Comprehensive Analysis of Social and Behavior Change (SBC) Landscape and Capacity in the Philippines
UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Comprehensive Analysis of Social and Behavior Change (SBC) Landscape and Capacity in the Philippines. Through this engagement, UNICEF aims to: 1. Map the current landscape of SBC programs and initiatives across various sectors in the Philippines, including the Bangsamoro Autonomous Region in Muslim Mindanao, both in the government and non-government institutions, with a deep-dive on immunization, and based on the following: - Areas of programming and interventions. Development programmes or projects that identify SBC as a key strategy/component, type of interventions implemented, application of behavioural insights and human centered-design - Communication and engagement platforms. Platforms used to communicate and engage with various key stakeholders, including social media, mass media, community-based, facility-based - Monitoring and evaluation. Information and data systems, or methods of collecting social and behavioural data; indicators used to measure progress and results - Staffing and structure. Number of personnel working on SBC, structure (if unit), type/nature of employment, - Funding. Sources of funding, donor agencies, SBC budget allocation vs overall programme budget - Partnerships. Partner institutions, organizations, and/or agencies supporting SBC; areas of partnership - Capacity development. Access to training opportunities on SBC programming, type of training completed, capacity gaps, SBC capacity development programs - SBC skills. Evidence generation and use, strategic planning, development of M&E framework, community engagement, advocacy, social mobilization; emergency response including rapid assessment - Strengths, capacity gaps, and issues and challenges, both technical and operational (including recruitment of SBC staff and consultants), development and emergency contexts 2. Review examples of existing SBC interventions per sector including immunization and other public health programs i.e. Family Planning, HIV/AIDs, etc. (Health and Nutrition, Education, Child Protection, Climate, Environment and Resilience, Child Sensitive Public Policy), analyze, and document best practices, issues, challenges, and lessons learned in the implementation of these interventions. 3. Map existing relevant degree and non-degree courses offered by public and private academic institutions and identify gaps as well as opportunities to strengthen academic instruction and pre- service workforce; and explore the possibility of partnerships for in-service workforce. 4. Map relevant networks, groups, communities of practice, and platforms supporting research, exchange, and sharing of knowledge and experiences related to SBC theory and practice; and opportunities to promote SBC research, learning, and collaboration across the country. 5. Develop strategic and actionable recommendations to strengthen SBC systems and capacity in the Philippines including immunization and other health programmes. Notes: 1. The above objectives apply to both SBC in development and humanitarian contexts. 2. Qualitative methods are preferred, including conducting desk reviews, KIIs, FGDs. 3.
