Description

The Merged Areas Governance Programme (MAGP) is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in three main areas: (1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance. The overall objective of the Programme is to enhance the capacity of the GoKP to successfully integrate the Merged Areas and strengthen border governance and cross-border connectivity by extending laws, policies, and strategies; planning, designing, and delivering development initiatives; and implementing inclusive local government systems. An emphasis will be placed on inclusive development, to ensure that marginalized population groups benefit from development in the MAs, as well as on disaster-risk reduction and improved risk management, to help prevent, mitigate and/or address the effects of climate change and other risks.

Under the Accelerated Implementation Programme II (AIP) – a comprehensive framework reflecting public investments in the MAs - MAGP is currently supporting the GoKP in design and implementation of Special Emphasis Programmes (SEPs). An MAGP flagship initiative, SEPs provide an opportunity to introduce innovative, context-specific solutions to seemingly intractable development problems, with the aim of achieving expedited and transformative changes in the public sector. Through evidence-based and experimental program designs, SEPs move away from conventional and repetitive development approaches, bringing together national and international experts and government representatives to drive accelerated development outcomes in the MAs.

Currently, SEPs are under development in five priority areas: education, health, environment and climate, natural resource management and women. Within this context, MAGP is supporting GoKP in the design and implementation of a targeted SEP on enhancing economic opportunities for farmers in Merged Areas through production of high yield crops such as potatoes, facilitated through provision of certified and quality seeds and capacity building support. For this purpose, MAGP invites vendors to submit an offer for procurement and distribution of vector free potato seeds, based on the following requirements, to be delivered to 5 districts in the Merged Areas.
