BACKGROUND AND OBJECTIVES:
UNICEF Country Office in Juba is currently served by a water yard equipped with submersible pump driven by generator. This water point is in Totto Chan compound and UNICEF has limited access to the water sources. The UNICEF residences in Juba, called Classique and Naivasha are being served by two reverse Osmosis (RO) plants. These plants have no water sources and are fed through water trucking from commercial water tankers. The tanker water is received into the ground raw water tanks then treated by the RO plant. Issues cited with these systems are mainly: lack of routine maintenance of the RO plants and water pipelines, limited capacities of the raw water tanks and no routine monitoring of the water quality at points of production, storage, and use. An assessment conducted in February 2024 also highlighted that repair of the floors of RO plant houses, and improvement of the raw water tank capacities required.
UNICEF Country office also has a wastewater plant (aerobic) located in its premises. The plant occasionally breakdown and require to me maintained to restore its functionality. The major issues are often related to malfunctioning of aerator, low oxygen level in the system, high bacteria level in the system, malfunction of power control board, amongst others.
It has been noted that all these issues have impacted on the efficiency of the water and wastewater systems and resulted in disruption of water supply to the users and sanitation services rendered to staff.
UNICEF therefore seeks to establish Long-Term Arrangements (LTAs) with service providers to undertake routine operation and maintenance of these water supply and wastewater systems as required in this Terms of Reference. The main purpose of the project is to improve the daily efficiency of the RO plants and water supply and wastewater systems in general ensuring continuity in WASH services delivery to UNICEF staff in the office and residence.
The LTAs will be for twenty-four (24) months, with the possibility to extend for a further twelve (12) months based on satisfactory performance.
