New clarification added: Please can it be confirmed how any deficit in the number of Field Carriage kits will be made up for students attending the DSIM TOT who did not attend the Advanced DSIM training?Response: Equipment is issued to the forensic police. It is not issued to individual participants. Replenishments if kits solely applies to materials from kits used during the different training modules, ensuring that by the end of training delivery, the forensic police is issued with the amount of kits as described in the RFP

New clarification added: Our organisation has expressed interest in submitting a proposal for UNOPS Tender RFP/2023/45917RFP Services - Capacity Enhancement of the Forensic Police to Mitigate the Threat of Improvised Explosive Devices in Libya.Our Organisation was previoulsly pre-qualified to render all ETM Services but 7 has since lapsed, and a submission for pre-qualification in those7 fields as per PQ/2022/44853 ETM SERVICES has been submitted. Currently awaiting the outcome.Pre-qualified for the following:i. Battle Area Clearance.ii. Explosive Ordnance Disposal.iii. Manual Mine Clearance.iv. Explosive Ordnance Risk Educationand Small Arms and Light Weapons Risk Education.v. Non-Technical Survey.vi. Quality Management.vii. Technical Survey.Please confirm whether we can continue to prepare the proposal in order to submit prior the deadline as stipulated in the RFP. For these items, certification and trial results are not required, as mentioned in the description box: bidders to provide “A full breakdown/description of kit contents and kit bag.” And as mentioned in the table containing the suggested field carry-case contents, bidders to include details of proposed items in their technical proposal.

Movement of personnel and equipment.Contractors are to abide by UNMAS Libya security information only, which UNMAS Libya willreceive from its security governing body UNDSS.Question:Do you have a UNDSS road safety strategy specific to Libya? (PPE, Escort…etc)Is there restriction or obligation for all the transport for trainers from accommodation to traininglocation and between training location and demolition area?Response:The UNDSS security considerations apply only to UN staff in the country and the contractor is not expected to apply the same. However, updated security information will be provided to the contractor during contract implementation. The training location is in a low security zone whilst the demolition pit is in a medium/high security zone. UNOPS does not envisage any restrictions on movement for the contractor staff/ trainers. In case the security situation might change during the mobilisation and/or implementation period, information will be provided accordingly. The contractor is expected to manage security for their own staff and trainers throughout the period in Libya.

New clarification added: Question:Could UNOPS provide an indication of the location of the Forensic Police Training School to enable bidders to select hotels that match the criteria of “recommended maximum 5 miles distance from the training venue”, as stated on page 24 of the SOR.Response:As per Para IV: Activities of the SOR, the Forensic Police Training School is located near the Police Training Academy in Salah Elddien district of Tripoli.Question:From our research, flights between Sabha and Tripoli are unavailable. The routing for flights between Benghazi and Tripoli involve two layovers in other countries resulting in over 30 hours of travel time. Due to the length of these layovers there may also be requirement for visas. As such, would UNOPS find it acceptable for bidders to propose alternative travel arrangements for students and their escorts?Response:Internal flight from Sabha and Benghazi to Tripoli and vice versa are available. Bidders are encouraged to consult with local airlines and/or travel agents. Indirect flights with layovers in other countries are not acceptable.

For the avoidance of doubt could UNOPS confirm if Forensic Police will provide transport from the accommodation to the demolition area for students?Response:Yes transport from accommodation or training location to demolition area, as applicable, will be provided by the Forensic Police Question:Please could UNOPS confirm what facilities are available within the classrooms at the Forensic Police School? For example, is there furniture, projectors and screens?Response: Please note as per page 22 of the SOR, table of division of responsibilities, the provision of training aids and, equipment required for delivery of training is the responsibility of the contractor. The classrooms are equipped with furniture, but any training equipment or aids to support the delivery of training, including screen and projector shall be provided by the contractor. Question:Please could UNOPS confirm if there is any medical support available at the demolition area, such as an ambulance on site?Response: Yes medical support will be provided at the demolition area by the Forensic Police EOD Unit.Question:In regard to the DSIM ToT course, the SOR page 7 states that “Students for this course will be a mix of students who previously received DSIM training and best performing students to be selected from the newly trained group under deliverable 3 above”. In order to deliver both courses with the suggest course lengths will be a period of 5 weeks, rather than the stipulated 4 week training delivery duration. As such, please could UNOPS reconfirm the Training Delivery duration.Response: Reference Para. VII. Timing, the suggested training lengths and timelines are a suggestion and UNMAS Libya welcomes any innovation with training delivery timelines and methodology adhering to the overall objective of this project. It is thus up to bidders to design and propose suitable training length to deliver the course training package developed under deliverable 1, noting that all contract phases shall be completed before 30 November 2023.Question:Would UNOPS be able to provide the sizes required for the forensic suits?Response: The required sizes are not currently available and shall be provided to the contractor upon contract award. Question:On SOR page 6, it states the DSIM ToT course has “Up to 24 students”. For planning purposes, could UNOPS provide the minimum number of students who will partake in this course?Response: For planning purposes bidders shall design their proposal counting on the maximum number of students who will attend the DSIM attend course, which is 24 students. Question:When the SOR refers to PPE, could UNOPS confirm what type of PPE this is referring to, is it simply the forensic suits?Response: The contents for the field carrycase of DSIM equipment and associated PPE provided in the SOR are marked as suggested contents as per para. VI. Equipment of the SOR. Bidders are required to propose a suitable list of equipment in line with their proposal, including any necessary PPE for inclusion in the field carry case and for use during the training. However, please note that PPE in the SOR refers to PPE for forensic related work/purposes including forensic suits. . Question:Please could UNOPS confirm if there are any convention munition training aids at the demolition area that could be utilized by contractors?Response: All the convention munition will be managed and provided by the FP EOD Unit and will be supporting the contractor. UNOPS does not envisage contractors using any munition during training.
