New clarification added: Question 1:One of the deliverables mentioned in Objective 2 is "designing and developing a cloud-based website" - Can you please confirm whether you require a public web site with the features and functions of the system or the Cloud based Web site refers to the payment application.Answer:Cloud based website refers to the payment application.Question 2:RFP requires to host this solution on cloud - Should this proposal include the Cloud hosting Costs / Maintenance and update costs for the Cloud resources. If yes, for how long ?Answer:Cloud hosting costs should be included in the proposal if it is required to design and set up the system for the pilot. Maintenance post-pilot is outisde of the scope of this project and therefore is not required for the proposal, however it can be discussed by the consultant and the national government at the consultant's discretion during initial consultation or pilot phase. Arrangements for maintenance work will be between the national government and consultant, given that it is outside of the scope of the pilot.Question 3:The RFP requests to conduct regular VAPT. Can we know the expected frequency and duration ? E.g. Once a Month for 1 Year.Answer:UNOPS does not include a regular VAPT on the Terms of Reference. What we have included is a quality assurance plan that includes risk assessment and mitigation plans.Best regards,

New clarification added: 1. Question:90 days project timeframe. Has the Palau government indicated commitment to these dates? It seems likely it will be disrupted. Also business shuts down in Christmas so the activities are likely to be impacted.Answer:Yes, the government committed to 90 days understanding that business may be impacted due to the holidays. The government is closed on thanksgiving day, family day, christmas, and new years but other than that it's open. Disruptions will only take place if particular staff involved have days off. And even knowthing this, 90 days was what they committed to. This 90day timeline also reflects the timeline of the joint project which ends in February 2025.2. Question:Travel in the project cost. Does the vendor need to provide their team costs for travel (flights & accommodation) in the proposal or can these be organised separate to the proposal, if successful?Answer:The bidder needs to put all indicative costs as per TOR, inclusive all travel (flights & accomodation) required. Bidder needs to submitt it along with bidder's financial proposal. Bidder's proposal will be a ceiling amount and its travel costs is on a reimbursable basic based on actual expenseHope this clarifies.
