 mentions to dismantle the sheets including the metallic structure and CMU walls. Also can you provide us with a typical detail for the PVC wire mesh at Horsh side like the one provided for the courts fence?UNOPS response: the Football mesh size is 200mmx50mm.Q10: Drawing L-104 Can you please clarify where is the location of the typical detail enclosure fence?UNOPS response: The typical enclosure fence is located around all the court fields. Please refer to the plans for further clarification.Q11: BOQ item 5.1.5 and 5.1.6 Which one is for the Horsh side fence and which is for the external main road side fence?UNOPS response: 5.1.5 is for the external main road side fence. 5.1.6 is for the Horsh side fence.Q12: BOQ item 4.2.1.1 Can you please specify where the administration building is located inorder to check the type and shape of the existing natural stone ?UNOPS response:the administration Building is located near the football field. New clarification added: Dear bidders,Kindly fiind below the received clarification and UNOPS response: Q1: Kindly confirm if each lot will be awarded separately.UNOPS response: As mentioned in the particular tab under Partial quotations and in the tender document, Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot.Best regards
