Se aclara que la Declaración Jurada del Fabricante, hace referencia a todos los accesorios y equipos que forman parte del vehículo sin modificación. Para los accesorios y equipos del habitáculo, está el formulario K.4. Se aclara que en el Formulario J, el fabricante del vehículo debe confirmar que el peso indicado por el transformador correspondiente a la transformación del vehículo, será soportado por el vehículo. Por tanto, el peso corresponde al peso total del vehículo transformado y equipado.5. Se confirma el requerimiento de entrega a UNOPS de los Vehículos de Ambulancia con alineación ybalanceo certificados.7. Toda modificación del vehículo debe estar aprobada por el fabricante del vehículo de acuerdo con la Declaración del Formulario J.11. Se aclara que las láminas de seguridad, corresponden a las películas para ventanas automotrices, que mantienen condiciones de privacidad y protección.ENWe have several questions regarding Form J- Affidavit of the manufacturer of the vehicle:2.) How can the manufacturer sign off that accessories and equipment will not exceed 6 months old, when the modifier is the one will be utilizing the components to transform the base vehicle into an ambulance?4.) Can you please clarify the weight that you are requesting that we verify? Is it the payload, GVW, or the weight of the modification being added to the base vehicle?5.) Certifications on alignment and balancing are not a standard feature that are delivered with vehicles. Is there flexibility in this requirement?7.) What if the modifier changes the wheels to support the ambulance modification? How can the manufacturer sign off on this point?11.) Can you please clarify what security sheets are?Please find the response to each point below:2. The accessories and equipment that the Manufacturer's Affidavit refers to, are the ones that are part of the vehicle without modification. The accessories and equipment in the passenger compartment are referred to in form K.4. In Form J, the vehicle manufacturer must confirm that the weight indicated by the transformer corresponding to the vehicle transformation will be supported by the vehicle. Therefore, the weight corresponds to the total weight of the converted and equipped vehicle.5. The ambulances shall be delivered with certifications on alignment and balancing.7. Any vehicle modification must be approved by the vehicle manufacturer in accordance with the Form J Declaration.11. Security sheets correspond to automotive window films, which maintain privacy and protection conditions.

New clarification added: 16ESRespecto a los plazos de entrega creemos que es importante que la entidad contratante tenga en cuenta el escenario macroeconómico que se vive actualmente en el mundo de la automoción. Los fabricantes de chasis han sufrido tras el COVID una falta de piezas fundamentales para su producción, y esto ha provocado que los plazos de fabricación se amplíen considerablemente. Actualmente hay una gran demanda de vehículos y la oferta no está pudiendo atenderla, alargando los plazos de entrega considerablemente.Los fabricantes de chasis manejan plazos para su producción más extensos que los que solicitan en la oferta. Les sugerimos que consulten a las principales marcas, como Mercedes, IVECO, Volkswagen para que ellos puedan comunicarles directamente los plazos de entrega y así poder tenerlos en cuenta para este proceso.Con los plazos actuales que se solicitan en las bases de licitación, prácticamente la única opción que permiten es que cada oferente maneje un stock de chasis para poder atender la teórica demanda que puedan solicitarnos. Pero la diversidad de marcas, modelos, países con diferentes niveles de emisiones, y la incertidumbre de la cantidad de órdenes de pedido y número de ambulancias lo hacen prácticamente inviable.Por ese motivo les solicitamos que amplíen nuevamente los plazos de entrega que están solicitándolo sobre todo en las cantidades pequeñas e intermedias, para que se acomoden a las circunstancias actuales del mercado.Los plazos solicitados se basan en la experiencia de procesos anteriores ajustadas a las necesidades de nuestros Asociados.UNOPS entiende que las condiciones de mercado pueden variar durante la vigencia de los LTAs, por lo que se procederá a consultar la capacidad de entrega antes de emitir una órden de compra en cada caso.ENRegarding delivery times, we believe that it is important that the contracting entity takes into account the macroeconomic scenario currently experienced in the automotive sector. Currently there is a great demand for vehicles and the supply is not being able to meet it, lengthening delivery times considerably.Chassis manufacturers have longer production deadlines than those requested in the offer. We suggest that you consult the main brands, such as Mercedes, IVECO, Volkswagen so that they can directly communicate the delivery times and thus be able to take them into account for this process.With the current delivery times requested in the bidding documents, almost the only option available is for each bidder to manage a stock of chassis to be able to meet the theoretical demand that they may request from us. New clarification added: 14ESEn este proceso hay tres actores:  el fabricante del vehículo o chasis, el fabricante de la propia ambulancia (Transformador), y el oferente.          Según nuestro criterio el fabricante de la ambulancia (Transformador) es quien es realmente el fabricante del bien que se suministra, puesto que el objeto del proceso es el suministro de la ambulancia y no el suministro del chasis.         En el requisito 2.3 de los criterios de evaluación se menciona:2.3 Si un licitante no fabrica ni produce los bienes que se ofrece a suministrar, debe presentar una autorización del fabricante, completando el formulario E incluido en la Sección III, para demostrar que el fabricante o productor de los bienes le ha autorizado a suministrarlos en el país destinatario.        Solicitamos confirmar si el fabricante de la ambulancia es considerado a todos los efectos el fabricante, ya que esto afecta a la forma de presentar el formulario E y condiciona gran parte de la oferta.         En el anexo E se indica:Para ser elegible para el suministro de bienes, el licitante debe ser el fabricante de los bienes ofrecidos o un único representante del fabricante ante las Naciones Unidas. Si UNOPS recibe ofertas para una marca y un modelo particular por parte de más de un representante designado, UNOPS se reserva el derecho de seleccionar únicamente uno de ellos.         Si consideraran que el fabricante del chasis es el fabricante, cada marca (IVECO, MERCEDES....) solo podría presentarse con un oferente, limitando la posibilidad de que varios oferentes se presenten con un mismo fabricante del chasis, pero diferentes transformaciones. Pensando en que esta situación no tiene sentido, encontramos que lo lógico es que el fabricante sea el fabricante o transformador de la ambulancia y no el del chasis. Solicitamos confirmación.Este requerimiento debe interpretarse de la siguiente manera:Si el licitante es el fabricante del vehículo base y transformador del mismo en ambulancia, no es necesario presentar la autorización del fabricante.Si el licitante es el transformador del vehículo en ambulancia, pero no el fabricante del vehículo base, deberá presentar autorización del fabricante del vehículo base. Es posible que el fabricante del vehículo base autorice a más de un transformador para presentar oferta.Si el licitante es una empresa que comercializa las ambulancias que han sido transformadas por otra empresa, deberá presentar autorización de la transformadora y del fabricante del vehículo base. En este caso la transformadora podrá autorizar sólo a una empresa para la comercialización de su producto.Se solicita ver enmienda 2.ENIn this process there are three actors: the manufacturer of the vehicle or chassis, the manufacturer of the ambulance itself (Transformer), and the offeror.In our opinion, the manufacturer of the ambulance (Transformer) is the one who is actually the manufacturer of the good that is supplied, since the object of the process is the supply of the ambulance and not the supply of the chassis.          Requirement 2.3 of the evaluation criteria mentions:2.3 A Bidder which does not manufacture or produce the goods it offers to supply shall submit the Manufacturer’s Authorization using the Form E included in Section III: Returnable Bidding Forms to demonstrate that it has been duly authorized by the manufacturer or producer of the goods to supply these goods in the country of destination.         We ask you to confirm whether the manufacturer of the ambulance is considered the manufacturer for all purposes, as this affects the way the form E is submitted and determines a large part of the offer.         Annex E indicates:To be eligible for delivery of goods, the bidder must be either the manufacturer of the offered goods or a sole representative of the manufacturer to the United Nations. Should offers for a particular make and model be received from more than one appointed representative, UNOPS reserves the right to select only one.        If we consider that the chassis manufacturer is the manufacturer, each brand (IVECO, MERCEDES...) could only present with one bidder, limiting the possibility of several bidders presenting with the same chassis manufacturer, but different transformations. Believing that this situation does not make sense, we find that the logical thing is that the manufacturer is the manufacturer or transformer of the ambulance and not the chassis. Please clarify.This requirement must be interpreted as follows:If the bidder is the manufacturer of the base vehicle and its transformation into an ambulance, it is not necessary to present the manufacturer's authorization.If the bidder is the converter of the vehicle into an ambulance, but not the manufacturer of the base vehicle, he must present authorization from the base vehicle manufacturer. There are no regulatory limits regarding the type of ambulance chassis for this tender, beyond the related specifications described and detailed in the tender documents.B. Is renovation/re-formation of trucks to ambulances acceptable for this tender if all required is equipped?The specifications describe the technical requirements for every type of ambulance. Floor: In order to produce a single-piece floor, we request the expansion of the requirements, to use projected polyurethane flooring.39.6. The technical specification indicates: “At least one (1) centered bar of scene lights, controlled from the driver's cabin." The requirement indicates that the centered light bar is for the scene. If the centered light bar includes the direction signal, it is acceptable as long as it exceeds and does not reduce the mandatory required technical specifications.37.5. The technical specification indicates: “Internal walls: Fire retardant. Conglomerate or fiberglass materials will not be accepted.” Fire retardant is that material that does not ignite or spread flame or fire. Therefore, self-extinguishing materials are accepted if the self-extinguishing capacity corresponds to this definition.37.1. The technical specification cited is found in section 38.1, which states: “Expanded (or similar) injected polyurethane type thermoacoustic insulation, flame retardant.” The requirement in question establishes the insulation material. The requirement that it be fireproof is indicated in a different requirement. Fire retardant is that material that does not ignite or spread flame or fire. Therefore, self-extinguishing materials are accepted if the self-extinguishing capacity corresponds to this definition and meets the sound insulation requirement.39.1. The technical specification states: “Covered with synthetic material preferably solid linoleum, vinyl, poured epoxy or flat acrylic, resistant to wear.” The proposed material “polyurethane sprayed flooring”, being a duroplastic synthetic material, is contained in the materials accepted in the technical specification. It must also comply with the rest of the technical specifications related to the floor (39.2 to 39.7).39.6. The technical specification indicates: “They must include anchoring devices for incubators in the transfer of neonatal patients.” The neonatal incubator that will be used does not correspond to a specific brand and/or model; Therefore, it is necessary that each ambulance be equipped with a standard anchoring system that provides a secure fastening solution for the transport cart of any neonatal transport incubator.46.5. The technical specification indicates: “Exterior surface coating material: Fireproof and non-toxic.” Fireproof is that material that does not ignite or spread flame or fire. Therefore, self-extinguishing materials are accepted if the self-extinguishing capacity corresponds to this definition.51.6. The technical specification cited is found in section 51.5 and indicates: “Medical oxygen pipe for cylinder connection, flexible, made of high pressure hose. In color according to the requirement of each country of destination.” As indicated in the Medical Oxygen Supply System, each oxygen cylinder (bottle) will be connected to a pressure regulator for distribution to the medical oxygen intakes. The supply pressure from the pressure regulator to the medical oxygen intakes will be around 3.50 to 4.25 kg/cm², so it is required that both the hoses and the internal distribution pipes must be suitable to withstand a working pressure of up to 7 kg/cm², made of anticorrosive material, that does not react with oxygen and suitable for medical use, with high durability. As indicated in section 51.

La alta presión está dentro de la botella de oxígeno, a través del regulador se cambia a baja presión y canaliza y suministra mediante mangueras, a las tomas de oxígeno con una instalación de baja presión, apropiada para uso médico. Entendemos que sería aceptable. Respuesta:7.10. Se solicita revisar enmienda 1. 21.16. La especificación técnica indica: “Al menos un (1) barral centrado de luces de escena, controlado desde la cabina del conductor.” El requerimiento indica que el barral centrado de luces es para escena. Si el barral centrado de luces incluye la dirección, es aceptable siempre que supere y no reduzca las especificaciones técnicas requeridas obligatorias. 37.5. La especificación técnica indica: “Paredes internas: Ignífugo. No se aceptarán materiales conglomerado ni fibra de vidrio.” Como ignífugo se indica aquel material que no se inflama ni propaga la llama o el fuego. Por tanto, se aceptan materiales autoextinguibles  si la capacidad de auto-extinción se corresponde a esta definición.37.1. La especificación técnica citada se encuentra en el numeral 38.1 que indica: “Aislamiento termoacústico tipo poliuretano inyectado expandido (o similar), ignífugo.).” El requerimiento en cuestión establece el material de aislamiento. El requerimiento que sea ignífugo se indica en un requerimiento diferente. Como ignífugo se indica aquel material que no se inflama ni propaga la llama o el fuego. Por tanto, se aceptan materiales autoextinguibles  si la capacidad de auto-extinción se corresponde a esta definición y cumpla con el requisito de aislamiento acústico.39.1. La especificación técnica indica: “Recubierto con material sintético de preferencia de linóleo sólido, vinilo, epóxico vertido o acrílico plano, resistentes al desgaste.” El material propuesto “pavimento proyectado de poliuretano”, al ser un material sintético duroplástico, está contenido en los materiales aceptados en la especificación técnica. Debe además cumplir con el resto de especificaciones técnicas relacionadas al piso (39.2 a 39.7).39.6. La especificación técnica indica: “Deben incluir dispositivos de anclaje para incubadoras en el traslado de pacientes neonatales.” La incubadora neonatal que se utilizará no corresponde a una marca y/o modelo específico; por lo tanto es necesario que cada ambulancia esté equipada con un sistema de anclaje estándar que brinde una solución de sujeción segura, del carro de transporte de cualquier incubadora de transporte neonatal.46.5. La especificación técnica indica: “Material de recubrimiento superficie exterior: Ignífugo y atóxico.” Como ignífugo se indica aquel material que no se inflama ni propaga la llama o el fuego. Por tanto, se aceptan materiales autoextinguibles  si la capacidad de auto-extinción se corresponde a esta definición.51.6. La especificación técnica citada, se encuentra en el numeral 51.5 e indica: “Sistema de suministro de oxígeno medicinal. Tubería de oxígeno medicinal para conexión de los cilindros, flexible, fabricada en manguera de alta presión.” Conforme a lo indicado en el Sistema de suministro de oxígeno medicinal, cada cilindro (botella) de oxígeno estará conectado a un regulador de presión para su distribución hasta los tomas de oxígeno medicinal. La presión de suministro desde el regulador de presión hasta los tomas de oxígeno medicinal rondará los 3.50 a 4.25 kg/cm², por lo que se requiere que tanto las mangueras como las cañerías internas de distribución deben ser aptas para soportar una presión de trabajo de hasta 7 kg/cm², de material anticorrosivo, que no reaccione con el oxígeno y apto para uso médico, de alta durabilidad. Tal como indica todo el numeral 51.
