Objective: To develop a short immersive VR virtual reality documentary film experience that explores the political, social, and cultural implications of the separation wall in the West Bank. The purpose of the VR film is to increase public awareness and understanding of the complex issues surrounding the wall. Scope: The filmmaker(s) will be responsible for developing and executing, in close consultation with the UN DPPA Division for Palestinian Rights (DPR) project team, the creative vision and technical aspects of the film production process. Key responsibilities will include: 1. Conceptualizing and developing the overall creative direction and storytelling approach for the film, in consultation with the project team and relevant stakeholders. 2. Conducting pre-production research and planning, including identifying locations and interview subjects, securing permits and access, and developing a detailed filming schedule and production plan. 3. Recording a series of interviews with policymakers, NGOs and individuals on various aspects of the separation wall. 4. Filming and capturing high-quality virtual reality (360-video) footage using specialized cameras and equipment, in compliance with all applicable legal and ethical standards. 5. Overseeing the post-production process, including combining and editing the footage, adding voiceover, sound effects and music, and integrating any other elements such as subtitles. 6. Ensuring the timely delivery of the final virtual reality film, in accordance with the established timeline and budget. 7. Maintaining open and effective communication with the project team and other stakeholders and responding promptly to feedback and input throughout the production process. 8. Adhering to all applicable legal and ethical standards related to the production and use of the film content, including obtaining all necessary visas, permissions and releases for any individuals or locations featured in the footage. 9. This documentary will be carefully produced to present an accurate and authentic portrayal of the subject matter. The filmmaker(s) will take the utmost care to verify the information and footage included in this documentary. Footage may be condensed or edited for clarity and length; however, the factual accuracy and integrity of the content will be maintained throughout. Outputs/ deliverables: The desired output of this project is an immersive virtual reality film with a runtime of approximately 7 to 10 minutes. The film should offer viewers a thought-provoking, engaging and informative experience using 360º-degree video footage, allowing them to explore and perceive the environs of the West Bank separation wall and its effects on the local population. The final edited version of the virtual reality film should be delivered in the format(s) and resolution(s) required for compatibility with virtual reality platforms and headsets such as Oculus, as well as a version that could be posted on YouTube. Locations: Filming and interviews will take place in at least five different locations in the West Bank (including East Jerusalem) to be agreed in discussion with DPR. Supervision of work: The work of the vendor will be supervised by the UNISPAL team in DPR. The vendor will e-meet with a designated focal point regularly to discuss progress, obtain feedback, and agree on content. The focal point and UNISPAL Team Leader will evaluate and certify delivery of work. The evaluation of the vendor’s performance will be based on: • Completion of tasks specified in the Terms of Reference (ToR). • Compliance with the established deadlines for submission of deliverables and the requirements of the ToR. • Quality of work. • Final acceptance of the product by DPR and relevant stakeholders. Qualifications and specialized experience required of the vendor: • Strong background in virtual reality film production. • Proven skills and experience in filming 360º video. Needs to present a portfolio. • High level of planning and coordination and communication skills. • Attention to detail. • Ability to produce quality work within deadlines and under pressure. • Passion for using virtual reality as a storytelling medium to engage and educate audiences on important social and political issues. • Fluency in Arabic and experience working in the Middle East.
