PURPOSE OF THE RFP

The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable audio visual equipment and IT System RENTAL Service contractor to supply, install, set-up and operate a full Audio-Video Conference system, computer stations and colored multifunction network printers for the Asia Pacific Strategy on Emerging Diseases and Public Health Emergencies Technical Advisory Group (APSED III TAG) Meeting from 27-29 June 2023 at the Philippine International Convention Centre (PICC) in Manila, Philippines.

BACKGROUND

Since 2006, three iterations of the Asia Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED) have guided efforts to implement the revised International Health Regulations (2005) (IHR) and strengthen capacities to detect and respond to public health emergencies in the World Health Organization (WHO) South-East Asia and Western Pacific Regions. These capacities and the APSED approach have provided a strong foundation for countries in the Asia Pacific to respond quickly and effectively to major public health emergencies, including the COVID-19 pandemic.

The 2023 APSED Technical Advisory Group (TAG) Meeting will be the first meeting held in-person since the start of the COVID-19 pandemic. It will mark the formal presentation of the draft health security action framework to Member States and TAG members for bi-regional discussion and collaborative review. The meeting will also continue to provide an annual forum for health security stakeholders in the Region to discuss common priorities and coordinate efforts to strengthen health systems that are prepared, resilient and ready to respond to public health emergencies.

For this hybrid meeting, a combination of audio-visual and computer base conference equipment with language interpretation and auto focus camera features, is now being sourced from local technology service providers who have experience in international types of meetings and are available to support in hosting this year’s APSED III TAG meeting at Philippine International Convention Center (PICC), Manila, Philippines on 27-29 June 2023.

REQUIREMENTS/WORK TO BE PERFORMED

WHO requires the successful bidder, the Audio Visual Equipment and IT System RENTAL Service Contractor, to supply, install and operate a full Audio-Video Conference system, computer sets and colored multifunction network printers to one-plenary function room, five breakout room and two secretariat room for the APSED TAG Meeting from 27-29 June 2023 at the Philippine International Convention Center in Manila, Philippines. CHARACTERISTICS OF CONTRACTOR

The AV Equipment and IT System RENTAL Service contractor must the following:

1. An accreditation (Manufacturer’s Certificate of Standand and Systems compliance, Product Certification, and by relevant Philippine government certifying body for the supply and installation of Audio-Visual and IT Systems) or an on-going accreditation process by a certified accreditation body

2. Proven experience in the field of Audio-Visual and IT conference systems integration RENTAL Service with at least 5 years experience in the operation of devices and systems supply and installation and with good client base; and

3. Previous work with WHO, other international organizations and/or major institutions in the field of Audio-Visual conference equipment and IT systems;

4. Experience in providing full RENTAL service to supply and install an AV and IT conference systems from reputable companies, Major government agencies and/or UN and International Organizations
