Description
I. BACKGROUND The United Nations Assistance Mission for Iraq (UNAMI) is accelerating its effort to transitioning to sustainable waste management. It is pursuing a robust approach of diversion of waste from landfill by developing and operating Waste Management Yards (WMYs) fitted with appropriate waste equipment in five (5) of its managed compounds in Baghdad (UN Integrated Compound/Diwan, Tamimi and Baghdad International Airport/UNAMI FSB), Kirkuk and Erbil. It aimed to achieve zero waste to landfill and obtain ISO 14001 certification by the end of 2023. Based on UNAMI environmental performance data, more than 13 cubic meters of solid waste are generated per day mission wide. This number include materials such as plastic, cardboard, scrap metals, used tires, scrap wooden pallets and furniture, glass and tins/cans materials, used mattresses, used batteries, organic waste (garden and kitchen waste), medical waste and various scrap electrical and electronic materials. The plastic and cardboard boxes are being recovered from the waste stream, compacted into bales and stockpiled for recycling. Likewise scrap metals, used batteries, used tires and used mattresses are being stockpiled for recycling. Medical waste is being incinerated and garden waste is being converted to compost (soil amendment) in UN Integrated Compound, Baghdad/Diwan. The remaining waste will be further sorted into suitable feedstock for incineration and the residual for landfilling. II. REQUIREMENTS UNAMI is seeking to identify potential contractors with proven experience and qualification in providing services for operating and maintaining waste management yards and equipment (solid waste incinerator, compactor, shredder and others), disposing of recyclable materials through reuse and recycling, and disassembling of various electrical and electronic waste and packing the sorted e-waste in secured containers for safe transportation and recycling at a certified facility that could be outside Iraq. It is worth mentioning that UNAMI waste stream is evolving. Hence, its strategy of achieving zero waste to landfill is evolving in the type and number of equipment it is installing and operating in each waste management yard which may include other waste -to-energy equipment. Interested contractors are requested to provide information on the following project aspects as part of a response to this RFI by completing the attached Excel Spreadsheet (Annex-A) and attach the relevant documents such as company profile, active website, brochures, technical booklets, proof of experience, certificates and accreditations, recent photographs of the set-up of company or third-party recycling facility, and others. 1. Does your company have experience in providing the following services? a. Operation and maintenance services for pyrolytic twin chamber incinerators for solid waste including safe removal of ash residues for storage in appropriate containers for disposal at landfill. Please indicate ranges of capacities in quantitative metrics (e.g., ton/day). b. Operation & Maintenance services for hydraulic balers for compacting plastic and cardboard waste materials into bales for recycling; and all-purpose shredders for shredding garden waste for making compost. Please indicate ranges of capacities in quantitative metrics (e.g., ton/day). c. Operations and Maintenance services for other peripheral waste management equipment including any waste-to-energy equipment appropriate for achieving "zero waste to landfill" strategy. Please indicate ranges of capacities in quantitative metrics (e.g., ton/day). d. Conversion of organic waste (garden and kitchen waste) into high quality compost for use as soil amendment in vegetable gardens. e. Safe disassembly, including provision of end-user certificate and chain of custody records of various electronic waste and provision of appropriate storage containers for the safe transportation and shipment of sorted e-waste to a certified recycling facility. 2. Indicate type and number of waste equipment operated in small, medium and large waste treatment/recycling facilities; volume/weight of waste incinerated, compacted, composted per day/week/month/year. 3. Briefly describe key areas of opportunities your company has explored or exploring that proves the financial sustainability related to the required services. 4. Is your company authorized or approved by the responsible regulatory entities in Iraq to provide the required services? a. Specifically possess a valid business license and environmental permit or approval for the required services? Yes/No b. Specifically possess a valid business agreement or contract with another company (third-party) that has valid business license and environmental permits or approval for recycling waste materials such as scrap metals, plastic, cardboard, wood, used tires, used batteries, used mattresses, etc.? Yes/No c. Have the capability to independently organise security access clearances and or escort privileges for personnel, equipment, and supplies to all UNAMI managed compounds in Baghdad, Kirkuk and Erbil in Iraq? Yes/No 5. Provide a summary of your organization profile, structure, and previous experience, particularly in post conflict countries including Iraq, with reuse, recycling, treatment and safe disposal of solid waste. 6. Briefly describe how your company is reusing and recycling various waste materials such as scrap metals, plastic, cardboards, used mattresses, used tires, used batteries to produce new products of sustainable quality and value.
