New clarification added: Answsers to clarifications (1/2) :1. Please note that the requested technical specifications can be found in many brands and are not restrictive. The ToR are clear, proposed goods must be compliant to our minimum technical requirements.2. Question : The criteria asks for “similar project: Delivery and installation of security forces communication equipment for public security entity (e.g Police, National Guard, Army) in the MENA region)”.Simalar Experience in a developing country is accepted. 3. Question : Form H is indicated as optional in the eSourcing portal. Is it mandatory for an International bidder to present a local partner in the case the bidder intends to fly in technical personnel to fulfil the project? As per our ITB Criteries "Bidder (if not local) must have a legal official local representative in Tunisia with capacity to install the goods in Tunisia and to provide after sales"4. Question Will an unfavourable answer be grounds for disqualification of a bidder? We kindly invite to check eligibility criteria, qualitification criteria and technical requirpeent, disqualification of bidder is only when bidder is not compliant to our ITB criteria5. Questions : Vehicle Communication TerminalSupport private calls, PTT, broadband data, SMS/MMS, video surveillance and video dispatching.- Q.5.a. Are the Broadband Data, SMS/MMS, Video Surveillance and Video Dispatching required or do we simply need to show support for future expansion? It’s requiredQ.5.b. Due to the requirement of (all) PTT, SMS, MMS, Video Surveillance and Video Dispatch if required at this stage, our solution integrates two components/solutions to fulfil the full requirement. Will this be acceptable? It will be acceptable if your proposal will be compliant with our technical minimal requirement.Q.5.c. The 4G LTE Band 28 FDD (Frequency Division Duplex) LTE spectrum has an Uplink Frequency Range of 703-748 MHz and Downlink Frequency Range of 758-803 MHz. Kindly clarify what is meant by your requirement stating “3-733 MHz (uplink and downlink 758-788 MHz)”.Compatible with the LTE FDD band 283-733 MHz (uplink and downlink 758-788 MHz)Q.5.d. We kindly compel UNOPS to open the OS requirement to others including Linux. Limiting to Android and iOS limits other possible solutions. Considering the Public Safety use-case required, Linux is potentially more secure and it does not limit it from working with other Android or iOS devices. These OS were required for compatibility and security reasons, in addition they are used by different brands and providers in the market, therefore it’s not limited …,Q.5.e. May we know which Operator’s SIM Cards are preferred?Local operator which will be chosen laterQ.5.f. Please confirm that the end-user will be responsible in paying for applicable Data services to the network operator?YesQ.5.g. Would a separate GPS and LTE antenna be acceptable instead of an integrated GPS/LTE antenna?YesQ.5.h. Does the above mention of “2” mean two (2) sets each of GPS and LTE antennae per Vehicle Terminal are required?02 antenna per vehicle, one for GPS and other for LTEQ.5.i. Since you require two (2) antennae unless misunderstood, does it mean one set is a spare?yesQ.5.j. Kindly clarify what you mean by direct mode. Direct mode normally applies in conventional radio PTT whereby radios can speak to each other directly without passing through a repeater. Since this is an LTE PTT solution, what does direct mode mean? Do you mean one-to-one direct private calls? It’s direct private callsQ.5.k. Is it mandatory to restrict to USB?For reasons of compatibility with the existing system we require USB."Provide 1 Body camera as accessory (Support LTE & 4K video recording, ≥ 32GB memory, ≥10hours video recording, meet MIL-STD-810G, IP68)"Q.5.l. is Full HD recording acceptable ?AllowedQ.5.m. Do you need Fixing Accessories for the BWC to the Uniform? How will the BWC be fixed on the officials? The Fixing Accessories would be required.Yes requiredQ.5.n. How will the video footage recorded by the BWC be off-loaded from the BWC? We do not see a provision for the infrastructure or this off-loading requirement. The infrastructure already exists, the new solution will be integrated into itQ.5.o. Once the footage is off-loaded, how will it be stored? We do not see a provision for this in the requirement. The infrastructure already exists, the new solution will be integrated into itQ.5.p. For the off-loading and storage of the BWC recording, do you already have an On-premise Server and Storage Infrastructure in place? The infrastructure already exists, the new solution will be integrated into itQ.5.q. If you do, may we have technical specifications of the Server and Storage infrastructure in place for this purpose?Confidential information, but the existing infrastructure is compatible with the needs, so the supplier will not have to worry about implementation or integrationQ.5.r. If you don’t would you like us to provide for this? If so, do you need an On-Premise solution of would also accept a Cloud-based solution? Kindly provide more information on how you intend to off-load the recording and how you intend to store the recording.Confidential information, but the existing infrastructure is compatible with the needs, so the supplier will not have to worry about implementation or integration Q.5.s. Trunking applies in conventional radio PTT and is not a usual term in LTE PTT. Trunking enables radio channels to be pooled by multiple user groups. This is also achieved by LTE PTT but is not normally called trunking. By this requirement, may we understand more on what you mean? Is this solution in line with your LTE PTT requirement (a broadband trunking)? Solution is in line with our LTE PTTrequirementQ.5.t. Is this audio and video recording from the Body Worn Camera or from the LTE PTT Devices or both? Also, recall Q.5.n. to Q.5.r.The infrastructure already exists, the new solution will be integrated into it.
