Mid-Term Review of the projects: “Strengthening of Employment Service Centres in Nepal (SESC)” and “Migrant Rights and Decent Work (MiRiDeW) Phase II”
The ILO Country Office for Nepal is seeking expressions of interest (EOI) from individual consultants or as a team comprising (1) an international evaluator/team Leader, and (2) a team member consultant based in Kathmandu, to conduct a Mid-Term Evaluation of the “Strengthening of Employment Service Centres in Nepal” and Migrant Rights and Decent Work (MiRiDeW) Phase II.
Candidates/teams intending to submit an expression of interest must submit the following information/documents:
- A description of how the candidate’s skills, qualifications and experience are relevant to the required qualifications of this assignment.
- A list of previous evaluations/work that are relevant concerning the context and subject matter of this assignment.
- A statement confirming the availability of the candidates to conduct this assignment and the daily professional fees. (The cost of travel and DSA for field works within the scope of this assignment as deemed necessary will be provided by the ILO as per its rules and regulations).
- A copy of the candidates’ CVs
- Two recent evaluation reports authored as team leader or team member as per the application.
- A statement confirming that the candidates had no previous involvement in the delivery of the project to be evaluated or have a personal relationship with any of the ILO Officials who are engaged in the project.
- The names of two referees (email address) who managed the evaluations mentioned in # 2 above.
The deadline to for the submission of the EOI is by COB (i.e. 17:30 Nepal time) 25 February 2025. Please send an e-mail with the subject line “Application: Consultant for the Mid-Term Review of SESC and MIRIDEW” to ktm_procurement@ilo.org.

Responses to EOI Reference No: ILOKTM-EOI-2025-004
Q1. For SESC the TOR indicates travel to two provinces – can you please advise which locations could be visited?
The team of consultants will decide it, or these two provinces will be decided while submitting the inception report, in consultation with ILO. Since it will not make impact on the financial proposal, so it is not essential to indicate the provinces.
Q2. In terms of the Technical Proposal – is there any specific guidance in terms of length/format that we should follow?
We do not have a specific format for the EoI/proposal.
Q3. In terms of the CVs for the evaluation team – is there any specific format that we need to follow?
We do not have a prescribed format for the CV. You may share us with the recent one you have.
Q4. In regard to the schedule of payment, the TOR mentions that “Travel and DSA where relevant and applicable will be directly managed by ILO as per its policy” – as such, can you please confirm if we should budget for in-country travel and accommodation in/around Kathmandu, as well as for the field visits to the provinces.
Applications should propose the daily rate of consultant/s only in the application. Other costs will be determined by the ILO as per the scope of the fieldwork.
Q5. Do you have an estimated budget for this evaluation that you would be able to share?
As per the ILO policy, we are unable to share the budget ceiling.
Q6. I noticed that there is a small discrepancy in the TOR and the advertisement for this call. The advertisement does not mention that technical proposal is required whereas the pdf TOR link in the advisement mentions a technical and financial proposal is needed. Can you please clarify this?
The Applicant/s is required to submit the EoI and the proposal explaining how they plan to deliver this assignment.
Q7. Namaste. I am from a research consulting firm. I am currently reviewing the ToR for the MTR of SESC and MiRiDeW. I am not clear about the submission of the EOI. Does the ILO expect the EOI from ONLY the individual consultants (international-TL and national consultant)? Can a research consulting firm ALSO apply for the MTR?
This EoI call is for the individual consultant/s. So, applications from the firm/institution are not considered eligible for this EoI call.
Q8. The Call for Expression of Interest for the mid-term review reference mentions seeking individual consultants or as a team comprising two team members. Is a firm also eligible to respond and propose two team members?
This EoI call is for the individual consultant/s which could be presented as a team of an international and national consultant. So, applications from the firm/institution are not considered eligible for this EoI call.
The tender contains sustainability considerations related to human rights, fundamental principles and rights at work, occupational health and safety, fairly traded goods, targeted employment of people with disabilities, etc.
