New clarification added: Dear Sir/Madam,With reference to the RFP Services for the provision of consulting for resourcing UNOPS capabilities for outcome-based planning and reporting (RFP/2024/52316), we would be grateful if you could clarify the following points:Question 1 : Has the expected reporting model (including the necessary information and structure) for measuring the project's impact and contributions to the agreed goals and strategy already been defined, or is it part of this assignment to review and define it ?Unops Answer : It is assumed that the question refers to projects’ (plural) and not project’s” (singular) since that appears to be the most relevant perspective. At any given point in time, UNOPS implements around 1,000 projects for partners. Within the scope of this assignment is defining cost-effective ways of measuring and managing for outcomes and impact in various categories of UNOPS projects, with due consideration to the UNOPS implementation mandate and demand-driven operating model.The figure enclosed in the prebid meeting presentation illustrates the envisioned steps for articulating the required organizational capabilities and resourcing them.As reflected in the illustration, the approaches will inform and drive the required institutional arrangements, capabilities, resourcing and cost recovery.The reporting model (including the necessary information and structure) is considered part of those approaches. Since the ultimate outcome of the assignment is options for resourcing organizational capability, the approaches and other components of organizational capability need to be articulated with sufficient granularity to allow for presentation of well-considered options for resourcing. Some initial steps have been taken to further understand and develop the required approaches. It is part of this assignment to review and refine those approaches, as required. The way the question is posed, it appears as if UNOPS (at global level?) would want to measure its “contributions to the agreed goals and strategy already been defined”. This requires clarification.In the UNOPS external result framework, the impact level shall respect the UNOPS General Assembly mandate, which is for implementation of global normative policies and programmes established by others for realization of United Nations objectives. Thus, the UNOPS results framework shall not include universally applicable programmatic indicators or targets for the organization at global, regional or country levels.Notwithstanding, the framework shall set out the means envisaged for providing accounts for realization of ambitions for impact. This may include ex post assessment of contributions against relevant global indicators. The development of means (approaches) for providing such accounts is part of the scope of this consultancy. To conclude, as reflected in paragraph 4. of the Schedule of requirements, UNOPS is looking for ways of measuring and managing for outcomes and impact that are appropriate for the UNOPS demand-driven service model. We assume that the report from this assignment will present high-level principles that will guide UNOPS own articulation of (mandatory) requirements and/or (optional) guidelines for various categories of projects and programmes. The various approaches are likely to be similar to the planning, monitoring, evaluation and reporting models typically applied in the development sector, but adapted to UNOPS requirements. Question 2 : To assess the reporting requirements of your project portfolio, what is the number of projects and categories we are expected to analyze?Unops Answer :The purpose of the analysis is to identify relevant categories of projects and describe the characteristics of the categories that emerge in a way that can inform the articulation of approaches for results-focused design, monitoring and reporting that are relevant/required for the various categories of UNOPS projects and programmes.The report shall address the composition of the UNOPS global portfolio of projects and programmes along relevant dimensions. Those dimensions may include: Principal and agent rolesPrincipal role means that UNOPS is accountable for results Agent role means UNOPS is not accountable for resultsUNOPS five service linesproject management, infrastructure, procurement, human resources and financial managementDevelopment sectors and/ or global goals (currently the 17 SDGs)The dataset for 2023 for UNOPS 1000 ongoing projects, including their outputs, sectors and contributions to the Sustainable Development Goals, is quality assured and available in a database ready for analysis. UNOPS personnel familiar with the data are available to brief you and, within reason, support the performance of the analysis.For an illustration of the kinds of data available in the database, please refer to the 2023 Portfolio analysis presented to the Executive Board as part of the 2023 report on implementation of the UNOPS strategic plan, 2022-2025. Question 3 :How many key stakeholders will be involved in the interviews to gather requirements and expectations?Unops Answer :The number of interviews will depend on what is necessary to identify the relevant internal and external expectations and requirements. The categories of stakeholders and number of interviews required for each will be agreed during the inception face. A preliminary estimate could be that the following number of interviews may be required: Main partners (funding sources): 3 - 5Some clients (governments in host countries) and/or members of the Executive Board: 2-3Agencies, funds and programmes in the UN Development System: 3 - 5UNOPS management at all levels: 3 - 5Project personnel: 10 Other key stakeholders: TBDQuestion 4 : Is our understanding correct that on-site activities will be in Denmark and limited to the final presentation to the UNOPS management? Is there any other activity you require to be performed on-site?Unops Answer :Please plan for a two-day kick-off meeting for your team and the UNOPS team in Copenhagen, and up to two final presentations, one in Copenhagen and a potential one in New York.The cost of these trips shall be covered by the vendor.We expect that no other activity on site shall be required.
