The United Nations Children’s Fund UNICEF in Afghanistan procures multiple goods and services to meet the needs of children and their mothers. The supply throughput of UNICEF Afghanistan CO has reached $228.82 M in 2023 which includes contracting for institutional services at $88.78M and locally procured goods at $27M.

It is critical that these supplies/services are procured from qualified local vendors, manufacturers, and firms. UNICEF keeps a database of its vendors that can be consulted at any time a tendering process is undertaken. Based on market evolutions, renewed market assessment is normally undertaken to maintain an up-to-date supplier database. In this regard, UNICEF Afghanistan Country Office with the facilitation of its Consultant Dynamic Vision (DV) plans to carry out a local market survey to identify suppliers of goods and services from whom UNICEF will obtain bids through a competitive selection process in future procurements.

The exercise will produce a database of Pre-Qualified, and reliable vendors/suppliers registered in Afghanistan for specific commodities and services (Market Survey will focus in the areas specified in the list in Annex 1) as the main outcome, and will also contribute to the process of developing procurement strategies (e.g. local, regional, international) and methods (e.g. LTAs, joint UN LTAs, outsourcing). The potential vendors/suppliers should be both technically and financially capable and where relevant have production facilities, including well established quality control system. The exercise will help identify new vendors and update the registration details of existing vendors with the United Nations Global Marketplace (UNGM).

ELIGIBILITY REQUIREMENTS:

• This REOI is open to all entities and companies registered and having a valid license to operate in Afghanistan.
• To become eligible the entities shall demonstrate to have: Active business experience in providing services as contractors for 3 years and successfully completed at least 3 (three) in services of a nature and complexity comparable to the services required above.
• Companies are required to furnish Audited Balance Sheets for the last three financial years.

THE PROCEDURE AND DEADLINE TO SUBMIT THE EOI:

• To be considered for inclusion in the UNICEF Afghanistan Country Office local suppliers database, interested companies, businesses, vendors, suppliers, manufacturers, and service providers must adhere to the following guidelines:
  • Complete the UNICEF Market Survey Form: Ensure all information provided is accurate and up to date. Attention to detail is crucial. Access the form via the link provided in this advertisement and documents.

• Submit Required Supporting Documents: Include all necessary supporting documents as outlined in the form.

• Submission Deadline: 15 August 2024
• Submissions received late may be rejected.

PLEASE NOTE FOLLOWING POINTS:

• This Request for Expression of Interest (REOI) is not a solicitation for bids or proposals. At this stage, we are only seeking your Expression of Interest to be included in the UNICEF Afghanistan local vendors database for future tenders.
• A response to this Request for Expression of Interest does not automatically ensure that you will be selected to participate in the tender.
• UNICEF reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final tender document or to reject any/all EOI’s without assigning any reasons whatsoever.
• Existing UNICEF Afghanistan Suppliers who have participated in UNICEF invitation to bids in the past are also requested to renew their expression of interest & participate in this process.
