Description
1.0 United Nations Assistance Mission for Iraq (UNAMI) intends to solicit bids for the provision of VSat Internet Services for all UNAMI and UNITAD Offices in Iraq, will be of a 1-year subscription contract for services that will be paid for monthly. UNAMI/UNITAD reserves the right to extend the contract for two additional periods of one year each for a total contract period of three years (Initial period of one year, plus two subsequent optional extension periods for one year each, (1+1+1) Years. Contract extensions shall be at the same terms and conditions at the discretion of UNAMI/UNITAD, subject to the continuation of UNAMI and UNITAD mandate in Iraq, the availability of funds, and satisfactory performance of the Service Provider. 2.1 The United Nations Assistance Mission for Iraq “UNAMI” and United Nations Investigative Team to Promote Accountability for the Crimes committed by Da’esh/ISIL”UNITAD” have a requirement to be provided with VSat Internet Services to its offices located in Baghdad (both UNAMI & UNTAD), Erbil, Basrah, Kirkuk, Baghdad FSB BIAP. 2.2 The Service provider is to provide a proposal for VSat Internet connectivity to UNAMI Offices in Baghdad, Erbil, Basrah, Kirkuk, Baghdad FSB BIAP and UNITAD offices in Baghdad . Intention is to establish one contract for UNAMI and another one for UNITAD for the VSat Internet services for all locations with the same provider and to have the same equipment, IP address range, and same teleport. The prospective Contractor shall ensure that the VSat internet service will be available even when all terrestrial internet in Iraq is shut down. The proposer should quote for capacity for each location as follows: • UNAMI Regional Offices, Baghdad and Erbil, Iraq – Dedicated 28mbps Down/ 8mbps UP. • UNAMI Regional Office, Basrah, Iraq – 6mbps Down / 3mbps UP. • UNAMI Regional Office, Kirkuk, Iraq – 6mbps Down / 3mbps UP. • UNAMI Regional Office, Baghdad, Iraq FSB BIAP – 6mbps Down / 3mbps UP • UNITAD Regional Office in Baghdad Iraq – Dedicated 15 mbps Down/ 10mbps UP. 2.3 The vendor should have the capability to increase the capacity up to 40mbps for Erbil & Baghdad sites and up to 10mbps for other locations without any equipment change. Vendor should have the capability to relocate service and/or equipment. 2.4 The connectivity for UNAMI Offices – Baghdad & Erbil, the dedicated 28/8 Mbps bandwidth must be available to both Baghdad and Erbil at any time, and placing of traffic load must be at the discretion of UNAMI at any given time without consultation with the service provider. 2.5 UNAMI/UNITAD requires a minimum of 6 usable global IPv4 addresses (/29) Subnet per location. 2.6 The vendor must guarantee that the full bandwidth capacity is always to be maintained to allow for maximum throughput. The vendor must be willing to accept the reference for connection availability and throughput from UNAMI/UNITAD. 2.7 The vendor shall provide UNAMI/UNITAD with web-based monitoring tools and should also be willing to accept that the monitoring of service availability and bandwidth measurement will be under the control of UNAMI/UNITAD. 2.8 The proposal must provide all technical and administrative support necessary to ensure that the established data link at the proposed speed remains available 24 hours a day, seven (7) days a week including a copy of the relevant Service Level Agreement (SLA) concerning to the guaranteed service, the minimum acceptable guaranteed uptime is 99.5%. 2.9 Service Level Agreement must be an integral part of the vendor's proposal. At the minimum, the Vendor's SLA shall meet the criteria stipulated in the Mandatory Core Requirements and shall include details of Network availability, Latency, loss, jitter, etc. 3.0 The vendor should provide the equipment necessary to deliver the service. The vendor must include a detailed description of the equipment required, including technical specifications, make, and model, country of origin, warranty coverage, quantity, unit, and total prices of renting the equipment. The equipment includes VSAT dish, BUC, LNB, and VSAT Modem that can support KA-Band. 3.0 SITE VISIT. UNAMI Procurement will be organizing site visit/pre-bid discussion at Baghdad for all vendors. Site visit is necessary. It will not be possible to organize a site visit for all locations mentioned above but UNAMI/UNITAD will provide GPS coordinates of all locations indicated in this SOW. Any additional information required will be provided upon request by the bidders. 4.0 More requirements will be given during the Bidding exercise. 5.0 The service should be executed by qualified and experienced company, based on Scope of work (SOW), Specifications, Plans, UN General Conditions of Contracts and other related documents which will be provided later on by UNAMI to qualified companies who express their interest and respond to this EOI 6.0 For this purpose, UNAMI will undertake a competitive bidding exercise shortly, accordingly would issue a Request for Proposal (RFP) to those companies who would express their interest and provide initial relevant information as to their ability to fulfill UNAMI’s requirement. 7.0 Please note on the following: • This EOI is not an invitation to submit a bid/proposal. • UNAMI reserves the right in selecting the invitees for the competitive bidding based on substantial and proven records of performance in the subject field of activities and mere expressing an interest would not automatically warrant for RFP document. • UNAMI reserves the right to reject EOIs received after the above deadline.
