Description
The Contractor shall furnish all labor, supervision, equipment, materials, tools, transportation, and other consumables necessary to provide quality control evaluation and inspection services for vertical lifts and escalators at United Nations Headquarters premises located in New York City.
Services shall cover a minimum of fifty-six (59) units, including forty (40) elevators, thirteen (13) escalators, and six (6) wheelchair lifts, as specified in Exhibit A to the present SOW, and shall include:
1.Third-party witnessing of tests and inspections
The Contractor shall witness regular Category 1 and periodic Category 5 inspections and tests performed by UN-contracted inspecting agency in accordance with NYC Department of Buildings code requirements and applicable laws and rules. At the request of the United Nations Facilities and Commercial Activities Service (FCAS), Contractor shall submit inspection/test results including associated filing fees with NYC Department of Buildings Elevator Division and conduct re-inspection of any deficiencies identified during Category 1 or 5 testing.
2. Independent maintenance inspection and evaluation
The Contractor shall perform annual maintenance and operations evaluations on each elevator, escalator, and vertical lift devices specified in the present SOW. Evaluation findings shall be presented to FCAS in a written report and shall identify all maintenance, operational, and safety deficiencies applicable to each device. Evaluation reports shall also provide pertinent recommendations to remedy any noted deficiency. Attend one (1) meeting per calendar year as necessary with FCAS and/or maintenance contractor to discuss findings and remedial solutions.
3. On-call inspection and evaluation services
The Contractor shall perform on-call technical quality control inspections and evaluations of UN-premises elevator/escalator maintenance services, including, but not limited to, review of specific repair and/or service proposals, inspection of vertical lift and escalator maintenance logs, reports, and records, and evaluation of equipment and systems operations and performance. This also includes review of elevator software systems and expected future regulatory requirements. Contractor shall respond to FCAS service requests within four (4) hours if placed during regular hours or by 10.00 a.m. the following business day if placed after hours or on the weekend.
Sub-contractors will not be allowed to perform these services.
