UNITED NATIONS CHILDREN'S FUND (UNICEF)  REQUEST FOR EXPRESSION OF INTEREST 

 

UNICEF is requesting Expressions of Interest from eligible Service Providers for a technical pre-qualification process to establish a roster of suitable companies in preparation for potential solicitation exercise(s) to be conducted by Country Offices for the assessment, design, supply, installation, testing and commissioning for Medical Gas Pipeline Systems projects, mainly in health facilities where UNICEF Plant-in-a-Box PSA plants are being or have been, installed. The roster will be valid for a maximum of 2 years. 

 

Service Providers will be assessed against the criteria stipulated in Annex A – Part 3. Please return the annex completed only in the green fields. Service Providers that meet the predetermined criteria will be placed on a roster for the provision of services related to Medical Gas Pipeline Systems in UNICEF Program Countries. The technical pre-qualification does not represent any commitment to future contracts. Pre-qualified Service Providers by UNICEF could, in due course, be invited to a tender invitation to supply goods and services in a specific country. A Request for Proposal (RFP) shall be issued to pre-qualified Service Providers to give the opportunity to submit their respective technical and financial proposals, which will then be evaluated and may lead to an Award Contract. 

 

Products identified in this REoI: 

 

  • Medical Gas Pipeline Systems Projects: assessment, design, supply, installation, testing and commissioning.     

 

Potential Service Providers: 

 

This REoI is addressed to Service Providers with experience in the assessment, design, supply, installation, testing, and commissioning of medical gas pipeline systems.  

 

Only Service Providers with demonstrable experience will be considered. 

 

To be considered for the roster it is preferable, but not a requirement for potential Service Providers to have a website providing access to the products and services information. 

 

The materials used for the installation of pipelines (e.g., copper pipes and fittings), should be specifically for medical gas systems and the Service Providers should demonstrate compliance with international standards or regional or national equivalent standards (including the technical tests for safety and performance from accredited laboratories or third parties). 

 

The products classified as medical devices shall be compliant with at least one of the following pre-market approvals / market clearances:  

 

(a)   European Union: Regulatory agency in the European countries; 

(b)   USA: Food and Drug Administration (FDA); 

(c)   Canada: Health Canada; 

(d)   Japan: Pharmaceuticals and Medical Devices Agency (PMDA); 

(e)   Australia: Therapeutic Goods Administration (TGA). 

 

And the manufacturers of the medical devices shall be compliant with a Quality Management System: 

(a)   ISO 13485 or equivalent 

 

 

Geographic coverage: 

 

This REoI will be focus primarily on countries where Plant-in-a-box is being or will be installed. Interested Service Providers should indicate countries (to be specified in Annex A – Part 2 of the EoI form) where they have experience in providing services and additional countries/regions where Service Providers are authorized to provide all the associated services related to medical gas pipeline systems.

Interested Service Providers are encouraged to complete the attached EoI form (Annex A) and return it to UNICEF via email to Ms. Ingrid Lara (ilara@unicef.org) with the following required supporting documentation in a .zip file according to the provided instructions on folder structure on or before 11:59 CET 10 May 2024: 

 

  1. Experience 

  • At least three (3) years of working experience in providing medical oxygen pipeline system services. Submit list of projects that were implemented, preferably during the last 3 years (include information on country of assignment, client contact details, contract value, dates, activities undertaken). 

  • Proof of user satisfaction of conducting assessment/design of medical gas pipeline systems for at least three (3) health facilities (include the addresses of the health facilities). 

  • Proof of user satisfaction of conducting installation, testing and commissioning of medical gas pipeline systems for at least three (3) health facilities (include the test and commissioning reports). 

  1. Team composition and technical capability 

  • Composition and structure of the team proposed for the provision of services. 

  • Qualified mechanical/biomedical engineers with at least five (5) years of experience, specialized in design, testing and commissioning of medical gas pipeline systems, certified by an institution specialized in MGPS. 

  • Provide CVs for: 

-Mechanical/Biomedical Engineer (Team Leader) 

-Certifications and trainings from all engineers/technicians involved in the design, installation, testing and commissioning of MGPS (e.g., NFPA 99, HTM 02-01) 

  • Quality assurance procedures in design, installation, testing and commissioning of MGPS. 

3.  Compliance to standards 

  • Valid copy of Service Provider ISO 9001 or ISO 13485. 

  • Evidence of compliance (e.g., certificates, test reports) with quality and performance standards and regulatory approvals (where applicable) of the products used for MGPS works, for the following components: 

  1. Distribution manifold 

  1. Automatic changeover system 

  1. Alarm systems 

  1. Piping 

  1. Fittings 

  1. Terminal units 

  1. Area valve service units 

  1. Line valve assemblies

  1. Prices are not required at this stage. 

  1. This REoI does not constitute a solicitation. Submitting an EoI does not automatically guarantee receipt of the solicitation document when issued. 

  1. UNICEF reserves the right to require compliance with additional conditions as and when issuing the final solicitation document. 

  1. UNICEF reserves the right to change or cancel the requirement at any time during the REoI and/or solicitation process.
