Description

The World Health Organization (WHO) invites vendors to submit an Expression of Interest (EOI) for the development and implementation of the Integrated Information System for the Measurement and Evaluation of Quality (IISMEQ), which address the following objectives:

  1. To establish an Integrated Information System (IIS), in English and Greek, for measuring and evaluating healthcare quality and services across all levels of healthcare in Greece, ensuring data-driven decision-making to support improvements in service delivery and healthcare outcomes.
  2. To ensure and implement interoperabilities with existing health information systems in Greece, which are being managed by the Ministry of Health (BI-Health) and by other public bodies, including the e-Government Center for Social Security Services (IDIKA S.A.), the Agency for Quality Assurance in Health (AQAH S.A.), the National Organization for Health Care Services (EOPYY), and the Greek DRG Institute (KETEKNY). The integration must facilitate secure data exchange, with an emphasis on gradual alignment with national healthcare policies and the ability to combine data from various sources to measure and evaluate Health Quality Indicators (HQIs).
  3. To develop and integrate a Human Resources Information System (HRIS) as a subsystem of IISMEQ for Greece, providing comprehensive, accurate, and real-time data on all health professionals working within the Greek national health system. The HRIS must enable effective workforce planning and be customized to fully comply with Greek laws and regulatory requirements, as well as local workforce management specifics, ensuring the secure handling of personal and employment data.
  4. To provide real-time data analysis and visualization tools for improving healthcare services in Greece, focusing on the integration of health quality indicators and quality metrics.
  5. To develop secure, user-friendly web and mobile software applications for data collection, management, and reporting across the healthcare system in Greece. IISMEQ must ensure a unified graphical user interface (GUI) across all subsystems, including HRIS.
  6. Work registrations in Greece or other EU countries are preferred (but not mandatory). Bidders are required to submit such work registration along with the EOI.

WHO intends to invite selected vendors to participate in a formal solicitation, via a Request for Proposals (RFP), at a later stage, for the above requirements.  Complete details of the requirements will be included in the solicitation documents.
