I. Description:
The WHO programme on HIV AIDS is part of the HIV, TB and Malaria Cluster (HTM) of the World Health Organisation headquarters at Geneva (Switzerland). The HIV AIDS programme is guided by the Global Health Strategy for HIV 2011-15. The objective of the Department of HIV AIDS is to lead an effective, organization wide HIV effort to support member states in the implementation of the strategy. The HIV Technologies and Commodities unit within the Department of HIV AIDS covers the area on Drug Resistance and Toxicity, and Medicine and Diagnostic Procurement related issues. The Drug Resistance area is supported by the Bill and Melinda Gates Foundation to assist countries in DR surveillance.
Within the context of the Drug Resistance project, the main objective of this consultancy is:
To implement the technical infrastructure and manage the information needs of surveillance for HIV Drug Resistance (HIVDR). The HIVDR team monitors the global emergence of HIV drug resistance, primarily in low and middle resource countries. Their strategy focuses on a combination of site level early warning indicators and surveys looking at acquired drug resistance in patients receiving antiretroviral therapy and at transmitted drug resistance in treatment naïve populations.
II. Main activities and Deliverables:
- Manage the collection of HIVDR surveillance data from country and other data providers,
- Review the content and structural quality of submitted information,
- Communicate directly with country data providers to resolve data submission and quality issues,
- Perform descriptive analyses of HIVDR surveillance information to monitor country strategies and global HIVDR,
- Provide technical assistance to participating countries to establish routine data submission process,
- Advance the systematic, timely and quality submission of data and propose strategies to attain this objective,
- Provide technical assistance to participating countries concerning management and quality assurance of HIVDR surveillance data,
- Develop and maintain documentation and data management SOPs and support its implementation,
- Liaise with WHO’s Information and Communication Technology unit to manage the HIVDR team data and information and communication technology resources,
- Participate in discussion with WHO technical specialists to understand the information system requirements for HIVDR surveillance and provide input to the design, development, and testing of supporting information technology tools,
- Validate information and communication technology deliverables according the HIVDR requirements,
- Provide support as needed for other HIV department information management activities.
The consultant will be working for 9 months at a fixed rate with an option of prolongation pending on funds availability.
III. Submission of proposals:
- No later than 19 July 2013, 17h00 Geneva time (CET), the bidder shall complete and return by either email or hard copy to WHO (only when this step is completed the bidder is regarded as a prospective bidder):
a) The enclosed “2013HTMHIV004_4_RFP Acknowledgement Form (RFP Data Manager HIV DR).doc” form signed as confirmation of the bidder's intention to submit a bona fide proposal and designate its representative to whom communications may be directed, including any addenda; and
b) The enclosed “2013HTMHIV004_3_RFP Confidentiality Undertaking (RFP Data Manager HIV DR).doc” form signed.
2. Proposals must be received at WHO at the address specified in section 4.8 Sealing and marking of proposals of the RFP no later than 26 July 2013, 17h00 Geneva time (CET).
