This RFP covers ten work packages that relate to cost and impact modelling. It is largely envisaged that the development of cost models/tools  and impact models will be done in such a way as to allow for integration within the Integrated Health Tool (IHT). The IHT is the name given to the ongoing migration and redesign of the OneHealth Tool (OHT) within an online platform. The IHT is therefore intended as a comprehensive health systems tool which covers many different interlinked health programmes, diseases and health systems areas, all connected through a common framework and modular structure.

Access to the beta version of the Integrated Health Tool can be granted upon request.  It should be noted that access will be given to a beta version of the tool as it is still under development and not yet publicly available. For this reason, bidders should only use the link for purposes of the proposal and not share the link further.

Subject: Request for Proposal Long Term Agreement on Cost and Impact Modelling services (2023-016_UHL-HGF_CostModellingLTA) – The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder/s and select a suitable Contractor to support the development and application of models for costing and health outcomes/impact. This includes developing model parameters, building databases for default data; designing online models, integrating models into the IHT, support testing and validation of models, ensure ongoing maintenance and updates to the models; develop accompanying documentation and training materials; support capacity building on models and tools; support applications of models and tools to conduct scenario analysis to inform costed plans, priority setting processes, resource allocations, and investment cases. Bidders may submit proposals to become an LTA provider for one or more of the areas of work detailed in the RFP document.

IMPORTANT NOTE: Interested vendors must respond to this Request for Proposals (RFP) using the WHO electronic tendering portal, via the UNGM portal. In order to access the full WHO RFP details, request clarifications on the RFP, and submit a vendor response to a tender using the system, vendors need to be registered with Basic Level as a WHO vendor at the UNGM portal and be logged into UNGM.

This Request for Proposals is not opened to Individual bidders.

 

PLEASE NOTE: WHO normally expects Bidders to express their intention to bid short after the publication of the RFP. Clicking on the blue “Express Interest” or on the “Opt In” button (bottom of the “RFP Document” tab page) is not a formal Intention to Bid. Bidders must refer to the RFP documents to get detailed information on this process.

 

The timely and successful registration with UNGM as well as the validity and number of contact details entered in the UNGM registration are the sole responsibility of the vendor. WHO cannot be held responsible for missed or delayed communication resulting from a bidder’s inaccurate or wrong registration and will not modify the RFP process or timelines to accommodate such inconvenience.
