Could 1 x 30kW supply and install instead of 2 x 15kW?, Confirm with the AC Cable using PVC/SWA//PVC 1 x 4C x 25mm2 minimum underground cable. Shall any chance of PVC/PVC Orange Circular in Orange Heavy Duty Conduit instead SWAAnswer: A: . Bidders are required to stick to minimum specifications, as the requirements are based on specific designs considerationsBidders are expected to adhere to the cable requirementsQuestion: B. New clarification added: Question: Regarding the requirement for audited financial statements, as per the guidelines from the Internal Revenue Commission (IRC) and the Investment Promotion Authority (IPA), our company, being a small, nationally owned business, is not required to have audited financial statements. Given these guidelines, we are seeking your advice on how we can meet UNOPS's requirements considering our company's size and regulatory obligations. Additionally, we would like to inform you that we currently do not qualify for a line of credit as we do not yet have a property here in PNG, as one of the major requirements from our domicile bank. This further impacts our ability to meet some of the financial requirements outlined.Answer:The requirements for this tender are specific and apply uniformly to all intending bidders, regardless of size.Question: We are writing to further seek clarification on whether it is acceptable for our financial statements to be audited by an independent auditor outside the country.As a small, nationally owned company, we sometimes face challenges in finding local auditors who meet all the necessary requirements. Furthermore, independent auditors here are significantly more expensive. Engaging an independent auditor from outside the country could help us fulfill the auditing requirements more effectively and economically.Answer: As per the requirements, the financial statements must be audited by licensed and independent / external auditors. Whereas there is no restriction on the country of the external auditor, UNOPS may independently verify the authenticity of the audit report, as well as the license status of the external auditors. Question: Could you please confirm if it is acceptable to propose a hybrid system as an alternative to an AC-coupled system?Answer: Kindly follow the specifications as stated in the Schedule of Requirements. Note that each requirement is evaluated on a pass/fail basis, and any material deviation may lead to disqualification. Question: To whom should the bank letter be addressed? And what should be the contents of the letter?Answer: The bank letter can be addressed to UNOPS. The content, style and wording of the letter is up to the bank or financial institution, as what matters is the confirmation of access to financial facility to meet the cashflow requirements for the contract.Question: Should the headers marked as “Not Used” be interpreted as “Do Not Use”?Answer: That is correct.Question: Could you please confirm if it is acceptable to offer solar panels with higher wattage while maintaining the equivalent total capacity, as 450W panels are largely out of production?Answer: The specifications stated in the requirements are “Minimum Specifications”, which implies that bidders can propose higher or better specifications. It should be noted, however, that all bids will be evaluated against the minimum specifications.

New clarification added: Question: The tender presently is closing on 26th November 2024. Looking into the amount of work involved in compiling information and preparing the bid to be technically compliant we need more time. We kindly request you to extend the bid submission date by at least 10 days so that we can submit a good and responsive bid. Otherwise it will be an uphill task to submit the bid within the time available.Answer: The deadline for submission of bids has been extended from 26th November 2024 to 2nd December 2024. Due to time constraints, the deadline cannot be extended beyond 2nd December 2024.Question: Concerning Financial Capability, some small nationally owned company may not comply on the annual turn over with minimum USD300,000 in any one of the last 3 years as per your Qualification Criteria. Some of the comapnies have delivered various government projects on small construction works. Is there any available consideration/suggestion for a small company that cannot meet the minimum turnover requirement?Answer: Due to the complexity of the project and the potential risks involved, the minimum turnover requirement cannot be changed. Small companies may have the option to submit bids as joint ventures.
