UNICEF has now issued a Request for Quotations in order to select a supplier for the provision of services for the Integration and Updating of the SAM( Severe Acute Malnutrition and MAM( Moderate Acute Malnutrition) ( This solicitation is ONLY open for SUPPLIERS in the PHILIPPINES) Background: The Community Management of Acute Malnutrition (CMAM) was introduced in the Philippines in 2008 as part of the Nutrition in Emergencies (NiE) interventions covering children aged 6 to 59 months in disaster-affected communities. The key components of CMAM includes: 1) Community Mobilization; 2) Outpatient Therapeutic Program (OTP) for the treatment of severe acute malnutrition (SAM) cases without medical complications; 3) Inpatient Therapeutic Program (ITP) for the treatment of SAM cases with medical complications; and 4) Targeted Supplementary Feeding program (TSFP) for the management of children with Moderate Acute Malnutrition (MAM). It was implemented by the Department of Health (DOH) along with the draft management protocol with support from the United Nations Children's Fund (UNICEF) and other partners between 2011 and 2015 when the Philippines was repeatedly affected by several disasters (Typhoon Haiyan, Zamboanga Siege, Bohol Earthquake as examples) to provide lifesaving care to affected children. By Quarter 4 of 2015, two policy instruments on wasting were issued by the Department of Health (DOH) providing the policy and strategic framework to guide the local implementation of the National Guidelines for the Management of Acute Malnutrition [locally known as the Philippine Integrated Management of Acute Malnutrition or (PIMAM)] for children under 5 years and the Manual of Operations for Severe Acute Malnutrition (SAM) Management. WFP, on the other hand, provided technical support to DOH in developing the Manual of Operations for Moderate Acute Malnutrition (MAM) Management which was officially launched in 2017. This tender will be run through the UNICEF e-submissions system.
