1. The United Nations (hereafter referred to as the “UN”) seeks to establish a non-exclusive contract with qualified service provider for the provision of domestic courier mail and package delivery services. 2. The delivery services must include the following mail categories: a. Next Business Day; b. 2 Business Days; c. 3 Business Days; d. Ground Delivery. 3. The initial contract term will be for three (3) years, with the option to extend for two (2) additional one-year periods at the sole discretion of the United Nations, under the existing terms and conditions. 5. The UN does not guarantee a minimum or maximum number of domestic courier mail shipments each year or for the life of the resulting contract. 6. The Contractor must be responsible for providing all personnel, equipment, material and supplies, and for making all arrangements necessary to perform the services. 7. The Contractor must provide mail pick-up services for the UN domestic courier mails and packages from the UNHQ NY loading dock located on 48th Street at FDR Drive, NY, NY 10017 between 8:00 am and 1:00pm (US Eastern Standard Time) Monday through Friday (except UN official holidays) during the non-General Debate period of the UN General Assembly. 8. The height of the vehicle must not exceed 14 feet in order to gain access to the UNHQ loading dock. 9. Upon request, the Contractor shall also provide pick-up services during normal business hours at other UN Offices locations within New York City (NYC) zip codes 10017 and 11101 that are considered part of UNHQ. These pick-up addresses shall be provided to the Contractor in writing when they are available and/or necessary. 10. The Contractor shall provide pick-up services during national and local holidays which are not observed by the UN. Note: Official holidays observed by the UN, which are subject to change are New Year's Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Eid-al-Adha, Eid-al-Fitr, and Christmas Day. 11. The Contractor must provide the following pick-up and delivery services, if/when requested by the UN: a. Saturday pick-up and delivery services; b. Delivery to residential addresses; c. Pick-up services at any locations other than the ones mentioned above and at hours that are not included in the above-mentioned regular hours; d. Return undeliverable mail to the UNHQ NY. 12. The Contractor shall scan all shipments/mails/packages upon picking-up at the UN pick-up locations. 13. In order to facilitate security access to the UN buildings, the Contractor must submit the drivers’ name, the helper’s name, if any, and the vehicle registration plate number to the UN. 14. The Contractor must automatically insure each shipment up to US$100.00. 15. The Contractor must provide additional insurance for shipments with values above US$100.00, if so requested by the UN, at additional cost. 16. The Contractor must provide and make available free-of-charge to the UN online services for shipping, tracking and accessing of individual account information. 17. The Contractor proposed online service system must be able to integrate with the Pitney Bowes SendPro Enterprise Shipping and Tracking System. 18. The Contractor shall provide the UN with any period statistical reports during the contract period as needed. The reports shall include, but not limited to details pertaining to service type, origin, destination, total pieces, total weight (lbs.). 19. The Contractor must propose all-inclusive rates for all charges from the moment the UN shipment is picked up until the shipment is delivered to the final recipient. 20. The Contractor shall designate multiple points of contact, such as Dedicated Service Representative, Account Representative and Customer Service Manager, during normal business hours to facilitate information exchange between the UN and the Contractor. The Representative(s) will communicate directly with the representatives of the Mail Operations Unit of the United Nations and will be responsible for the entire service provision, including but not limited to responding to inquiries, contract management issues, submission of required documents, payment and follow-up on invoices. 21. The Contractor shall be fully responsible for all work performed by its employees, agents and sub contractors. The Contractor shall take all reasonable measures to ensure that its employees, agents and sub contractors performing services on the UN premises conform to the highest standard of moral, ethical and professional conduct. 22. The Contractor’s personnel when on the UN premises must observe the UN Security and Safety Regulations, described hereunder. 23. The Contractor’s personnel assigned to perform the services will be restricted to relevant work areas. Any Contractor’s personnel found outside the work limits may be detained by the United Nations Department of Security and Safety and will be removed from the site. Such personnel must return the access pass issued by the United Nations and will not be allowed to return to the site. 24. The Contractor must be responsible for conducting the background screening at its own cost of its personnel who will require access to the UN Premises to perform the contractual services. 25. The Contractor’s personnel working at the UN Premises must be identified by proper credentials furnished by the UN and wear Contractor provided uniforms clearly indicating the name of the company. 26. The Contractor must be responsible for ensuring that all its employees assigned to perform the services at the UN Premises, pass through security screening at the designated personnel entrance every time that entrance into UN Headquarters is required. 27. The Contractor shall have a quality-assurance program in place to ensure high quality service performance. 28. Each UN Ordering Entity of this Contract shall track its own Key Performance Indicators to determine service performance evaluation with the following: a. Services are completed according to the contracted transit time/pick-up hours; b. Issues are resolved in a timely manner; c. Compliance with the UN Safety and Security Rules and Regulations. 29. The Contractor will shall be liable for loss, damage or delay in the delivery of shipments, resulting from the Contractor’s negligence or failure to carry out its duties and obligations under the resulting Contract. 30. The Contractor shall provide specific assurance of service reliability and transit times by origin-destination. 31. If the UN determines that a case of Late Performance or Insufficient Performance has arisen, then the UN shall give the Contractor written notice of such Late Performance or Insufficient Performance. The notice shall specify the nature of such Late Performance or Insufficient Performance, demand its cure, and specify the cure period. If such Late Performance or Insufficient Performance is not cured within the period specified in the notice, then without prejudice to any other rights that the UN may have under the Contract or otherwise, the UN may, at its sole option, remove the affected destinations from the Contract and award them to other Contractor(s) or award the entire Contract to other Contractor(s).
