Description
The Internal Audit Division (IAD) of the Office of Internal Oversight Services (OIOS), United Nations provides audit services to a large proportion of the UN family and has a staff of around 160 auditors dispersed geographically around the world. The current Audit Manual was drafted in 2008 with minor revision in 2009. It is 185 pages long and reflects the entire IAD audit process as it existed at that time. The OIOS, UN now seeks to engage the services of an institutional or corporate contractor with expertise in reviewing, revising and redrafting its Audit Manual. OBJECTIVE: The objective of the engagement is to provide a revised Audit Manual, which reflects IAD's current procedures and the International Standards for the Professional Practice of Internal Auditing issued by The Institute of Internal Auditors. The qualified firm shall undertake the following responsibilities: 1. Review the current Manual and the professional Standards to gain an understanding of the broad scope of IAD practices; 2. Hold discussions with Senior Staff within IAD as required to identify the practices within the IAD methodology that are at variance to those in the current Manual; 3. Prepare a design for the Manual including Table of Contents, Section Headings and description of Appendices; 4. Prepare a draft of the revised Manual and provide to IAD management for consultation and comment; and 5. Prepare a final draft of the Manual taking into account comments from IAD management. The duration of the work is about 3 to 4 months and will be based in New York.
