This tender includes services for development of the basic design for improving the heating systems in 3 locations in Kumanovo, North Macedonia, and tender is formed into 3 lots:
*** Due to the activities planned for further stages, design services will be performed simultaneously for all 3 properties and delivery dates for all lots will be the same or similar.
If submitting bids for more than one lot, Bidders should previously estimate if their own resources would allow development of the basic design for multiple properties in parallel, having in mind that if the same service provider is awarded multiple lots, their contract obligations will encompass delivering all the designs for all lots at the same/similar time.

- LOT 3 - Dormitory “Professor Mijalkovic”, Tonko Domkov 15a, Kumanovo, North Macedonia

New clarification added: Dear potential bidders, We have received the request for clarification regarding the LOT 1 / VET "Nace Bugjoni" if there will be additional documentation provided.The documentation that will be delivered to the selected bidder in pdf is as follows:- school building and workshop - architectural design on existing state- sport hall-gym - architectural and heating design on existing state When creating financial proposal for LOT 1 bidders should take into consideration that these documents will be available.

New clarification added: Dear potential bidders,We have received the requests for clarifications as follows (response below):1) Considering that the site visit was today (28.02.2024) and a lot of information we receive today we would like to request an extension of time of about 1 week. Please consider our request.- The design services are planned to take approx 45 days, and all the needed documentation and requirements were available before the site visit. Having in mind also the project phases timelines unfortunatelly it is not possible to extend the deadline further. 2) Do we need to translate all the supporting documents submitted from other legal entites, such as the licence for the company, business register document, contract with the investor to the language set out in the Particulars?- If the documents are in North Macedonian or English, than there is no need to translate them.

New clarification added: Dear potential bidders,We have been asked as follows (clarification is inserted after the question):Can you please confirm/clarify the criteria for Key Personnel Phase Designers / Mechanical Engineer, which is given in the Word document "2 Consultant Services RFQ Sections II, III, IV, V" - Part 3: Key personnel proposed ● Copy of the authorisation B for phase designer(s)● 5 years of relevant experience needs to be justified with the list of the supervised/managed similar contracts with details for at least 3 (three) similar projects.proof of engagement (permanent or temporary) for this project design.- We confirm that the bidding companies and engaged engineers are obligated to fulfill the tender equirements, which are based on the requirements from the Law on Construction of the Republic of North Macedonia. This is to be proved by submitted copies of their license/authorization. Further more list is needed as proof of their competence.

New clarification added: Dear potential bidders, We have been ask to clarify following: Is it required that the company that possess the license B to lead the consortium or an international company can be a leader and the partner-local company with license B to be only partner?Company that will be official participant submitting documentation on the tender is the leading company and must have a valid B license issued by the North Macedonian Ministry of Transport. It could be an international company as well if it has nostrificated their adequate license according to the existing law procedure in the North Macedonian Ministry of Transport.

New clarification added: 1) Can you please explain if the experience in North Macedonia is mandatory and only the experience in North Macedonia is count? What about the same experience in another country neighbourhood like countries like Kosovo, Albania, Montenegro?Same experience from another country is acceptable if the design considers the same technical standards and norms as in MK. It is also important that companies and engaged designers have valid licenses/authorization as for foreign companies/designers according to the rules defined by Ministry of Transport and Macedonian Chamber of authorized architects and engineers.Please, also note that in case the bidder does not possess some of the capacities by itself, it has the option of applying to the tender as part of the consortium (i.e. joint proposal).2) Is mandatory to have design services in the second category of buildings or construction/reconstruction is also valid?The facilities that are subject to this tender belong to the second category defined by Macedonian Law on Construction ("Закон за градење") not depending on activities overtaken. In these cases heating systems produce heat energy for objects that are ranged as second category ones.3) Can you please give more information about key personnel requirements since it is required only one position Mechanical Engineer with authorisation B? Is it required only one expert?Two engineers employed are necessary for company to possess a B license. Of course, engineers have to fulfill the conditions required in UNOPS tender documentation4) How many lots can one company win?Based on the evaluation results, the same bidder may be awarded for all three lots, however - as stated in the tender documentation and as bidders should be aware - submitting offers for all three lots may potentially mean that if awarded, the same company will be obliged to perform services for all three lots simultaneously, with same or similar delivery date. Therefore, please consider the company capacity to potentially perform all 3 design services on time.5) Can we propose the same staff for all lots?Technically yes, however, regarding capacities to perform all services for all lots simultaneously by the bidder and its personnel, please see also previous response 4). To guarantee sufficient availability by the team members to perform the services, bidders are required to submit Schedule 0.6 Statement of Exclusivity and Availability for each of the team members for each of the lot.6) Can you please let us know when can we find financial proposal forms?Potential bidders are advised to read the tender documentation carefully, while forms concerning financial parts are listed in the document "3 Consultant Services RFQ Section VI - Returnable Schedules" / SCHEDULE 4: CONTRACT SCHEDULES FROM THE OFFEROR / 4.1 Fees and Reimbursable Cost, separate for each Lot
