New clarification added: QUESTION:Under Deliverable 6 (item 23) - it states that the final report to also provides a roadmap for future initiatives in decarbonising captive power for industrial decarbonisation. Confirming if this relates to this particular Project? 1. The context might be a bit derailed from the project objective as well as with the other scope of works. 2. We believe the sentence above, might relates to the previous projects looking at the captive power mainly. Appreciate the clarification if this indeed the intended content of the report, or it's a typo in the RFP? ANSWER:Thank you for pointing this out. This was indeed a typo in the TOR (Page 13, Paragraph 23, Deliverable 6), and we will provide an updated TOR accordingly.Please be advised that the original wording included the following: "The final report also provides a roadmap for future initiatives in decarbonising captive power for industrial decarbonisation."The mentioned statement was a typo and is not part of the RFP.

We are currently reviewing the Request for Proposal (RFP) and have encountered a few points where we would appreciate further clarification:The RFP Section 1: Instructions to Offerors mention a separate document, Section 1: RFP Particulars, which we have been unable to locate. Could you kindly guide us on how to access this document?The TOR requires “comparison with ETM early retirement initiatives”. This could be interpreted in several ways, such as a comparison of the costs and benefits of enhancing coal flexibility versus costs and benefits of early retirement, or alternatively how improved flexibility can complement or facilitate early retirement. The comparisons also could be quantitative or qualitative. It is also unclear whether “ETM early retirement initiative” refers only to the Cirebon transaction, or an expanded hypothetical program that includes numerous plants for early retirement. What specifically is the nature and objective of the comparison requested in the TOR?The RFP mentions that the workshops should be “hybrid with live interpretation through Zoom or other software.” We would like to confirm the type of interpretation intended in this context. Should we plan for subtitles, or is it expected to have a live interpreter providing real-time translation?We appreciate your assistance in providing clarification on these matters and look forward to your response.Answer1. New clarification added: QuestionHi, We've seen this requirement "All project deliverables and presentations must be submitted in English and Bahasa Indonesia" in the RFP. Can we seek clarification on the following two items:1. Is the expectation for bi-lingual (English and Bahasa) apply to all deliverables, or the key deliverables only (i.e., the final report, the public-facing executive summary)?2. Is there any concern if we're to appoint 3rd party as the translator / editorial to deliver this expectation? The concern dwells within the confidentiality of the information provided in the deliverables (English version) to be shared with the 3rd party. Internally, we can work on our own NDA with the 3rd party to maintain the integrity and confidentiality of the information - but perhaps if UNOPS have its own consideration / process to facilitate this as well? Thank you!Answer1. The translation into Bahasa Indonesia applies to all deliverables.2. Using a third-party translator is acceptable, provided they are a sworn translator. To our understanding, sworn translators are bound by confidentiality and will not disclose any documents. As long as confidentiality is maintained, this should not be an issue.

New clarification added: Question:Our company intends to prepare a proposal in the highest quality corresponding to the very interesting and challenging requirements of the proposed project assignment.Therefore, we would highly appreciate, if the deadline could be extended to allow us to prepare a comprehensive and competitive offer.Answer:Due to the tight project schedule, unfortunately, the proposal submission deadline cannot be extended. We believe that the 3-week solicitation period shall give offerors sufficient time to prepare the proposals.If the extension request is raised by several bidders and a reasonable justification is given, we will reconsider it and will communicate with you at a later stage.
