Description
The United Nations Global Service Centre (UNSGC) requires the services of an appropriately qualified Contractor for the provision of Un-Armed Security Services, including maintenance and repair services of its CCTV surveillance systems and RFID access control systems at its premises at the United Nations Information and Communication Technology Facility (UNICTF) in Valencia, Spain.
The UNICTF is located in a delimited area of 69,000 square meters comprised of fixed buildings, prefabricated modules, two warehouses, a cafeteria, three gates (main gate, pedestrian and emergency exit gate, and an adjacent staff and visitor private vehicles parking area of approximately 19,000 square meters).
The unarmed security services must be provided on a 24/7 basis, 365 days a year with a minimum of five (5) security guards. The Contractor shall, under such an arrangement, ensure that the buildings and premises monitored remain un-compromised, access to the facility monitored, and that fire and safety prevention measures are vigilantly maintained.
The security services to be provided shall include but not be limited to the following:
• Monitor and manage the UNICTF main entrance, vehicle, and pedestrian gates.
• Monitor for physical intrusion, CCTV and RFID access control systems, smoke and fire detection
alarm systems, and Public Address (PA) system, and coordinate the related response.
• Perform patrols by foot or vehicle, enforce facility security and safety rules, and other generic
security tasks.
The Contractor shall be responsible for providing appropriately equipped and trained personnel, with background inspections completed by the National Police, and having sufficient security personnel to meet the UNICTF’s needs.
The Contractor shall provide and maintain a 24/7 Backup Structure and System from its Head Office, which shall be active with authority to call up/trigger the provision of experienced and qualified backup assistance, equal in qualifications, experience, and training to the security guards regularly assigned to the UNICTF.
The maintenance and repair of the security equipment systems may be subcontracted; however, the subcontractor shall be subject to the UNGSC’s approval. The Contractor shall be fully responsible to the UN for the acts and omissions of their subcontractors and persons directly or indirectly employed by them.
Qualifications:
To be eligible to perform the required services, the Company shall obtain administrative authorization and be registered in the National Private Security Registry of the Ministry of the Interior of Spain and comply with the Spanish Law regarding private security services (Ley 5/2014 de 4 de abril de seguridad privada and its registration as per Article 11 and 18: “Registro Nacional de Seguridad Privada del Ministerio del Interior”).
The Company shall be in the security business for more than five years and can demonstrate experience in providing similar services without any adverse history of performance and shall have a minimum of five security guards dedicated to UNICTF.
The term of this contract will be for an initial period of three (3) years, with an option to renew for two (2) additional one-year terms, not to exceed five years, at the sole discretion of the UNGSC.
