Could you please clarify what exactly do you expect as evidence that/of:1) bidders web/based platforms include the services requested2) training modules accommodating diverse time zones, in UN official languagesAnswer. Evidence that the bidders web/based platforms include the services requested can be provided with the link to the webpage or screenshots of such wepage.The traininng modules timezone evidence can be provided with a declaration included in the techincal proposal.Clarification 78. Can you kindly also clarify what you mean by "Deliver ad-hoc coaching, advisory services, and assistance for UNOPS". What are your expectations, considering that requested profiles are those of the trainers?Answer. Ad-hoc coaching and assistance referes to specific type of training focused more on enhancement of knowledge rather than new learning and maybe delivered to limited number of trainees. For advisory, please refer to the advisory services described in each Lot. The expectation is that trainers with the required experience would also be able to provide specific coaching and advisory in the areas of each Lot.Clarification 79. Should we only submit a CV for the lead expert(s) as per the technical requirements? Or should/can we also submit CVs of the full team who will be working on the program, including secondary experts and support facilitators?Answer. You can submitt CVs of the full team, noting that the requirement must be met with such CVs.Clarification 80. In Form C - financial proposal Form, do JV/consortium partners working under the main offerer get added to the section of subcontractors? Or is this section for subcontractors who are not part of the JV/consortium?Answer. This section is for subcontractors, members of JV are not considered subcontractors.Clarification 81. Can I clarify that the word count for question 1A is one page and 1B is one page? Or should both parts of question 1 be responded to in one page?Answer. We would like to request a clarification on your answer no. 36., you state that "The reference should be from previous clients, signed by them, that can be verified by UNOPS.". We have additional questions regarding the CV requirements, to ensure full compliance:1) In the 'old' 4.1 LOT the Cyber profiles requested required a min. of 10 years and 4.2 with minimum 5 years. In the new document though. Now, we are only bidding for 4.1, does that mean that it is only the profile with 10 years we need CV’s from or both profiles?2) Just to be sure in LOT 1 we are only able to provide one profile, or one profile per area of competency?Answer. The requirements have been diveded among both new lots.For Lot 4.1 - Min 10 years of experience, including senior roles in cyber security or risk management.For Lot 4.2 - - Min 5 years of practical experience in the field of infosec, cybersecurity or related discipline.This among the rest of requirements.Clarification 89. We are writing to request that you kindly consider a further extension of the submission and clarifications deadlines, particulary given the pending requests for clarification on the format and need for references/evidence signed by clients that can be verified by UNOPS, as gathering this information as well as securing the necessary approval to share (often confidential) project info from our clients will take some time. Further extending the deadline would enable more prospective respondents in such situations to submit compliant proposals with the necessary evidence.Answer. Given question #29, which clarifies that any e-learning content will be delivered on the UNOPS e-learning platform, what type of technical assistance is expected within 48 hours (considering the response to clarification #27)?Answer. This assitance is in the event the provider can not offer e-learning modules that can be integrated into UNOPS e-learning platform.Clarification 65. LOT 1, Infrastructure: Regarding ’Infrastructure’ mentioned under other specialized risk management practices, can UNOPS please specify what is covered, e.g., physical vs. digital infrastructure?Answer. It refers to physical infrastructure, management of infrastructure projects. Infrastructure is one of the service lines of UNOPSClarification 66. LOT 1, Fraud Risk Management: What level of customization is expected (% of generic vs. specific content). Are there any specific UNOPS case studies to include in the training?Answer. Some level of customisation may be required depending on the training. To clarify: this competitive process will evaluate and assess the suppliers capacity to fulfill the general requirements stated in the Terms of Reference. The outcome will be the award of a Long Term Agreement (LTA). The award will not automatically imply any training activity. As soon as training needs arise, UNOPS will issue one or more Call Off Orders within the LTA, stating exactly the type of training required, type of audience, format, expected number participants, and level of customization required, if any.Clarification 67. LOT 1, Fraud Risk Management: Can UNOPS confirm the expected geographic distribution of participants for in person vs. virtual sessions and whether there are any constraints on delivery (time zone or local restrictions).Answer. Geographical distribution may vary depending on the type and content of the training. Please consider that trainings may involve UNOPS attendees from different geographies and time zones.Clarification 68. LOT 1, Fraud Risk Management: Could UNOPS clarify the type of evaluation framework they expect for assessing the effectiveness of the training and the impact on the organization (should the focus be more on immediate feedback, long terms behavioral changes or knowledge retention)Answer. UNOPS expects providers to adopt evaluation frameworks that reflect good market practice and standards, and are able to evaluate the impact of the training based on feedback, practical knowledge and skills acquired, influence of the training on behaviour, etc.Clarification 69. LOT 1, Fraud Risk Management: For the train the trainer component what is the expected level of engagement from UNOPS internal trainers (will they take a lead role, or will they act like facilitators for ongoing training delivery?) and what resources are available to support this effort?Answer. UNOPS internal trainers should be seen more like facilitators for training delivery. Ideally, they will become also trainers (or ambassadors) within the organisation, if the trainings provide valuable insights, useful knowledge applicable to day-to-day activities, and useful tools / methodologies.Clarification 70. LOT 1, Insurance & Risk Transfer Mechanisms: Could UNOPS clarify the geographical scope of training (and advisory services) for Insurance and Risk Transfer mechanisms, specify under Lot 1? Depending on the geographical scope, the requirements for legal expertise (e.g., knock-for-knock agreements) will vary significantly.Answer. The Insurance and Risk Transfer mechanisms are intended from a general and international practice perspective, without focus on specific jurisdictions or geographies (e.g. insurance and risk transfer practices in the context of Infrastructure / construction risk management; or insurable risks and applicable covers in the context of procurement projects - goods, medical supplies, etc.)Clarification 71. Can we select specific lots, or is it mandatory to apply to all five lots?Answer. As stated in the section particular in eSourcing, Offerors shall be allowed to quote prices for one or more lots identified in this tender, therefor the bidders can decide which lots to submit proposal on.Clarification 72. What is the approximate total budget for the LTA?Answer. This information is not available at the moment since it will vary according to UNOPS needs,Clarification 73. Should we submit only one CV per lot, or a pool of multiple experts for each lot?Answer. This will depend on the bidder, the submitted CV should comply with the Terms of Reference requirements,Clarification 74. What type of educational institution accreditations are considered acceptable?Answer. Please note this requirement has been eleminated.Clarification 75. Although the qualifications of the Service Provider should be common to all Lots, we have observed that Form F is divided into the 5 different Lots. In that case, should we demonstrate our training experience that applies to all the Lots or should we demonstrate our specific training experience for each of the Lots' subjects instead?Answer. This document has different titles per lot as bidder may present bids to the lots that they desire, in case bidders are to present offers for two or more lots a sing form may be presented in which the experience required in the terms of reference is covered,Clarification 76. Additionally, considering that form F is a list of client's experiences and the names are not disclosed, can you please confirm that the signature is from the bidder? Answer. Section 3 of Evaluation Criteria: "Training modules created during the course of the LTA will remain the intellectual property of UNOPS." To be clear, this would only apply to newly developed training, not adapted training or use of existing content.Answer. Yes, this should only apply to new training developed under the Contract, and not to any pre-existing IP owned by the selected Contractor. This relates to Article 9.2 of the UNOPS GCCs for Services, which states: "9.2 To the extent that any such intellectual property or other proprietary rights consist of any intellectual property or other proprietary rights of the Contractor: (i) that pre-existed the performance by the Contractor of its obligations under the Contract, or (ii) that the Contractor may develop or acquire, or may have developed or acquired, independently of the performance of its obligations under the Contract, UNOPS does not and shall not claim any ownership interest thereto, and the Contractor grants to UNOPS a perpetual license to use such intellectual property or other proprietary right solely for the purposes of and in accordance with the requirements of the Contract."Clarification 53. Does the agency/delivery team have to be based in Copenhagen or at any preferred location?Answer. No, but some travel may be required in the event of in-person meeting / trainings in some of UNOPS office locations.Clarification 54. Would standardized training courses for all topics be sufficient for all UNOPS offices, or is there a need for contextual customization?Answer. A certain degree of customisation may be required for specific training or modules mostly for Lot1 and Lot 2, to suit UNOPS business model and nature of risks faced. If customization is needed, what elements should be tailored (e.g., case studies, tools, methodologies)?Answer. Customisation would likely involve case studies and tools.Clarification 56. Would there be a need to localize the training materials?Answer. If customisation, especially for Lot 1 and 2 is done through relevant case studies and tools applicable to UNOPS, there would be no need to localise training materials, as they would be applicable across the organisation.Clarification 57. When it comes to eLearning training development, do you have a total number of HOTs (hours of training) or HOTs per topic?Answer. How many training topics completion (virtual training / in-person training, eLearning, or video-based training) are you looking to accomplish per year?Answer. It is difficult to forecast as it depends on many factors, including costs, available budget, target audience and number of trainees.Clarification 63. Is there a particular requirement for financial capabilities of the company? F.e. for liquidity ratio that needs to be at a specific level? If company has huge investments in new product/service development, there could be lower financial indicators - can it be an obstacle for participation in the procurement?Answer. As stated in the document "2. RFP_2025_55732 - Section_II_Evaluation Criteria", specifically in the section "Qualification criteria", the financial requirement from the company is that Offeror should have annual sales turnover of minimum USD 150,000 in any one of the last three years. The files limit is of 20MB, if more space needed we recommend to upload the files in differente parts or in a compressed folder.Clarification 39. How old can the sample projects be? And the ones for the performance statement form? How many sample-references do you wish us to submit?Answer. Sample projects should be no more than 5 years older counted from the submission date of this tender.Clarification 40. In the submission section of the portal, there is no space to submit the majority of forms that were included in the RFP documentation. Do we only need to send and complete those forms that are requested in the portal? If not, how do we submit the full selection of forms?Answer. Please note that for all the spaces for the different forms to become available, you have to selec the lots you are going to offer.Clarification 41. Please elaborate on the question to be able to answer properly.Clarification 45. Should risk management elements be integrated in lots 2 and 3 beyond what would usually be consideres 'strategic risk management'?Answer. Integrating broader risk management elements into Lots 2 and 3 could definitely add value beyond just the typical "strategic risk management" scope, and bridge the gap between strategic thinking and real-world execution.Clarification 46. What is an example of evidence that the training can be conducted/complete in deverse timezones and web-based platforms. Would an URL from a website be sufficient or a screenshot?Answer. Each supplier needs to provide the best evidence possible, a URL may be consdired if the requirment can be confirmed by accessing such website.Clarification 47. Lots 1-3, Form D, Section 3: "Two examples of previous relevant courses": For the materials used to support that request, should the sample include the entire slide deck or just a few (3-5 or so) of the slides?Answer. The examples should include enough information to verify that they are similar and relevant, UNOPS cannot say the amount of slides to supply.Clarification 48. Can the same training course be used in different Lots? We understand for Form D, Section 3 that the same course delivered to 2 different entities cannot be used. But can one course be referenced in Lot 1 and Lot 2, for example?Answer. The proposed trainning courses must comply with UNOPS requirements, the description of the course is to be evaluated during the evaluation process.Clarification 49. Lots 1-3, Form D, Section 7: There is only one position name prepopulated in each of these Lots. Are we able to create different position names in addition to what is listed in the grid? We are assuming that "position required" applies to the name currently listed (Lot 1: Senior Risk Trainer, Lot 2 Strategic Decision Trainer, Lot 3 Strategic Foresight Trainer).Answer. Yes, new positions can be created as long as the prepoluated one is not modified and the proposed personnel complies with UNOPS requirements,Clarification 50. A needs assessment is mentioned in the specification - we just want to check that this is specifically in relation to assessing learning needs, rather than undertaking an organizational risk maturity assessment?Answer. This is strictly in relation to assessing learning and training needs. It does not entail an organizational risk maturity assessment.Clarification 51. Can we rely on financial capacity of sub-contractor by submitting their liquidity ratios, audited financial statements?Answer. On some lots we have the capabilities to provide training resources, design materials etc since topics are those on which we advice our clients within the UN System since decades: we therefore haven’t necessarily structured training courses in the past but rather advisory services. Would this experience/credentials meet your requirements for participation ?Answer. The training experience is necessary for this tender.Clarification 24. Would it be possible to request a change to LOT 4 and to split it into two sub-LOTs, as follows: LOT 4.1: Executive Briefings and Cyber Crisis Tabletop Exercise and Cyber Security Research and Advisory LOT 4.2: Specialized Cyber Security & Privacy Training and Certifications This is due to the fact that LOT 4.2 would require a different set-up in terms of certifications than LOT 4.1 which is more advisory focused.Answer. Yes, these are two separate aspects, and there is no issue treating them separately.Executive Briefings and Cyber Crisis Tabletop Exercises are general advisory services suitable for a broad audience but are specifically designed to educate senior leadership without certification. The specialized training and certification are intended exclusively for Cybersecurity and Privacy team members."LOT 4.1: Executive Briefings and Cyber Crisis Tabletop Exercise and Cyber Security Research and Advisory" is identified as lot 6 by the system."LOT 4.2: Specialized Cyber Security & Privacy Training and Certifications" " is identified as lot 7 by the system.Clarification 25. Regarding Lot 4, and specifically the point 'Specialized Cyber Security & Privacy Training and Certifications', does it mean that the course must necessarily lead to a certification? In other words, are we being asked for an end-to-end support that includes course design and delivery, examination, and the issuing of the certification in case of passing?Answer. These specialized certifications (exam and certificate upon passing) are administered by their respective professional associations (e.g., ISC2, ISACA). The request here is for course design, delivery, and support to prepare candidates for the official examination from the certifying professional associations.Clarification 26. Regarding the Financial Proposal forms for all LOTS and the rates requested. Can you clarify whether this should be rates for trainers or trainees? The forms state the latter however not all activities are for trainees and the rates would depend on the size of the class and also whether this is delivered on the ground or virtually. Our request is therefore that the rates requested are for trainers and not for trainees.Answer. Please review amended documentsClarification 27. Technical support for users with a resolution time of 48 hour – can you elaborate on this requirement?Answer. This refers to any support related to online training (e.g. access issues, download of necessary applications, licences for ad-hoc applications, etc.Clarification 28. Option for annual subscription arrangement that will facilitate continuous access for selected UNOPS personnel to online resources, including up-to-date content, reports, training materials, network eSourcing v2021 contacts for specific areas pertinent to each lot, and a diversified range of services available on the provider’s web-based platforms. – can you elaborate on this requirement?Answer. This refers to options / license for annual subscription to the provider's platform to have access to new content and e-learning resourcesClarification 29. Infrastructure for e-learning platforms. – can you elaborate on this requirement?Answer. This refers to UNOPS e-learning platform, in the event the provider can offer e-learning modules that can be integrated into UNOPS e-learning platform. It is information that UNOPS will provide, if there is such option.Clarification 30. Provide a list of participants for the online instructor-led training. – can you elaborate on this requirement?Answer. This is not a requirement for the supplier but something that UNOPS will provide as part of the inputs / contribution for the preparation of training modules.Clarification 31. As stated in the section particular in eSourcing, Offerors shall be allowed to quote prices for one or more lots identified in this tender, therefor the bidders can decide which lots to submit proposal on.Clarification 33. The evaluation criteria require certain expertise (e.g. 10 years of experience) for the trainer. However, it is unclear whether we can submit many trainers who, in total, have 10 years of experience, or whether all trainers need to have individually had 10 years of experience. Can you clarify how many trainers we can submit for each lot and how their experience will be cumulated?Answer. The experience is requiered per trainer.Clarification 34. What is the “size limit” of Form D technical proposal? Parts of the technical proposal don’t specify page length (e.g. Specialised knowledge). How long should these sections be?Answer. The parts of the technical proposal that don’t specify page length shoul be no longer thsan 1 page.Clarification 35. Under facilitator qualification in form D it states “[Insert description here, fill the table and attach the CVs using Form E: Format for Resume of Proposed Key Personnel in the appropriate space under the checklist of documents in eSourcing]” - what exactly should be filled here? Do you wish us to attach a long CV descirption or merely short bullet points?Answer. A short description is required in Form D, the complete CV should be submitted using Form EClarification 36. How should we fill the “Form F: Performance Statement Form” for the LOTs? Should we self-evaluate whether the supply of goods was satisfactory, or do you expect previous clients to do the evaluation? Should we sign the document or do you want signatures from previous clients?Answer. The reference should be from previous clients, signed by them, that can be verified by UNOPS.Clarification 37. Does the sub-contractor needs to be register in UNGM platform (https://www.ungm.org)?Answer. No, the subcontractor does not need to be registered but is preferedClarification 11. This must be included in the Technical Proposal.Clarification 12. How the declarations must be signed? Can it be done physically or better electronically, using the e-signature that is approved by European Commission and can be verified in European Commission website? The RFP states that you are looking for one consultant per LOT. However, the bid form states that we can offer many trainers for one lot. How will the experience of the trainers be evaluated if we offer multiple trainers?Answer. All trainers need to comply with the experience minimum requirements.Clarification 21. I'm writing to request that you kindly consider an extenion to the submission deadline for this LTA RPF, to permit the responding teams more time to collect the relevant information to best support your review, and also to give the teams more time to consider any responses you have to late arriving clarifying questions. Such responses may require respondents to adjust their proposals or pricing, and such adjustments may require internal reviews/approvals that take some time in larger organizations, so an extension would enable more prospective respondents in such situations to submit.Answer. The service provider must possess valid educational institution accreditation Please clarify "educational institiution" and "service provider". Does the former mean college or university? Does the latter mean the company delivering the training or the personnel delivering the training? In other words, we are unclear about how a college or university can "accredit" training that a company delivers. Please provide an example of "educational institution accreditation of a service provider". Thank you for your time.Answer. Please review amended documentsQuestion 2. We are currently reviewing the RFP/2025/55732 and have come across a particular requirement under section "V. MINIMUM QUALIFICATIONS - Qualifications of the Service Provider (Common for all Lots)" that we would like to seek further clarification on. We kindly seek clarification regarding the document "Section I: Instruction to Offerors," which makes multiple references to "Tender Particulars." However, we have been unable to locate a corresponding document. Could you please provide the relevant document or clarify which sections of the already published materials correspond to "Tender Particulars"? Additionally, we would appreciate your guidance on the proposal submission requirements. Specifically, could you confirm whether tenderers are required to submit a separate proposal for each lot, or if a single proposal covering all relevant lots would be acceptable?Answer.
