The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit the bid for supply of Fixed Type Digital X-ray Machines for National TB Programme in Myanmar, as further described in the Schedule of Requirements and UNOPS General Conditions of Contract as set out in this Invitation to Bid (ITB).

The Technical Specifications of Generator, Electrical Power and Accessories, were amended in the Section III-Returnable Bidding Forms as below: Generator: “mAs range: 0.5 ~800 mAs” was deleted.Electrical Power: Single Phase 230 VAC ± 10%Accessories:“UPS for the computer with 30 minutes backup” was removed and the following requirement was replaced:a. 1 offline UPS, 1.2KVA for Operating (acquisition) Station (doctor's room)b. 1 online UPS, 3KVA for Independent Workstation + Dry Film Imager Please see the revised "Section III: Returnable forms" under the Document section. All other terms and conditions of the ITB document remain unaltered.

New clarification added: Questions: 1. GeneratorConsidering the below requirements:- Minimum of 500 mA unit with Multipulse microprocessor controlled high frequency inverter with ripple factor 30kW or more- mAs range: 0.5 ~800 mAsThe first requirement of 500 mA minimum current can be reachable by using for example a 40 kW or 50kW, with maximum mAs value of 500 mAs or 630 mAs. These generatyors can be single-phase, as per Electrical Power UNOPS requirement, but they don't reach 800 mAs.The second requirement could be fullfilled with a 65 kW generator, but it can be 3-phase only.Since Electrical Power is accepted only single-phase, we kindly ask to delete the requirement mAs range: 0.5 ~800 mAs or to modify to mAs range: 0.5~630 mAs.UNOPS reply:Thank you for the question. The amendment is being issued and has been removed the "mAs range". Questions: 2. AccessoriesUPS (of 3 KVA) for the computer with 30 minutes backupSince the required configuration includes 1 Operating (acquisition) Station, 1 Independent Workstation, 1 Dry Film Imager with three trays, considering that the workstations and printer could be in different rooms, we would prefer to provide 1 UPS 1300VA for Operating (acquisition) Station + 1 UPS 2200VA for Independent Workstation + Dry Film Imager, to be able to support all the digital parts in case of black-out for at least 30 minutes. New clarification added: Question: The set-up for pixel/matix size is not a usual one on the market. We can offer a set-up with 100µm and 4k x 4k, however it will be an expensive solution. We can recommend a set-up that is very common at the market, provides fully satisfactory quality and is much more cost-efficient: 139µm and 3k x 3k.Would you accept the latter solution?UNOPS reply: The required Image matrix size is 2k x 2k or more. The pixel size has been removed. Amendment II is being issued.

New clarification added: Question: 3.Detector specification: Image matrix size 2k x 2k or more, Pixel size : No more than 130 µm Question:Normally the configuration on the market is like this: If Image matrix size is 2K*2K ,the pixel size will be larger than 130um.If Pixel size is not more than 130um , Image matrix must be around 4K *4K, which is more expensive than normal detector. New clarification added: Question: for electrical power - single phase 110/230 VAC +/-10%, Input power 30kW are requested.Our solution is three phase 380 VAC, we checked that it is workable and common in the destination country. Would you accept such parameters?UNOPS reply:As per the site situation, only the single phase can be used as per provided specifications.

Generator : 500mA X Ray generator but mAs range is 0.5~800mAs.Question : Why 800mAs for 500mA X ray system and what is max mA at 100kV required?UNOPS reply: The requirement is minimum 500mA at 100 kV. You can offer the appropriate one compliant with the requirement.2. Horizontal Bucky Table : The requirement is the 4 ways floating table top but "Tube movement should be synchronized with the table so that the SID is maintained automatically"Question : The table is 4 ways table OR 6 ways table, please kindly confirm.UNOPS reply: The requirement is the 4 ways floating table top only. New clarification added: Question: As per bidding documents, it is stated that there is a minimum requirement of 500mA for the generator. But then also stated a mAs range: 0.5 ~800 mAs. Please advice if an equipment offering >500mA would meet criteria. UNOPS reply: The requirement range for Generator is from 500 to 800 mAs.

New clarification added: Question: Regarding 150kV or better stabilizer for X-Ray and DR system, our complete system would only require 50kV for the whole system . Supplying 150kV would be over spec. Please advise whether we can supply 50kV or we MUST supply 150kV. Thank you!UNOPS reply: The actual requirement is “Minimum 50 kVA or better stabilizer for X-Ray and DR System”. New clarification added: Question: Delivery time looks like 60 days after contract. But it is impossible to delivery 11 pcs system in 60 days delivery to there. We are manufacturing company in Turkey since 2001 but seashipment may take at least 60 days from Turkey to there?We need 60 days additional day to manufacturing. UNOPS reply:We are sorry to inform you that due to the needs of Programme activities, it is not possible to extend the delivery lead time.

New clarification added: Question: If I may ask that if the bidder(my company) can participate the tender jointly with the an agent (or distuributor) of manufacturer who is a registered company in Myanmar with more than one-year-long experience? Thank you.UNOPS reply:The joint venture partner is allowed as the bidder. The detailed information is described in the Form A and criteria sections.For JV to qualify: 1. All parties of such joint venture, consortium or association shall be jointly and severally liable to UNOPS forany obligations arising from their offer and the contract that may be awarded to them as a result of the solicitation process;2. The offer shall clearly identify the designated entity to act as the contact point to deal with UNOPS, as detailed in Form A.3. At least one of the JV member shall meet the requirement of being manufacturer or authroized agent and experiecne, as per ITB.
