The purpose of this Request for Proposals (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to provide administrative and logistics support to ensure coordination, travel, and administrative requirements of the trainings

BACKGROUND

Throughout the COVID-19 pandemic, significant gains in genomic surveillance have been achieved in many countries, including the Philippines.

The Western Pacific Region Emerging Molecular Pathogen Characterization Technologies (EMPaCT) Surveillance Network is a program to support the strengthening and expansion of the genomic surveillance capacity in the Region to guide public health policy- and decision-making, with the overarching objective to ensure that the region is well-prepared for future pandemics.  

To further strengthen genomic surveillance capacity in the Philippines, the WHO Country Office of the Philippines (WCO PHL) will provide training on the rapid assessment of transmissibility, severity, and impact of c variants. This training is to be delivered over six batches, covering all 17 Regions of the Philippines and the DOH Central Office.

Objectives:

Provision of administrative and logistics support to ensure coordination, travel, and administrative requirements of the trainings.

Specifically:

  1. Ensure logistics requirements for the meals and accommodation of the participants, including some land transportation.
  2. Ensure logistics requirements for venues to conduct the 6 batches of training.
  3. Ensure proper reimbursement of all expenses in accordance with the finance and accounting policies of WHO.
  4. Submit financial report including invoices, copies of tickets, and other supporting documents to WHO

 

REQUIREMENTS/WORK TO BE PERFORMED

  • • Output 1: Inception Report
  • • Output 2: Logistics requirement for the 6 batches of 3-day trainings
  • • Output 3. Final report

 

CHARACTERISTICS OF CONTRACTOR

Mandatory:

  • • Proven experience in the field of  logistics support to public health programmes, particularly providing transportation support, to include accommodation and meals for a large group of people. Relevant experience in events planning, operations, and implementation..
  • • Previous work with WHO, other international organizations and/or major institutions in the field of  is desirable.

Desirable:

  • • Previous work with WHO in the field of event logisitics
