New clarification added: Question: Will there be a contract negotiation phase with the firm that will be awarded the project?Answer: No.UNOPS does not enter into contract negotiations with firms. UNOPS uses the standard contract conditions, which has been attached to the tender link.Question: Regarding RFP Section II para 11 – ‘the team is expected to facilitate discussions or negotiations between DOE and proponents of OSW projects found to be within exclusion zones’. Could you please provide some more clarity on this expectation and the anticipated outcomes?Answer: The Department of Energy has awarded service contracts to several companies to develop specific zones for offshore wind. The MSP tool produced by this Project will be used to determine if these areas are within the zones identified eligible for offshore wind development. The consultants are expected to support DOE to explain and negotiate the existing service contracts should these projects fall outside eligible areas. It is expected that consultants will provide advise, participate in meetings with project developers, and provide written technical opinion that will support the negotiations, among others. One of the expected outputs of the TA is: 5c. Guidance for OSW Projects overlapping with exclusion zone: Support DOE in drafting of issuances of advisory and policy guidance for projects that overlap with exclusion zones.

New clarification added: Question: Do the requirements of each of the roles listed as Key Personnel need to be met by one person, or can we have several team members that together fulfil the requirements needed, led by one person? If the latter, we would still have five core members of the team leading their own areas, but with team members providing expertise and input.Answer: It is expected that the requirement is fulfilled by 1 person. In case bidder would propose additional personnel that they consider would be required for the project, bidders are allowed to propose additional personnel. Please be reminded that this will have an impact on your financial proposal.Question: Regarding form F in the technical envelope – are these needed for all team members, or just the five key personnel roles, with standard CVs provided for the rest of the team? Wondering especially if two references are needed for every team member?Answer: Form F needs to be submitted by all personnel included in the team submitted by the bidder.Question: Can the references required in Form F in the technical envelope be internal references?Answer: UNOPS does not limit whether the references are internal / external, provided that the referee has knowledge of the performance and / experience of the key personnel.Question: If we are planning to bid as a main contractor with subcontractors (some of which will fill the key personnel roles), is a Joint Venture Partner Information Form still needed?Answer: No.Joint Venture Partner Information is only required if bidders submit their proposal as Joint- Venture.Question: If we submit the bid as a Joint Venture/Consortium/Association, do you need the following from all partners or just the leading partner? Question: Is there a maximum page count for sections 2.1, 2.2, 2.3 and 3.2 in the technical envelope? Answer: The number of pages are not limited in the sections 2.1, 2.2, 2.3 and 3.2 . Question: Is the matrix requested in section 1.1 in the Technical envelope an organisation chart for the project? Answer: Section 1.1 asks for a Brief description of the organization, including the year and country of incorporation, and types of activities undertaken, including the relevance of specialized knowledge and experience on similar engagements done in the past. Partnering with an entity based in the Philippines or including a team of local experts for strategic consultations and coordination, understanding of the local context, and efficient implementation of activities, is required. All organizations must be described in this section if applying as a Joint Venture/Association/Consortium. Question: Does Form G in the Technical envelope count towards the scoring of section 1.1, and if so, does it count as part of the page count?Answer: No, it does count as part of the page count.Question: Is the description in Form G meant to be a short description (a few sentences) or a full case study?Answer: The description can be short, but to provide the complete information requested in the Form G. Additional to that also please provide evidence of the listed projects in the Form G.Question: In the Financial envelope table 2, it is not clear how the costs should be broken down, particularly what the meaning of “cost component” is? Is this by role, by deliverable or something else?Answer: Financial envelope table 2 is a sample to provide cost breakdown for each deliverables, as requested in the document “Offerors are requested to provide the cost breakdown for the above given prices based on the following format”.

New clarification added: Please kindly refer to Section II Schedule of Requirements, page 13 on Evaluation Criteria We require that the bidder specify the name of the companies that are part of the consortium / JV at the time of submission, by completing Returnable Bidding Form A: Joint Venture Partner Information Form

New clarification added: Question:Please clarify the JV/Consortium aspect. In the case of JV or Consortium agreement with other company, can the sum of the two be considered to establish compliance with the criteria? Does JV/Consortium already have to be established at the time of proposal submission or can it be established in case of award?Answer:Please refer to the clarification.
