The RFQ document is issued as one (1) Lot.

New clarification added: Q#11: We have only one question about the submission of the bid documents, Would you please advice how to submit online or hard copy?A#11: Please submit your bid through UNOPS eSourcing. The guideline on how to submit your bid through this platform has been uploaded in the documents section.Q#12: Reference to the subject RFQ, we would like to seek the below clarification for the Ambulance in line item 2. We have obsereved the minimum EURO standard required in the RFQ doccument is EURO 6 and such emission standard in diesel vehcile is availaible in EU region, as per our experience in afghnaistan we believe vehciles other than toyota will not be suitable for the drive terrain of destination. The toyota vehicles are prominent in the region and even the after sales service/warrnaty, parts availaibility is not an issue which may not be the case in EU make vehciles. Please let us know if the above requirment can be nullified and we can offer Toyota Hiace Van which will suit destination drive terrain.A#12: Please refer to the amendment #1 uploaded in the document section.Q#13: We understood that euro 6 and 5 doors ambulance vans are mandatory and we understood that this specifications are NOT Hiace Vans. If we offer another brand which comes with euro 6 and 5 doors as per your specifications which is highly costed due to its import from another region and spare part maintenance and warranty with production time of 6 months plus two months transport time to Dubai and ambulance customizations and one month transport and paper clearance to Afghanistan which means 9 months time will be given to companies for this particular ambulances?A#13: Please refer to the amendment #1 uploaded in the document section.Q#141) As explained the benefits of Toyota Hiace in Line item 2 over other EU vans, we would also like to bring this to your notice NON of the toyota Diesel Van has twin-rear door, please let us know the lift up type single rear door is acceptable?2) We would also like to know the frequency of services required by UNOPS for the proposed vehicle , please let us know the same (i.e after how many Kms or after how many months UNOPS need the services to be done) so that we can give you more accurate prices and schedule.A#14:1) Please refer to amendment #1.2) 12 months or 20,000km whichever occurs the first.Q#15: This is regarding the technical specifications of Van vehicles, if you could kindly clarify the following point;Toyota Hiace does not consist the Engine Generation Euro 6 and Rear Double-Door Specifications. If we are going to another brands the Production, Delivery and Conversion to ambulance will be taking extended time exceeding UNOPS Requiremnts (8-9 Months) and the cost is much higher Toyota. A#15: Please refer to amendment #1.Q#16; Please let us know;1) Can the Delivery time be 8- 9 Months.2) Any other brand not Toyota with higher cost acceptable.3) Warrantly, After Sales Services will be much difficult for other brands instead of Toyota (Due to un presence of spare parts and Mechanical services in local market).A#16: 1) Please refer to the delivery requirements in the RFQ.2) Please refer to amendment #1.3) Please refer to amendment #1.Q#17: we are interested to participate in the mentioned tender, due to the following reason we request the extension of the bid closing date.The proposed specification for the SUV Land Cruiser meets the Toyota Specification of Hard Top 4X4 WD While for the Van the Euro 6 Engine Version and twin rear doors are not available in the region especially in Toyota while approaching for other manufacturers or brand across the globe is taking time so please kindly extend the closing date.A#17: Please refer to amendment #1. The submission deadline has already been extended till 08 August 2023.Q#18: We cannot open file-Drive Supplier Sustainability xlsx file. A#18: Please download the DRiVE form, open in recent excel sheet or google docs.

New amendment added #1: Please refer to the amendment 01 uploaded in the document section for revision of the technical specification for van-ambulances.Furthermore, the deadline for submission of quotation has been extended till 08 August 2023 @16hrs (04PM) Kabul Afghanistan time.

New clarification added: Q#10: Clarification required for the UNOPS minimum technical requirements - Ambulance Vehicle Van i. Engine Generation: at least euro 6j. Number of Doors: 4, of which mandatory right side sliding and twin rear doors.The euro 6 Vans comes with five doors as per specification however the euro 6 Vans are not common/available in our region.Transporting the euro 6 vehicles to our region will be very costly and time consuming and most of the regions there is no export from one region to another please advice.Available Vans in the region will come with four doors (two front, one sliding and one rear door).A#10: Regarding EURO 6 standard, it is the emission standard for pollution. It is not related to the number of doors. The requirement of EURO 6 is reviewed and accepted by the project stakeholder. This standard is applied by many companies from non-EU countries as well. Please note that UNOPS technical requirements define a number of doors - four (4), of which mandatory right side sliding and twin rear doors.

New clarification added: Q#9: Ref to RFQ/2023/47801 for supply and delivery of 14 unit of Ambulances for UNOPS.The DRiVE Supplier Sustainability Questionnaire cant be opened, could you please revise and share the correct one please?A#9: The quantity of the ambulances are 15 units. Please refer to A#1 for DRiVE form.

New clarification added: Q#3: In reference to ITB - Qualification Criteria:'Bidder should have completed at least one (1) similar project (ambulances) with a value not less than US$600,000 in the last 10 years. A project reference list should be included, which includes the project scope and total budget (Form D) along with the contract copies.'We kindly enquire the possibility for you to consider to accept bidder's previous ambulance project(s) with a value not less than US$500,000 in the last 10 years, as this will greatly influence the overall quantity and quality of bids received, in favour of the urgency of this tender. A#3: Qualification criteria cannot be changed.Q#4: What is the required year of production for the ambulances? Can vehicles from other years be converted into ambulances or do they have to be brand new?A#4: Please see the schedule of requirements.Q#5: Is it possible to extend the deadline for submitting a bid by at least 10 days, considering the local context and situation in Afghanistan?A#5: Please refer to response #2.Q#6: Can the requirement for a bank statement showing half of the quoted price be excluded from the technical evaluation for bidders with a good reputation in the market who can collect the required number of vehicles with just a phone call?A#6: Evaluation criteria cannot be changed.Q#7: For the technical criteria, is it acceptable if a bidder has supplied vehicles of a similar nature, even if they were not specifically ambulances, and if the cumulative value of several contracts meets the required amount of US $600,000?A#7: Please refer to the evaluation criteria and please note that the criteria cannot be changed.Q#8: Is there a specific template for the line of credit that banks should use, or are lines of credit issued by banks acceptable to UNOPS for this tender.A#8: There is no specific template for line of credit. Bidders line of credit shall be unconditional.

Please download the document and open using the recent excel version.Q#2: We would like to request for an extension to submit our bidding for this tender in order to provide you a comprehensive & competoitive offer considering your requirement . Kindly consider our request.A#2: The deadline cannot be extended due to the urgency of the requirements.
