Description
The United Nations Global Service Centre (UNGSC) located in Brindisi (Italy) seeks a qualified Contractor for the establishment of a long-term contract for the development and delivery of two (2) driving training courses: Driving Test Officer Certification Training Course and Defensive Driving Training Course for United Nations (UN) staff at various UN locations, on an as and when required basis for an initial period of three (3) years, with the sole option of the UNGSC to extend the term of the contract for two (2) additional period of one (1) year each (3+1+1 years). The United Nations has identified an ongoing need to improve its staff's vehicle driving knowledge and skills and to allow them to meet the UN’s driving requirements effectively and efficiently. Staff participating in the training must be able to enhance the following skills and competencies: 1) Driving Test Officer Certification Training Course – soft-skin vehicles: • Acquire the knowledge, skills, and attitude required of a driving examiner; • Capable of monitoring and assessing the driving test candidates' compliance with best practices for road safety; • Brief driving test candidates on any noted driving weaknesses; • Advise driving test candidates on safe driving techniques/skills; • Manage driving candidates' stress/anxiety present during the driving examination; and, • Plan and execute driving safety campaigns. • The course must cover the driver's competence requirements, test standards, and procedures relating to the conduction of driving tests. 2) Defensive Driving Training Course - soft-skin vehicles: • Capable of applying learned defensive driving best techniques; • Enhanced driving risk awareness, specifically within the UN's challenging operating environment; and, • Contribute to reducing road fatalities, avoiding crashes, and choosing safe, responsible, and lawful driving behaviour. Note: The driving courses mentioned above are meant for UN-owned soft-skin light vehicles, i.e., standard passenger cars, pickup cars, and van types, not for heavy or armored vehicles. The UNGSC requires the following to be integrated into the two (2) training courses: a. A combination of instructor-led theory, practice activities using left-hand or right-hand vehicles (depending on the UN training location), and feedback sessions to maximise the learning outcomes. b. An integrated, action-oriented, student-centred approach based on competency-based training. Each of the two training courses must be delivered in the English language to a class of a minimum of five (5) up to a maximum of 10 participants over five consecutive days (Monday through Friday, or different, depending on the UN training location work week), with each daily session lasting indicatively six (6) hours, during the working hours from 8:00 to 16:30. The company shall be available to deliver the two training courses (Driving Test Officer Certification Training Course and Defensive Driving Training Course) at the UNGSC's premises located in Brindisi (Italy) and at a minimum of two (2) out of nine (9) additional UN training locations listed below in descending order of UNGSC preference: 9. UNSOS, Kenya, Nairobi 1. UNMISS, South Sudan, Juba The two training courses shall also include driving practice activities and a course training test that the UN trainees must pass to be awarded the respective Certificate of Training Achievement. In addition to the above requirement, the UNGSC may also require a Driving Test Officer Certification Training Course - armoured vehicles for UN owned (off-road) armoured vehicles. The UNGSC will provide the complete technical requirements and administrative instructions with a solicitation document, which will be issued later after the closing date for this EOI. This REOI does not constitute a solicitation. The UNGSC reserves the right to change or cancel the requirements during the REOI and solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee that your company will be considered for receipt of the solicitation documents when issued.
