Description of the Assignment:  


The United Nations Office on Drugs and Crime (UNODC) is a global leader in its mandate to combat transnational organized crime, corruption, and terrorism, as well as to strengthen crime prevention and develop effective criminal justice systems. It provides specialized assistance to Governments for addressing the legal, criminal justice and rule of law aspects of drugs and health, criminal justice, anti-corruption, and counterterrorism. It operates in all regions of the world through an extensive network of field offices. 


The UNODC Programme Office in the Philippines seeks to recruit a consultant who will support the implementation of activities in the Philippines related to criminal justice data, assessment tools and classification of persons deprived of liberty (PDL) as well as management of custodial and non-custodial measures. These activities will support the Philippine correctional agencies like the Probation and Parole Administration (PPA), Board of Pardons and Parole (BOPP), Bureau of Jail Management and Penology (BJMP), Bureau of Corrections (BuCor) and provincial detention units, and work towards effectively guiding individuals towards successful reintegration into society. The consultant will be responsible for producing knowledge products such as analytical reports. Additionally, they will conduct capacity-building activities to enhance the skills and capabilities of relevant stakeholders in a human rights-based approach.
