INTRODUCTION

ESTIDAMA++Fund-extension of coverage and formalization is a multi-donor fund, including contributions from the Kingdom of the Netherlands, Norway and the United Kingdom, aims to extend social security coverage to groups of vulnerable workers through a subsidized contribution model. The fund provides contribution subsidies and addresses incentive gaps for vulnerable informal workers, including refugees.

 

ASSIGNMENT OBJECTIVES

 

This assignment will support more comprehensive protection systems, through improved communication, and photography among Social Security current and potential members. It builds on work done between the ILO and the Social Security Corporation’s Media Centre and other Departments to enhance and strengthen interactive communications with existing and potential SSC target audience.

 

The overall objective of the assignment is to support the engagement with vulnerable workers and their employers through increasing project visibility and effectively reach stakeholders with results and information on the project achievements. This assignment will support the strategic communication of the project and coordination among ILO, SSC, and target audience to showcase the project impact on the ground.

 

SCOPE OF WORK

The assignment will provide photography services for various project events and communications. Specifically, the photographer will provide digital photographs for the production of human-interest stories, press releases, social media, ILO publications, and website content and a variety of platforms in the dissemination of photographs.

The role demands flexibility, technical expertise, and creativity to ensure all visual materials meet the organization's standards.

The expected responsibilities will include:

  1. Event and Field Visit Coverage:
  • Provide comprehensive photographic coverage during events, field visits, and human-interest stories, ensuring all key moments and activities are captured.
  • Respond promptly to notifications from the ILO, which will inform the photographer of event dates and requirements one to two days in advance.
  • Ensure a diverse range of photographs, including wide shots, medium shots, and close-ups, to convey the event.
  • Provide an edited selection of at least10 photographs that include all key moments from each event. All photos must be labelled appropriately and be accompanied by appropriate captions that include the date, location description of what the photograph depicts, event or context of the photo, and names of people appearing in the photograph at the end of each workday.
  • Submit a selection of the best 30 photographs, edited and optimized in high resolution within three working days post-event. All photos must be labelled appropriately and accompanied by appropriate captions that include the date, location description of what the photograph depicts, event or context of the photo, and if appropriate the names and titles of people appearing in the photograph.

 

  1. Equipment and Software:
  • The photographer must have their own equipment as well as photo-related editing software.

 

  1. Photo Selection and Quality:
  • Ensure all images meet high standards of resolution, clarity, composition, and colour balance, suitable for publication in ILO’s official publications and online platforms.
  • Selection of the photos will also be based on the ILO guidelines for visual content.

 

  1. Work locations:
  • The photographer will work in diverse environments, including indoor event spaces, outdoor field locations in Amman and other governorates.

 

TIME FRAME/DURATION

The contract is expected to span over 9 months duration starting 15 July 2024 to 14 May 2025.

DELIVERABLES

 

The table below outlines the deliverable method linked with the completion of each activity. Completion of each activity (taking photos for events, meetings, workshops as requested by ILO) in accordance with the requirements stated under Section IV Tasks will be considered a deliverable, subject to approval by the project manager and satisfaction of the ILO. Additionally, each approved deliverable shall align with the submission of an invoice and actual services delivered, in accordance with the daily rate provided by the contractor.

PAYMENT SCHEDULE

This consultancy comprises of 15 working days, and payments will be issued upon the submission of the deliverable(s) to the satisfaction of the ILO and the corresponding supplier invoice/s and related documents.

REQUIRMENTS

The consultant demonstrated the following qualifications and competencies:

  1. A bachelor’s degree in communications or any related field.
  2. At least 10 years of experience working in the field of photography. Experience in videography is an asset.
  3. Experience working with international agencies, media, or related journalism experience in covering social, humanitarian and development topics.
  4. Ability to perform high-quality photo editing and retouching to enhance images.
  5. Proficiency in English and Arabic.
  6. Knowledge of ethical standards in reporting on issues related to vulnerable people, women and children is an asset.
  7. Excellent attention to details.
  8. Ability to work efficiently and meet tight deadlines, especially in delivering timely and post-event photo selections.
  9. National candidates or based in Jordan for the duration of the consultancy.

* The ILO will seek to provide transportation for the field visits outside Amman, subject to the location and the ILO vehicles schedule. In case the ILO is unable to provide transportation, the consultant is expected to arrange for their transportation. Please include a separate budget line as a lump sum for transportation of JOD 200 in your financial offer. Please note that this lump sum amount will only be used when ILO is unable to provide transportation services. The reimbursement amount will be determined based on the governorate's location and will follow the UN transportation rate.
