To clause 1.8 - Transmission type - four-wheel driveWhat axle configuration is needed: 4x4 (single rear wheels) / 4x4 (twinned rear wheels) / 6x4 or 6x6 (single rear wheels or twinned rear wheels)?The question arose due to the necessity of using a tractor with a trawl from the same lot. And for such a heavy trawl, a 4x4 wheel formula is absolutely unacceptable due to the significant technical overload of the tractor when used with a trawl and a load weighing 70 tons.1. The requirement shall be amended to read as follows: Transmission type - 6x4 with two rear axles arrangement of twinned rear wheels (and tandem rear wheels) 2. To clause - 1.9 - Front suspension: Air-spring typeWhat type of front suspension is needed: a) mechanical (steel) suspension with leaf-springs or b) pneumatic (air) suspension with air bellows?2. The requirement shall be amended to read as follows: Front suspension: air suspension or leaf spring suspension 3. To clause – 3 – TrawlCould you please provide the picture and/or drawing of the trawl needed?3. Layout is added to the Schedule of Requirements_rev2 published via respective Amendment.4. To clause - 3.1 - Body with sides on the back or with aluminum sidesRegularly, trawls do not have any aluminum sides on the working platform. The pictures of the examples of the requested trawl will greatly help to clarify this question.4. The side aluminum plates are not a mandatory requirement for the trawl. 5. Delivery time – in case the delivery time will be more than 100 days after PO issuance, shall the bidder make its proposal or such proposals will not be considered?5. New clarification added: Dear Bidders,Please see the clarification to the questions below:LOT 1 : 1. Do the 6-seat mounts have to be approved for seat installation?1. Since the 6-seat compartment is for passengers, it has to comply with the passenger seating requirements of Ukraine transport authorities.2. Does the 6-seat crew compartment have to have ECE R-29 approval?2. The 6-seat crew compartment doesn't have to have the ECE R-29 approval. Only the driver cabin is required to have this approval.3. Is it possible to extend the deadline for the preparation of the offer to February 14?3. We really appreciate your diligence and understanding of the importance of timely submissions. New clarification added: Dear Bidders,Please see the clarification to the question below:May we propose the following specification improvements for Lot No. 1 "Emergency Repair Vehicle - 10 PCS" ?:1. Item 2 – Instead of "Compartment construction: The frame is welded, made from a steel profile, and consists of two wings: passenger, side, and transverse", we propose:"Compartment construction: The body has a frameless construction framed with a special stainless steel profile and consists of two wings: passenger, side, and transverse."(This construction is more modern. The illustration provided in the documentation depicts exactly the type of construction we are proposing.)1. Since stainless steel is within the family “steel profile”, this requirement stays as it is; to be inclusive of manufacturers that may employ materials such as GI etc.2. Item 2.1 – Instead of "Inner lining of the technological compartment: aluminum composite, moisture-resistant plywood", we propose:"Inner lining of the technological compartment: reinforced fiberglass, covered with perforated stainless steel."(This coating is more wear-resistant and allows for better sanitary treatment.)2. The requirement shall be amended to read as follows: Inner lining of the technological compartment: aluminum composite, moisture-resistant plywood, or better3. Item 2.2 – Instead of "The floor of the technological compartment: non-slip linoleum", we propose:"The floor of the technological compartment: covered with a metal plate in a cell with a thickness of no less than 3 mm."(For a technological compartment where work will be performed and equipment transported, a metal sheet is more suitable since the flooring will be constantly exposed to aggressive external factors, whereas linoleum does not have sufficient strength for this purpose.). In the passenger compartment, the floor will be covered with non-slip linoleum, as this area is used only for transporting and resting workers. Since external impact on the floor is minimal, linoleum is well-suited for the passenger compartment but not for the technical compartment.3. Is an extended warranty beyond the required minimum (2 years or 100,000 km for vehicles) considered a value-added proposal?1. The Bidder should propose a warranty according to UNOPS minimum requirements or above the requirements to be technically compliant against the criteria.2. Should bidders submit documentation proving compliance with Regulation (EU) 2018/858 at the bidding stage, or can this be provided upon contract award?2. The documentation must be provided along with the Bid.3. The 100-day delivery timeline does this include customs clearance, or should bidders assume additional time for clearance?3. 100-day delivery includes time for customs issues. 4. "It says "Incoterms 2020, DAP customs cleared, Mykolaiv, Ukraine"... if customs must be cleared terms should be DDP? Under DAP terms the buyer is responsible for unloading the goods and must handle import customs clearance, duties, and taxes. Please confirm this.4. The procurement of the vehicles is performed in the framework of International Technical Assistance. Therefore, there are no extra duties, taxes etc. The registration card of the International Technical Assistance project and relevant Procurement Plan will be provided to the awarded company upon request. For emergency procurement, will the used but very good conditions vehicles be acceptable? the warranty same as new one. we have some good conditions usded loaders and vehicles from China that can be shipped very soon, and price is much competitive. If so, please indicate how to bid!1. The proposed vehicles must be new.2. For emergency repair vehicles, if the vehicle chassis make already have the offical after-sale provider in Ukraine, shall we still need to provide a authorized service provider?2. If the official after-sales provider is present in Ukraine, the supplier may not be required to nominate another service provider, however, the supplier is required to provide the contact details of such official after-sales service provider as well as provide confirmation from the said service provider that it will and can provide the said services3. Is it possible to have advanced payment? or in case of installment delivery, can payment also be made accordingly? not pay untill whole delivery finished?3. Would it be acceptable to propose a repair vehicle with a construction fully built on the vehicle frame, rather than using a sandwich structure as suggested in the provided vehicle layouts? Hence no.2. Could you please clarify point 3.4.1 regarding the Electric heating hose - 2 sets?Hose for electric heating with remote control (5x1 mm²) ± 5%, length 20 m ± 5%, with connection sockets to the generator.Could you elaborate on the intended function of these cables and the type of heating they provide? If available, we would greatly appreciate any reference images of similar equipment.2. Could you please confirm whether offering these models with a 3.6L engine is acceptable, or if the 4.0L engine volume is a strict requirement for evaluation.- It is a strict requirement to have a minimum 4L diesel engine according to requirement 1.1 of Lot 2. LOT 3:- Would it be acceptable to offer an EURO 3 emission Telehandler (Telescopic Loader), considering that it is classified as construction equipment and does not violate Ukraine's emission standards?- It is a strict requirement to have an emission standard min EURO 5 to requirement 1.12 of Lot 3.- Could you clarify the meaning of point 1.5 – "Length to fork back"? Does this refer to the length of the loader’s forks, or is it another specific measurement?- No it doesn't, it refers to the length from the end of the machine up to the backface of the fork.General questions:- Is it possible to quote vehicles with Euro 3 engines?
