Dear Sir/Madam,
The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit A Quotation for the Provision of Vehicle rental services for UNOPS Afghanistan. in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Quotation (RFQ).
If you are interested in submitting a quotation in response to this RFQ, please prepare your quotation in accordance with the requirements and process as set out in this RFQ and submit it to UNOPS by the deadline for quotation submission set out in the Section I: RFQ Particulars.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New clarification added: Dear bidders,Kindly take a note of the questions raised and UNOPS reponses:Question (6):As I understand you need this 8 Vehicles inside of Kabul City kindly confirm?Response (6):Kindly refer to Response No.2 for the project locations.Question (7):Noting that the requirement has been changed to Ministry of Transport registration such registration is issued for a particular classification transportation mood, once you approach the Ministry of Transportation they are asking whether we would like to have a business registration for buses, Trucks or Taxi it is not like that under they will issue a transportation registration for companies who are putting the private plate registration on rent to the organizations, In the meantime, the Ministry Of Commerce is issuing or adding the rental services for companies is this acceptable. We have been following the process with the Ministry of Transport and the Ministry of Commerce the Maktoob that has been issued will be considered as a disregard for most Government Agencies. Hence considering the current situation it is requested that the tender documents be also amended for the companies who are rental car services providers or have these services as part of their mandates in their business plans and pay the government for this portion a separate fee. Please Clarify. Once the clarification is provided the extend the deadline for a number of days as we need to submit a proper quotation.Response (7):The requirement under the qualification criteria has been reverted to requiring a valid business license to operate in Afghanistan. The tender deadline has been extended until October 6, 2024.Question (8):As your request you need 8 4Runner vehicles for 28 provinces so kindly clarify which province is the base for all vehicles? you did not mention the base province for all vehicles.Response (8):The vehicles will not have specific locations to be based and will be required to provide services according to the project locations outlined in Paragraph 5 of the schedule of requirements.Question (9):If the base province is not clear, your procedure is like you will request a vehicle for one of 28 mentioned provinces?Response (9):Vehicles shall be available to operate at all locations listed in Annex 1 of the schedule of requirements.Question(10):For example, will vehicles for Badakhshan province travel to other near or far provinces?Response (10):Yes, vehicles shall be able to render services both within the provinces and across the different provinces listed in Annex 1 of the schedule of requirements.Thank you,UNOPS

New amendment added #2: Dear Bidder,Please note the following changes to this tender:The qualification requirement for registration is revised and changed back to having valid business license to operate in Afghanistan.The tender period has been extended from October 2 to 06 Oct 2024. New clarification added: Dear bidders,Kindly take a note of the questions raised and UNOPS reponses:Quotesions (1):As per the official letter (Maktoob) No. 2400 from the Authorities (MoEc) and in correspondence with article (19) of the plan for issuing permits and regulating the road activities from the Ministry of Transport, logistics, construction, commercial, and transit companies are not allowed to sign contracts for transportation of staff. As such, this RFQ is only for those companies who hold the rightful title (Transportation) in their licenses. Bids are for those suppliers who have business licenses in the fields of logistics, construction, commercial, transit, etc. (except transportation) companies.Response (1):The qualification criteria for this RFQ have now been changed so that only bidders with valid registration from the Ministry of Transport are allowed to bid for this opportunity.Question (2):Could you kindly confirm which provinces the vehicles will be based in for the project and whether they will need to move between provinces or remain stationed in specific locations? Response (2):Please refer to section II: schedule of requirements, para 5 (project locations) which provides details of the project locations and requests for the flexibility of the service provider to allow vehicles to travel beyond the project locations.Question (3):Please let me know the Duration of 4Runner Vehicles by rent. just want to know the Duration of months in the contract and for how long unops need Vehicles Respnse (3):Please refer to section II: schedule of requirements, para I (background for requesting the services). The intended start date is 1 October 2024 and the initial contract will run until 31 December 2024, with the possibility of extension subject to Project requirements and the contractor’s good performance.Question (4):As mentioned the vehicles will be used for VCEP Project Locations, Could you clarify the VCEP Project location and the Provinces?Response (4):Please refer to response No.2 which provides information about the project locations.Question (5):1: Is this quotation Daily or Monthly?2: Are these vehicles used for vice versa like Kabul to Badakhshan and Back from Badakhshan to Kabul or this is just on way?3 Are all vehicles based will be in Kabul and from Kabul will travel to other provinces?Response (5):As per form C: price schedule form, the requested rate is monthly. New amendment added #1: Dear bidders,Kindly take a note of the changed made to this tender:The registration requirement in the qualification criteria has been updated from any registration in Afghanistan to a valid license specifically from the Ministry of Transport. Only companies with a valid license from the Ministry of Transport are now eligible to submit offers for this tender.The bid submission deadline has been extended from 30 September to 2 October 2024, and the deadline for clarifications to 30 September 2024.Thank you,UNOPS
