Description

The World Health Organization (WHO) is seeking offers for institutional partner to conduct the preliminary activities for the Social Determinants of Health initiative of the World Health Organization. This project will allow the WHO Philippines and accompanying stakeholders to take a leading role in the planning, coordinating, and implementing community-level interventions that address the underlying social inequities that affect health outcomes, as well as the pre-existing health inequities brought about or exacerbated by COVID-19. The high-level goal of the TA is to develop the framework and workplan for SDH which is then to be implemented in a model local government unit

BACKGROUND 

COVID-19 has had a varying impact on communities across the world. These differences in how populations prepare for, respond to, and recover from the pandemic illustrate the importance of using a social determinants of health (SDH) approach to address health inequities that have been created or exacerbated by the virus. In the Philippines, the social, commercial, and environmental determinants of health include gender, socioeconomic status, age, and location. Community engagement (CE) is an essential mechanism in operationalizing SDH to engage and empower vulnerable communities in a whole-of-society approach.

The WHO Special Initiative for Action on the Social Determinants of Health (SDH) for Advancing Equity (SDH Initiative) will support this work. The SDH Initiative also supports our long-term regional priority to address SDH and advance health equity. Through its emphasis on community engagement and multisectoral partnerships, this Initiative will facilitate the long-term capacity building of policy champions and communities to address the social, commercial, and environmental determinants of health through CE. This timeline also enables countries to build, strengthen, and implement a systematic agenda for SDH through CE, addressing both immediate challenges related to COVID-19, and the pre-existing, exacerbated, and emerging inequities that pervade our Region and require collective, coordinated, and meaningful action.

 

WORK TO BE PERFORMED 

Output 1: Inception report and Demonstration activity plan for scale-up of vaccination to priority vulnerable groups 

Output 2: Situational analysis and establish baseline information on the integration of the social determinants of health within the health system

Output 3: Develop and finalize the Social Determinants of Health Initiative Framework and Plan

Output 4: Technical Narrative and Financial Report

 

CHARACTERISTICS OF PROVIDER  

The successful bidder is expected to demonstrate experience and list relevant projects as follows:

Mandatory experience:

  • • At least five (5) years of demonstrated work experience in the field of public health, community development and organizing, research and project management
  • • Relevant experience in program planning, operations, and implementation; familiar with the health system and community system of the country.
  • • Relevant experience with collaborating with government agencies at the local, regional, and/or national levels

Desirable experience:

  • • Familiarity with performance accountability system, project management and monitoring & evaluation principles and basic health-related concepts.
