Description

The World Health Organization (WHO) is seeking offers for individual or institution contractual partner who will provide technical assistance in selecting health indicators, developing metadata for the selected indicators, and developing dashboards for local decision-making and accountability across the Subnational Initiative Project, Phase 2 (SNIP Phase 2) project sites. Regional dashboards for selected health programs will be developed for Caraga, Western Visayas and Davao Regions.  

BACKGROUND 

The World Health Organization (WHO) Country Office, Philippines is currently implementing a project entitled “Strengthening Health Care Provider Network (HCPN) with Enhanced Linkage to Community for Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH)”, otherwise called the Subnational Initiative Phase 2. The Subnational Initiative Phase 2 is implemented in collaboration with the Philippines Department of Health (DOH) and the Center for Health and Development of Regions Caraga, Davao, and Western Visayas, with funding support from the Korean International Cooperation Agency (KOICA), Philippines.

The objective is to improve the health systems for maternal, child, and adolescent health across the three (3) regions. The project aims to achieve the following health outcomes:

  1. Supported communities to develop effective approaches to essential health services for RMNCAH
  2. Strengthened governance and management for the responsiveness of HCPN
  3. Sustained and scaled up the initial gains in Region XI from the Subnational Initiative Phase 1.

Outcome 2 on health governance addresses the strengthening of health information systems (HIS) through increasing the use of Electronic Medical Records (EMR), real-time reporting systems and strengthening regional monitoring and evaluation (M&E) of health data. To strengthen health data monitoring, M&E frameworks will provide local decision-makers quick access to key performance indicators to support timely and data-informed local decision-making and accountability. M&E frameworks will align with national eHealth and HIS strategies and tools to ensure data streamlining for Universal Health Coverage, Primary Health Care as well as DOH life stage approaches.  They will serve as critical tools for the three regions to communicate and engage other sectors and local chief executives on the prevailing health status and health system performance. In turn, the regions will better engage these stakeholders to invest in the local health system and improve service availability and quality to positively impact health care access and utilization.

 

WORK TO BE PERFORMED 

The World Health Organization Philippines is seeking an incumbent to support the design and development of health dashboards. More specifically, the incumbent will:

  1. Design and facilitate workshops with as aim for health program managers and implementers to identify and select indicators, together with the relevant regional programme managers, across the different Monitoring & Evaluation levels (input to impact levels). Indicators will align with national eHealth and HIS strategies and tools. 
  2. Guide discussions on the use of existing information systems (facility-based, administrative, and civil registration and vital statistics systems) to populate the different indicators.
  3. Identify data availability and processes for data compilation.
  4. Design and co-facilitate workshops on dashboard design and development.
  5. Facilitate discussions to disseminate and update the health dashboards.

The position will be under the overall supervision of the RMNCAH Technical Officer and the direct supervision of the M&E Officer for the Subnational Initiative Phase 2. The contractual partner is expected to perform the following tasks/responsibilities in close collaboration with the CHD program managers, Local Health System (LHS), KMITS and Information Technology Services stakeholders in the respective regions. In addition, the contractual partner will coordinate with the Subnational Initiative Phase 2 Field Coordinators who have sound working relations with the CHD counterparts.

 

CHARACTERISTICS OF PROVIDER  

The successful bidder is expected to demonstrate experience and list relevant projects as follows:

Mandatory experience:

  • • Extensive experience in health information systems, data collection, monitoring and evaluation preferably in the health sector and relevant experience in supporting online dashboard development. Experience in working with the UN system and knowledge of UN system procedures is an advantage.

Technical Skills and Knowledge:

  • • Proven ability to design, collect and evaluate data for health programming.
  • • Proven ability to provide technical assistance to government counterparts and engage participants in workshops.
  • • Ability to present data clearly and generate reports
  • • Excellent inter-personal skills, diplomacy and ability to communicate effectively with senior officials, multiple stakeholders and professionals
  • • Excellent analytical, planning and organizational skills
  • • Ability to work collaboratively in a multicultural environment with limited supervision
  • • Ability to work under pressure.
