The purpose of this assignment is to undertake a Cost of Inaction Analysis for Foundational Learning in Ghana based on the Heckman Curve Hypothesis.

Objectives, Purpose & Expected Results

Objective

The objective of this assignment is to undertake a Cost-Benefit Analysis (CBA) of investing in Foundational Learning to prove a case to support and/or advocate for adequate funding and financing of Foundational Learning.

 

Purpose

The purpose of this assignment is to generate evidence by undertaking a study on the Cost of Inaction for investing in Foundational Learning in Ghana. The evidence generated will be used to engage government partners and other major stakeholders including IFIs like the World Bank, IMF, AfDB and other development Partners as well as CSOs and the private sector.

This assignment is also to provide empirical evidence that there is long-term benefit for investing in early childhood learning compared to the latter stages of learning as proven by the Heckman’s Curve Hypothesis. This assignment will therefore use real country data from Ghana to prove the existence of the Heckman’s Curve in Ghana
