Provision of EOD and Post Blast Investigation ( PBI) materials in the Central Africa Republic

New clarification added: Dear Tender Committee,We would like to seek a clarification regarding the following item mentioned in the tender:Item no. 1:Clarification no.1:​The line of sight scope is defined for “Atlas-250”, However effective working range in vegetation or in urban area is not defined. What is the required system range (in km) in vegetated operational area.Clarification no.2:Do you need a drop test qualified system?Clarification no.3:​System with additional features such as, programable LCD integrated system, two hands safe fire, piercing firing posts, range extension antennas and programable time delay system will be preferable?  Answer : This item has been removed from the list of requiresItem no. 4:Clarification nos.1:​Clarify whether the 20-gauge wire requirement in the tender is the thickness of the copper conductor or the thickness of conductor with the PVC insolation ?Answer : This requirement refers to the thickness of the copper conductor which must be at least 20 gauge (American Wire Gauge in US). Clarification no.2:​The tender requires a 20 gauge stranded wire. Typically (DEF STAN 61-12 Part 17) Demolition cable are standardize with 24 / 16 / 7 strands of 0.2 mm wire, clarify on the number of strands and the diameter of the strands required? Answer : As stated in the tender, we require a minimum of 20 gauge. Therefore, any proposal above this size with a strand of 0.2mm is acceptable. 

New clarification added:  Dear Bidder,Question 1 : Is it possible to get an additional delay for the submission. 2 more weeks would be welcome.Answer : The tender has been extended for 01 more week. The current closing date is March 17, 2023.Question 2 :  It is not possible to offer Incoterms DPU, and I don't believe any one will be able to offer these terms. We would request that the Incoterms are changed to CIF Bangui Airport.Answer : The Incoterm has been change to CIP- Aiport Bangui , Central Africa Republic. Question 3 : Would UNMAS be willing to provide some kind of End User document, to facilitate the shipping process. Currently, there is an Arms Embargo for Central Africa Republic, and there is potential that these goods may get flagged. If the End User can provide a document that supports the use of these goods for Humanitarian Aid then this might help.Answer : The Item N° 1 "Exploder Model Atlas 250 RC" subject to an End User has been remove from the requires. Question 4 :  We will not be able to ship with DPU incoterm. Is CIP acceptable for you ?As you probably know, there is an "arms and related materials" embargo for CAR. This may be an issue for the exploders. What's your experience about delivering exploders, firing cable... to CAR ?Answer :The Incoterms has been change to CIP- Aiport Bangui , Central Africa Republic.The Item N° 1 "Exploder Model Atlas 250 RC" subject to an End User has been remove from the requires.Question 5 :We would like to request an extension to the deadline for this tender. We have reservations about shipping export controlled goods to CAR due to the current arms emabargo.  We would also like to request that UNMAS supply an EUU that we can provide a template for, in order for us to apply for and be granted the export licence, before we bid on the tender. We would therefore request the deadline be extended for at least 30 days beyond the current deadline.Answer :The tender has been extended for 01 more week. The current closing date is March 17, 2023.The Item N° 1 "Exploder Model Atlas 250 RC" subject to an End User has been remove from the requires.Question 6 : We would like to request that the delivery time for this tender is extended to 90 calendar days - it is not possible to source and deliver all of these items within the current 45 days. One of the critical, most high value items, is on a 12 week lead time.Answer :The tender has been extended for 01 more week. The current closing date is March 17, 2023.The Delivery time remain 45 calendar days.

New amendment added #1: This amendment aims to:1) Amend sections II and III in accordance as follow :    -  removal of item n°1 " Exploder Model# Atlas 250 RC " ( text in red and strike)    - Change of the Incoterms 2020 from DPU to CIP ( write in red)Kindly refer to the files named "Amendment n°1-Section_II_Schedule of Requirements- RFQ-2023-45464"  and "Amendment n°1-Section_III_ReturnableBiddingForms-RFQ-2023-45464 ;2) extend tender closing date to 17 March 2023This amendment prevails over any previous communication and is an integral part of the tender and its content must be considered in the preparation of bidders tenders.  All other terms of the tender dossier remain unchanged.
