Emergency Medical Team (EMT) Project Manager/Coordinator
BACKGROUND
The Emergency Medical Team (EMT) Initiative as part of the WHO’s support for country health emergency preparedness, focuses on building capacity to respond nationally to emergencies applying minimum operational standards and principles. The overall aim of the EMT Initiative is to reduce morbidity, mortality and disability in emergencies, and to work together in partnership to harmonize efforts and use available resources efficiently and effectively for the benefit of the affected people. In the Pacific, the EMT Initiative focuses on capacity building of national EMTs, leveraging national health emergency response coordination systems/structures.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The incumbent will provide operational and program management support to EMT Initiative in the Federated States of Micronesia, aimed at supporting the Government of FSM :
- • Support the establishment and development of a national EMT, including formation and coordination of a national EMT Technical Working Group (TWG)
- • Ensure day-to-day operations in the context of the EMT Initiative as part of national health emergency preparedness
- • Establish and maintain close relationship and coordination within and among various Government Departments and national/local stakeholders relevant in emergencies.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
- • Facilitate the operations of FSM’s national EMT Technical Working Group (TWG), national EMT structures and a roster of trained emergency response personnel for national EMT preparedness and response.
- • Provide support to the Department of Health and Social Affairs and other relevant government agencies to develop guidelines, plans, strategies, tools and materials relevant to national EMT development and operations, including updating and operationalizing national health emergency preparedness and response plans and standard operating procedures (SOPs).
- • Support planning and system development to support coordination of incoming international EMTs, when requested, and on-site monitoring as specified in the WHO guidance on EMT Classification and Minimum Standards for Emergency Medical Teams.
- • Develop/adapt training materials for national EMT volunteers/staff, as well as for DHSA staff involved in emergency coordination at the national and/or State levels.
- • Participate in national and State-level EMT workshops and exercises to increase knowledge and skills relevant to the EMT Focal Point’s role on developing and testing SOPs and policies;
- • Provide monthly progress briefings/updates and written status reports on the national EMT capacity strengthening and development to the DHSA, WHO CLO and the WHO EMT Focal Point.
- • Facilitate the organization of trainings, workshops, meetings and simulation exercises for health and disaster management officials.
- • Contribute to internal, government, donor and external reporting related to health emergency preparedness and response and national EMT implementation.
- • Participate in regular video/telephone conferences and other means of communication, experience exchange and information update.
- • Share expertise and knowledge as a training faculty and/or observer for up to 30 working days annually (outside of focus country/countries)
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential:
- Bachelor’s degree in business, project management, medicine, nursing, health, emergency management or a relevant social science field.
EXPERIENCE
Essential:
- At least 2 years of professional experience in project management, emergency preparedness and response, medicine/nursing or a related field. Clinical or public health experience is not required.
Desirable (not required):
- Experience in formulating SOPs, organizing trainings/meetings and planning/implementation of projects. Familiarity with emergency management, government institutions, and/or NGO programming.
DESIRABLE REQUIREMENTS
- • Writing skills in English, and confident public speaking and presentation skills;
- • Ability to work with and coordinate groups of diverse stakeholders towards a common objective;
- • Knowledge of Disaster Risk Reduction/Disaster Risk Management (DRR/DRM) issues and policies, and UN Humanitarian Systems;
- • Ability to work harmoniously as a member of a team and adapt to diverse educational and cultural backgrounds;
- • Ability to work under tight deadlines with self-initiative; and
- • Ability to develop plans and proposals.
