As soon as the infrastructure is provided, it will pass the 130 days indicated.3. What is the extent of detailed biometric information from patients?Those provided by rural doctors and medical devices that allow interoperability with Telemedicine Platform.4. Will the chronic care management be handled as non-complex or complex?This response should be assessed by the Georgian health system, as the models of care are medical criteria. Being a primary care model, complex cases would be referred to the specialist, the idea is to identify them and anticipate them through telemedicine.5. Is it sufficient to declare that it will open a representative office there when bidding for the "Opening a representative office in Georgia" section in section C34 of section 2 of the documents? Does this representative office have to be opened before the offer or after the contract?At least it should be at the signing of the contract.6. Is CPT coding system excluded? New clarification added: In reference to Section Z 'Product Certifiation' #77, #79, #80 and Section ZA 'Semantic' #81,Would USA certification equivalent, specficially the rigorous requirements for cloud-based solutions set by the USA Government Federal Risk and Authorization Management Program inclusive of continuous monitoring from a 3PAO - FedRAMP Moderate (NIST 800-53 Certification) suffice? In the spectrum of data security, privacy and health informatics, NIST 800-53/FedRAMP is considered more secure due to the audit and ongoing monitoring requirements. In reference to Section ZA 'Semantic' #82-#84, What type of certificaiton is required? Or is it an attestation of compliance? In reference to Section Z 'Product Certifiation' #78,Would USA norms of 'Section 508' compliance (attestation) be consdiered equivalent? In question 5 we asked if a local subcontractor was enough to fulfill this requirement (local partner) and we understood that the answer was affirmative. We would appreciate to confirm this point. Telecare Platform is software, so we don't know if this form is wrong or if we can adapt it to software. Dear bidder, You should provide the Manufacturer's authorization form for the software. New clarification added: Dear bidders, Here is the Q&A minutes from the pre-bid conference on 21 July 2023. #QuestionResponseQuesion 1: What is the profile and number of people who need to be trained as part of the user-trainings? Answer 1: 1-2 doctors per ambulatory need to receive the training. Rural doctors dont have sound technical skills so this needs to be considered while bidders develop the contents of the training. Approximate number of patients of all 50 rural outpatient clinics that may benefit from telemedicine services is 120,000.Question 2: Architecture of the solution - Should data be stored locally in every ambulatory or on a general server in Georgia? Do you have an existing server which can be used for storing the data? Answer 2: The data should not be stored in each laboratory, but rather existing data centers in an IT agency, Georgia. Question 3: TP shall have an ability to integrate with existing Electronic Medical Records (EMR/EHR). Do you have a list of systems that the platform needs to integrate with in each ambulatory?Answer 3: TP should be able to transfer the data to electronic health reports, either directly to EHR or via the electronic medical reports. Mainly, the TP should have the possibility of integration when required. In addition, TP should have the ability to get the information from the medical devices that it will be working with and send this information to the EHR. Question 4: Will there be any field work/site inspections?Answer 4: There might be different types of monitoring and inspection visits during and after the delivery and installation of the software in ambulatories. There is the performance security of 5% included as one of the tender requirements to ensure the contractor’s performance. Question 5: Is it required to have an existing local partner in Georgia? In case of software developement, is it relevant to get payments after delivering of each planned Releases (invoicing)?
