This ITB refers to the Supply, Selivery and Installation of Diagnostic Imaging Equipment to various hospitals across Uzbekistan. The requirement consists of the following lots:
Bidders are allowed to quote prices for one or more lots identified in this tender. However, the Bidders must offer 100% of the quantities specified for each lot. Evaluation will be done separately for each lot.

New clarification added: Q23: With reference to Lot 3_Multipurpose Ultrasound System - (i) line 20 "Minimum 19 inch high resolution colour LED display or backlight technology", to include LCD displays, since after the study carried out by the engineers it is evident that this type of display is present in most of the ultrasound systems on the market and (ii) line 25 "Minimum dynamic range 225 dB", we request to extend the lower minimum range to 180 dB per the same study mentioned above. A23: Bidder shall offer equipment with characteristics meeting or exceeding the specifications to be considered substantially compliant. Non-compliant offers shall be rejected.

New clarification added: Q22: Is point 50 fromTechnical Specifications for goods_returnable bidding forms a necessity? Referring to: Battery of main unit: Built in with at least 3 hrs or more autonomy for assisted motorised motion, exposures and reviewing. We can't meet this expectation by a battery built into the machine itself but can deliver a powerpack additionally to the system. Will that suffice as well? A22: Bidder shall offer equipment with characteristics meeting or exceeding the specifications to be considered substantially compliant. Non-compliant offers shall be rejected.

New clarification added: Q20: As per ITB requirements, copy of Manufacturer(s) Environmental Management Certificate (ISO 14001 or EMS certificate issued by a competent national body) for at least half of items shall be submitted. Please advise what documents can be submitted as an alternative documents in case manufacture does not have such documents. A20: As per ITB criteria, Bidder shall provide proof that at least half of the manufacturers of the goods it offers to supply are in possession of a valid ISO 14001 EMS certificate, or similar, for the factories in which medical devices were produced. Therefore, Bidders can provide documents related to manufacturer's dedication to environmental protection, such as: Environmental Policy of the company/manufacturer and/or Environmental Aspects with Associated Environmental Impacts company/manufacturer has and/or Environmental Objectives and Plans for achieving them inside the company.

New clarification added: Q18: With reference to Lot 1, for Ophthalmic ultrasound, is will be accepted if we will include A or B scan probe into technical specification? A18: As per Lot 1 Form D, lines 16-20 refer to linear scan probe according to beneficiary's requirements; therefore item in question shall be offered with at least one linear scan probe, according to stipulated parameters. All additional probes offered will be evaluated as compliant/better than requested offers.

New clarification added: Q17: Referring to ITB_2023_49824_Section III_Returnable Bidding Forms_Form C_ Price Schedule Form please check page BID SUMMARY, it doesn't calculate correctly the column TOTAL PER ITEMS. A17: The formulas have been checked and they seem all in place. Please specify the error found.

New clarification added: Q16: Please confirm that bidders should include the costs of freight from storage in Tashkent to DPU health facilities or only to storage in Tashkent? A16: As per requirements, supplier shall carry out all the associated in-country logistics services ([i] transportation from customs depot to Contractor’s warehouse including unloading; [ii] segregation of equipment by destination, [iii] loading, transportation and unloading to each destination hospital across Uzbekistan) including adherence to the cold-chain or temperature-control regime(s) required for the storage and transportation of the consumables. The relevant costs shall be included in the bid value.

New clarification added: Q15: With reference to Lot 1, lines 16.17.18.19 and 20 for Ophthalmic ultrasound - it is not clear which scans are needed (A / B / Linear scan probe )? A15: As per Lot 1 Form D, lines 16-20 refer to linear scan probe, as it is clearly stated in line 16: 'UBM Probe with linear scanning: 35 MHz or 48 MHz or 50 MHz'. Therefore, along with all requirements listed in specifications, offered item shall have at least one linear scan probe with stipulated parameters.

New clarification added: Q14: Lot 2 (Digital X-Ray Machine) are you looking for the system as a standalone unit with AQS PACS (all in the integrated Panel PC)? If so, could you please specify the number of viewing stations required to receive the images? In other words, how many clients are needed for this configuration? Alternatively, would you prefer the system as DICOM Modality with only a limited number of images remaining on the Panel PC? Protective Cover for Bed Images: Do you wish to have a protective cover for bed images as part of the system requirements? A14: The necessary minimum requirements for a Digital X-Ray machine are prescribed by the ITB_2023_49824_Section III_Returnable Bidding Forms_Form D_Technical specifications for goods, lines 36-44; other characteristics not affected by these requirements can be offered by Bidders at their own discretion. Bidders shall offer equipment with characteristics meeting or exceeding the specifications to be considered substantially compliant.

A11: As per Section II.2b – Manufacturer & Supplier Certification of the ITB Section II: Schedule of Requirements, distributors shall have a Quality Management System (preferably compliant to ISO 9001 or other applicable quality management system requirements) and relevant certificates, licences, permits, authorisations or other documents, as may be applicable. New clarification added: Q8: Please confirm that only those bidders who receive the contract award should register for the Certificate of Registration/ Authorization/ Waiver? Or should all bidders register for the Waiver before the bid submission deadline? A8: Only bidder(s) recommended for award upon contract signing shall apply for obtaining registration/authorization/waiver from the relevant authority as per instructions noted in clause 3 of Section II: Schedule of Requirements. At the bid submission stage, bidder(s) shall submit all required documents (cope of manuals, brochures, certificates confirming quality of the offered equipment etc.) to prove compliance of the offered goods with the technical specifications and other ITB requirements.

New clarification added: Q7: with reference to Lot 2: Digital X-Ray machine (portable), point 17 Focal spot distance: minimum 70 cm to 180cm or larger, please kindly confirm if to comply the requirement it is enough to cover or exceed the FFD distance range of at least 110cm, or if it is also mandatory that the minimum value of FFD cannot be more than 70cm and the maximum value cannot be less than 180cm. point 18 "Horizontal extension of arm at least 500 mm or more", we kindly ask to confirm that this value is referred to total arm horizontal extension, that is the relevant technical value in operating conditions. Our mobile system, for example, has total horizontal extension more than 1000mm, with an horizontal travel of the the telescopic arm of 360mm. This allow the unit to be able to perfectly perform 2 exposures between 2 patient beds without moving the main unit. A7: Lot 2, line 17, 'Focal spot distance: minimum 70 cm to 180cm or larger' refers to focal spot distance, where minimum value shall be 70 cm or less and the maximum value shall be 180 cm or above. Lot 2, line 18, 'Horizontal extension of arm at least 500 mm or more' refers to total arm horizontal extension.

New clarification added: Q6: With regards to LOT-2, point 10 - MAs: 0.4 to 300mAs range or larger. This parameter should be considered in conjunction with other device functions such as kV, mA and detector sensitivity, which affect image quality. All parameters on the model we intend to offer are balanced, and specialized software is used to optimize processes related to exposure, therefore a maximum value of 200 mAs is sufficient to obtain the necessary results. Excessive exposure settings can lead to dynamic blur and accelerated equipment wear. As an example, the standards and recommendations from practicing radiologists - the chest x-ray, upper range of exposure value recommended - 100 mAs, and the lateral calcaneus x-ray upper range recommended - 25 mAs. In this regard, we ask you to change the upper limit of exposure to 200 mAs which will allow not to limit competition. A6: The relevant amendment will be made in the revised document to be uploaded as ITB/2023/49824_Section III_Returnable Bidding Forms_Form D_Technical specifications for goods_REV1

No revision of this parameter is considered.

New clarification added: Q4: Shall bidder include costs of the spare parts as noted in line "Components, Spare Parts, Consumables" for each item of Form D: Technical Specifications or should a separate costing be submitted for the required/offered spare parts? A4: Costs of the required/offered spare parts/components/consumables shall be included into a unit price (FCA/DPU price). No separate costing/breakdown is required at the bid submission stage. The bidder shall submit only a list of the offered spare parts/components/consumables for the purpose of evaluating their compliance with technical requirements. However, UNOPS may later request to provide the cost breakdown if it is required at the stage of financial evaluation of substantially compliant bids only.

A3: As per ITB/2023/49824, Form D: Technical Specifications, Lot 3, Multi-purpose ultrasound system clearly refers to stationary system, cart based, with no requirement referiing to dismounting.

New clarification added: Q1: With reference to Partiular: Partial Bids, is it allowed to submit bids for some of the items / lots identified in the ITB? Will each lot be evaluated separately? A1: Bidders are allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Bids shall be evaluated for responsiveness to requirements of each lot as pre provisions of Section I: Instructions to Bidders and the evaluation criteria included in the Criteria tab of the ITB, i.e. evaluation will be done for each lot.
