The World Health Organization (WHO) is seeking offers from a company or institute  to provide Technical Assistance on the Development of the Philippine Strategic Plan to Address Overweight and Obesity 2023-2028.

BACKGROUND

The Philippines was identified as one of the frontrunner countries in line with this initiative.To reduce the growing burden of noncommunicable diseases (NCD) and to promote overall health and wellbeing, it is crucial to stop the rise in obesity. One of the global aims for reducing NCDs (for adolescents and adults) and one of the 2025 Global Nutrition aims (for children under the age of 5) is to stop the growing obesity epidemic. One of the core aims of the Sustainable Development Goals, the 30% reduction in early death from NCDs by 2030, cannot be reached without addressing obesity. The WHO Acceleration Plan to Stop Obesity was introduced by WHO at the 75th World Health Assembly in 2022 as a global response to speed up national efforts to combat obesity.
According to the 2021 Expanded National Nutrition Survey (DOST-FNRI, 2022) 40% of adults in the Philippines are either overweight or obese. All age groups are experiencing a sharp increase in the prevalence of overweight and obesity, but particularly school-age children and adolescents in the Philippines. In order to address this growing public health concern, a clear strategic plan is required to coordinate actions to enable environments that support health and can help prevent obesity, fiscal and regulatory measures to increase access to and affordability of healthy foods, clinical tools to ensure quality health services for people with obesity, among many other evidence-based and high-impact interventions in the fields of food systems, health, nutrition, and other sectors.
WHO Philippines is working with the National Nutrition Council (NNC), together with the Ad Hoc Group on Obesity on the development of a national strategic plan in addressing overweight and obesity as an input to the upcoming Philippine Plan of Action for Nutrition (PPAN) 2023-2028 and to serve as the roadmap of the country under the WHO Acceleration Plan. This strategic plan aims to provide specific directions, guidance, and milestones to stakeholders involved in preventing and managing overweight and obesity in the country, ensuring a whole-of-government and whole-of-society approach in addressing the problem.
Accordingly, WHO is assisting the NNC and the Ad Hoc Group on Obesity in creating and finalizing the Philippine Strategic Plan to Address Overweight and Obesity for 2023–2028 and ensuring that it is fully in line with the PPAN 2023–2028 and the guiding principles of the WHO Acceleration Plan to Stop Obesity.

REQUIREMENTS/WORK TO BE PERFORMED

Output 1: Approved inception report with detailed work plan

  • Deliverable 1.1 Inception report with attached work plan, and Gantt chart of activities agreed with WHO

Output 2: Finalized Philippine Strategic Plan to Address Overweight and Obesity 2023-2028

  • Deliverable 2.1: Situational analysis report on the overweight and obesity situation in the Philippines to factor review (including desk review, virtual / in-person consultations) of previous analyses done, key research, documents, policies, and strategic frameworks
  • Deliverable 2.2: Stakeholders consultation on addressing overweight and obesity, with focus on identifying key strategies, outputs, and outcomes
  • Deliverable 2.3: Results framework drafted to define key outcomes, outputs, targets, timeline, and cost requirements for integration into the PPAN 2023-2028, factoring the outputs of previous planning workshops on the subject
  • Deliverable 2.4: Institutional arrangements proposed for the coordination of activities on overweight and obesity prevention and management
  • Deliverable 2.5: Monitoring and evaluation mechanism defined to track progress in achieving strategic goals
  • Deliverable 2.6: Provide a draft for WHO and NNC to review and comment
  • Deliverable 2.7: Finalize the document, incorporating comments from WHO and NNC
  • Deliverable 2.8: Layout and provide print-ready Philippine Strategic Plan to Address Overweight and Obesity 2023-2028 document
  • Deliverable 2.9: Print 100 copies of finalized document.
  • Deliverable 2.10: AVP on addressing overweight and obesity highlighting on the Philippine Strategic Plan to Address Overweight and Obesity 2023-2028.

Output 3: Communication materials on addressing overweight and obesity

  • Deliverable 3.1: Communication strategy to increase awareness and actions on addressing overweight and obesity

  • Deliverable 3.2: Development and posting of social media materials on prevention of overweight and obesity

Output 4: Technical and financial report

  • Deliverable 3.1: Final technical report
  • Deliverable 3.2: Final financial report

CHARACTERISTICS OF CONTRACTOR

Mandatory experience:

  • With a degree in public health, nutrition, health promotion, communications, or other related field

Desirable experience:

  • Previous work with WHO, other international organizations and/or major institutions in the field of Public health, Nutrition, Health Promotion and/or Communication.
  • Collaboration with relevant Government agencies and strategic planning at the local, regional, and/or national levels
  • Relevant experience working with NNC and WHO an advantage
