ECOS Software Maintenance
1. Introduction
1.1 Scope and Core Organizational Requirements
The ECOS system is one of the core information system projects in the International Criminal Court.
It is a software solution (one overall CMS - Judicial ERP system), integrated with some core
applications, which will support the Court practice and enable more timely information for
automation of organizational judicial functions and contribute to the case and management,
decision tracking and information dissemination.
The Electronic Court System consists of functionality to manage key judicial areas. The ICC now
requires an external company to provide software maintenance services for tasks related to this
application.
The ICC becomes the owner of intellectual property derived from source code programmed and
delivered by the contractor to the court as part of the Electronic Court System project.
1.2 ECOS current release
The current release of ECOS includes functionalities for the support of court management related
activities. The Information Services Unit of the ICTS provides production support and maintenance
for this system. These are the areas covered by ECOS:
Translation and Interpretation Management
Translation and interpretation related activities – whether related to case documentation or administrative matters
Case Management
2. Provision of Software Maintenance Services
2.1. Introduction
It is envisaged that the selected vendor will assist the ICC in the software maintenance including
development and testing of the ECOS modules based on the technical requirements exposed in this
document. The costs associated with such service will be charged as a time and material in response
to ICC explicit demands in the form of work orders.
2.2 System development standards and technical documentation
ICC will provide appropriate guidelines containing a unified set of Java standards to be used on the
ECOS Interpretation and Field Interpretation modules.
The court will provide a development environment for each platform at the Court premises.
Should the vendor suggest off-site development, it becomes their entire responsibility to setup such
development environments. Delays due to difficulties setting up these environments should not
affect the pricing, or be charged as part of the consulting services.
2.3 Deliverables
The Court expects the service provider to deliver a monthly software release based on each work
order item agreed for the monthly sprint.
2.4 Timeline
The project is planned to last one year and may be extended per year for up to 2 years more but always subject to budget availability.
2.5. Critical success factors & Quality Assurance
The ICT Section of the ICC, in close collaboration with the users, will assess the quality of the
products and services supplied.
A critical factor for the success of this agreement is the selected vendor understands of software
development in-house technical capabilities and the ability to complement it.
The Court will only consider CMMI certified service providers (level 2 and up).
3. Services specifications
3.1 ECOS Platform / Technical Information
The Electronic Court System is a web-based J2EE application. It runs within the Oracle Internet Application Server (IAS). The comsecond tier uses secured hypertext transfer protocol (HTTPS); second and third tier is not encrypted.
3.2 External Interfaces
The ECOS will be integrated with the following systems:
- The Court’s Electronic Document Management System (TRIM)
- The Court’s e-mail system (MS Exchange)
- The Court’s ERP system (SAP)
- User network account management (Active Directory)
- The ICC in-court evidence presentation software (Ringtail Legal 2005)
