Description

A.Background

  1. The United Nations World Food Programme, hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience.
  2. WFP has developed the SCOPE system to manage cash or voucher food assistance distributions, utilizing an Android mPOS e-voucher solution. This solution incorporates automated biometric verification, using technologies like fingerprint scanners, to authenticate beneficiaries registered in SCOPE. Successful verification encodes food assistance entitlement onto a smartcard, along with beneficiary biometrics, enabling them to redeem aid. The primary aim is accurate assistance delivery via biometric identification. Ongoing deduplication processes in SCOPE ensure each beneficiary is recorded once. All beneficiary data that contains biometrics in SCOPE is de-duplicated continuously. SCOPE collects this data through various means and retains it within its data store. The biometric algorithm matches against the deduplication engine's "biometric gallery" (ABIS) of unique identities. A match prevents enrollment into ABIS, informing SCOPE of duplication. Absence of a match results in enrollment.
  3. The WFP Technology Division seeks an Automated Biometric Identification System (ABIS) software for biometric transaction processing, together with support and maintenance services.

 

B.The purpose of this EOI

  1. The purpose of this request for expression of interest is to invite suppliers to express their interest in providing, supporting, and maintaining ABIS software for biometric transaction processing. WFP will identify suppliers of ABIS software for biometric transaction processing, with verified technical and financial capacity to provide, support and maintain it. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
  2. Eligibility to participate in the proposed tender will be determined based on the match of your software to our needs and your technical and financial capacity to support and maintain it.
  3. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

 

C.How to prepare and submit your Expression of Interest
