New clarification added: 1. QUESTION:In the last part of Form D, where it asks for the offeror to insert the full name, would it be just one company that is applying on behalf of the consortium or the consortium name? (e.g. XYZ or XYZ consortium)ANSWER:The consortium can sign it, or the lead firm can also sign it on behalf of the consortium.2. QUESTION:In the bid we need to include all the expenses including venue for workshop and other related costs. We assume that 80% of the invited guests can easily travel to the decided spot, but what about the other people whom we might need to support in terms of paying for their flights or possible reimbursement? How can that be accounted for in the financial bid?ANSWER:There will be at least one (hybrid) government-level consultation under task 3.2, while the two technical consultations will be online events. We will update the TOR (page 8) accordingly. However, bidders may propose addtional consultations with justifications. The financial bid must include every anticipated expenses for organizing any event.3. QUESTION:For the communication and outreach part, we assume that all the materials prepared under the project including presentations and others, would only have policy makers as targets. Is that correct? In the first paragraph of task 4, it is said to develop a package of outreach products, who is this for and who are the audience the product is designed for, what are the expected outputs of this task?ANSWER:The primary materials are designed for policymakers. They should help easily summarise the guidebook and provide examples to help explain the impacts of the guidebook. We want relevent stakeholders to use the guidebooks.Ideally, the material should be accessible enough for others to use it too, but aim is to facilitate guidebook adoption.Outputs are firstly a key presentation that others can use to explain the guidebook, for example if the presentation is shared with a national government official, s/he should be able to use it to explain the guidebook to another local official. Other tools may include pamphlets, video presentations, messages that can be shared by WhatsApp, etc, which should be presented as a list early on in the process.4. QUESTION:In the ToR under task 3.1. it says the 2 technical consultations can be online/hybrid/in person, however under 3.2 it says that “the bidder will organize at least two technical online consultations”. So, the question is if it is strictly online or can be done online/hybrid/ in person?ANSWER:We will change the TOR for task 3.1 to online, and delete the statement for technical consultation under task 3.2Beat Regards,
