PROVISION OF INFORMATION, SERVICES, AND PEER NETWORKING FOR MIGRANT DOMESTIC WORKERS IN THAILAND
The ILO invites competent and experienced civil society organizations – including non-governmental organizations (NGOs), community-based organizations, faith-based organizations – to submit applications to receive technical assistance and financial support for providing information, services and peer networking for migrant domestic workers and mapping of Cambodian domestic workers in Thailand.

- What is this call for proposals about?
The ILO has been supporting partners in Thailand to provide women and men migrant workers as well as their families with information and trainings on various topics, including labour rights and entitlements, relevant support services, occupational safety and health, violence and harassment, and women and children’s rights. These activities have carried out in Bangkok and its vicinity as well as outreach activities to other provinces with high numbers of migrant population.
The ILO offers technical and financial support to NGOs, community-based organizations, and faith-based organizations for 1) mapping Cambodian domestic workers in Thailand and 2) the direct provision of information and support services to migrant domestic workers in Bangkok and other areas in Thailand. Partnerships between emerging migrant community-based organizations and more established trade unions, and/or NGOs are particularly encouraged.
Technical and financial assistance to successful proposals will be provided through the ILO’s Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia (PROTECT) project, supported by the European Union. The overall objective of the PROTECT project is to protect the rights of women migrant workers and migrant children in Southeast Asia. The project’s specific objectives are to strengthen national legislation, policies and regional framework for the protection of migrant workers, children and other vulnerable groups in line with international standards; to improve national and regional prevention and protection mechanisms to reduce rights’ violations against migrant women, children and other vulnerable groups, including victims of trafficking and smuggled migrants and; to increase the access of at-risk groups, women migrant workers and children to information, social and legal services, counselling and association to prevent abuse, exploitation, harassment, violence, and trafficking in human beings by engaging with project partners to provide relevant information and deliver trainings, capacity building for migrant workers, especially those in construction sector and domestic work.
- What types of activities may be proposed?
Proposed activities:
- Should directly benefit migrant domestic workers working in Bangkok and other areas of Thailand. Proposals may be tailored to target specific migrant communities, geographic locations and/or sectors. Following the principle of leave no one behind, keeping in mind specific vulnerabilities of groups of migrant workers in the domestic work sector, target beneficiaries may also include irregular women migrant workers. Interventions must take a gender-responsive and adopt a women’s empowerment approach.
Proposed activities may include:
- Mapping of existing networks of Cambodian domestic workers in Thailand and assessment of the needs of Cambodian domestic workers
- Training and awareness raising for migrant domestic workers and employers in Bangkok and other areas of Thailand on Thailand’s Ministerial Regulation 15 on domestic workers
- Capacity building and support on peer networking for Cambodian domestic workers in Bangkok and other areas of Thailand
As part of the implementation of service provision activities for women migrant workers, organizations may also propose interventions that will improve their own capacities, knowledge and skills to provide information and trainings for migrant workers.
Proposed activities may be implemented for a period of 18 months.
- Who is eligible to apply?
Civil society organizations including NGOs, community-based organizations and faith- based organizations providing direct services to women migrant workers in the domestic work sector in Thailand are all eligible to submit a proposal.
Eligible applicants must:
- Be a registered organization
- Have a bank account in the name of the organization
- Have financial management skills and systems in place
Unregistered community-based organizations may wish to apply in partnership with registered and experienced NGOs.
- What kind of support does the PROTECT project offer?
The ILO will deliver two types of support to successful applicants:
- Technical assistance may include provision of technical inputs in line with International Labour Standards, and training on case management and documentation, safe migration, labour rights, violence and harassment in the world of work, occupational safety and health, report writing, financial reporting needs, or any other identified capacity building needs, as agreed with and relevant to the results to be achieved by the implementing partner.
- Financial support for the implementation of proposed intervention for a maximum of 24 months
A continuation of the collaboration may be available to organizations with satisfactory performance, pending resource availability.
- How to prepare a proposal
Applicants must prepare SEPARATE narrative and budget proposals. DO NOT include any budget details in the narrative proposal.
The Narrative Proposal should include:
- Brief description of the organization(s) implementing the proposal.
- Justification for planned activities (What issues do you plan to address?)
- Description of activities (What you plan to do? What results do you aim to achieve?)
- Description of beneficiaries (Who will benefit and how?)
- Description and justification of target locations (Where? Why these locations are chosen?)
- Work plan (Time frame of proposed activities)
- Description of roles and responsibilities of organizations and staff involved in the work, including division of the work between partners, if applicable.
The Budget Proposal should:
- Align with the Outcome / Output / Activity plans as structured and outlined in the Narrative Proposal and include detailed line-item budget (How much does each activity cost?)
- Include personnel/organisational costs (how many personnel will be involved? Salary costs (and percentage) for each staff?)
Applicants are requested to prepare their proposal on the NARRATIVE AND BUDGET PROPOSAL TEMPLATES provided by the ILO (attached).
- Selection criteria and review process
Priority will be given to proposals that demonstrate the following characteristics:
- Quality and coherence of the proposal (25%): A good proposal sets clear objectives, provides detailed outputs and activities, and defines a realistic work plan and budget with concrete steps to achieving the expected results.
- Capacity and potential of implementing organization(s) (25%): Proposals should demonstrate the implementing organizations’ ability to reach the intended target beneficiaries, successfully conduct activities, and manage the project in a professional manner.
- Strategic match (20%): Strategic interventions proposed by applicants should address critical gaps in knowledge and protection of migrant workers in Thailand, as well as use rights-based and gender-responsive approaches.
- Value for money (30%): Budget proposals will be evaluated based on the most advantageous combination of cost-effective operations, quality services, and sustainability to meet requirements.
Proposals will be reviewed by PROTECT team and relevant ILO technical specialists. Shortlisted organizations may be asked to provide additional information or details during the review process. The decision of the selection committee will be announced by 6 September 2024
- Where and how to submit a proposal
Applicants are requested to submit narrative and budget proposals in TWO SEPARATE EMAILS. Proposals that have the narrative and budget proposals sent together in one email will not be considered. There should be no mention of the budget in the narrative proposal.

Organizational policy on disability inclusion, recruiting people with disabilities, accessible premises, disability-inclusive supply chains, and manufacturing accessible products.
The tender incorporates contract conditions/ KPIs that stipulate the verification of suppliers' environmental and social claims through “spot checks” and audit provisions.
